There are a limited number of teams playing in each Division, and due to the popularity of this tournament, some divisions book up early. Early registration discounts will not be honored unless payment and registration forms are received prior to July 15th. Highlights at our fields include…. Never a fee for parking – or gate admission! SVBL’s rockin’ Snack Shack takes care of ALL your concession needs! Our BBQ will be running at full steam with your choice of Tri-Tip, Burgers, Grilled Cheese, Street Tacos, Hot Dogs, and Quesadillas. Not to mention INSIDE our Snack Shack… we have Breakfast Burritos, Donuts, Icee’s, Nachos, Pretzels, ice cold water, fountain drinks, and everything in between. [email protected] DIRECTIONS TO THE SVBL FIELDS Simi Valley Baseball League is located at: Darrah Park - 3700 Royal Avenue, Simi Valley, CA 93063 FROM THE SAN FERNANDO VALLEY/LOS ANGELES AREA Take the 118 (Simi Valley Freeway) West from the 405 or 5 and exit at Tapo Canyon Road. Turn LEFT off the freeway and continue south PAST Los Angeles Ave to Royal Ave. Turn right on Royal Ave and the fields will be on your left about 3 blocks. FROM THE CAMARILLO, OXNARD, VENTURA AREA/POINTS NORTH Take the 101 freeway to the 23 freeway North. Exit at Olsen Road. Turn right and follow it in to Simi Valley to Royal Ave. Turn Right on Royal Ave and go about 3 miles (PAST SEQUOIA ST.) and the fields will be on your right. Street parking is available on both sides of the street and in the industrial complex to the East of the facility. Please use the lighted crosswalk and observe the posted no parking signs…you will get a ticket. Off street parking is available and suggested for the Machine Pitch teams BEHIND the Coach Pitch field. Enter the driveway at the Eastern side of the complex and go behind the Major Field to get to the Coach Pitch Field.

Continue North on Tapo about 4 miles to Township (you will cross under the freeway). Turn right on Township heading East about 3 blocks and the SSBL Fields will be on your left.

2017 EOSC RULES Divisions are based upon player’s ages as of the year 2016 Spring league age. Each team needs to check in 1 hour before game time and bring the following items: • • • • •
Proof of Team Insurance Copies of birth certificates for each player Roster/Medical Waiver form Tournament fee if not already paid Baseballs
Tournament rules are as follows: Local Rules then MLB Rules. So if the rule is not found in the Local Rules, then we go to MLB rules. (any questions, please address with one of the two tournament directors) There will be a registration/information desk located next to the snack bar. There will also be schedules/brackets posted there. Verification of age is required at check in. If a player’s age is challenged, that player’s manager must show proof of age. If a player is in violation of the league age rule he will immediately be removed from the tournament and a decision (by the Tournament Directors) will be made as to whether his team forfeits the game. Only players listed on the roster are eligible to compete in the tournament. Rosters are frozen after 1st game of tournament. No players can be added. Players must play in at least one game to be eligible for the Championship. Players may play on only one team in EACH age group, but are eligible to play in a higher division. 3 games guaranteed: 2 pool play games, then single elimination LENGTH OF GAMES: • • • •
7/8u will play 6 innings or no new after 1:40. Must complete inning. 9/10u will play 6 innings or no new after 1:45. Must complete inning. 11/12u will play 6 innings or no new after 1:50. Must complete inning. 13u and up will play 7 innings or no new after 2:00. Must complete inning.
CHAMPIONSHIP GAME NO TIME LIMIT A new inning begins when the 3rd out is made in the previous inning, NOT when the defensive team takes the field.
If a game is called due to darkness, regardless which team is winning or at bat (UMPIRES JUDGEMENT) score will revert back to the last completed inning unless home team is hitting with the game tied or ahead. In the event of a tie or completed game or time expires (Seeded games only) a California TieBreaker will occur. A runner will be placed at 2nd base (last out) and the next batter in the batting order will be up. The inning will begin with 1 out. The inning will be completed for both teams under normal baseball rules. This will continue until there is a winner. Coin flip will be used to determine Home team for all pool play games. The higher seeded team is Home in bracket play, unless higher seeded team chooses to be Visitors. Ties count in pool play. SEEDING: Will be done by best record. In the case of a tie we will use the following: • • • •
1. Head to Head (straight to runs allowed with 3 or more teams tied) 2. Runs allowed 3. Runs scored 4. Coin Flip
Home team is responsible for keeping score and doing the score board. PITCHING RULES: • 7u – 12u = Rolling 6 • 13u and up = Rolling 7 Each team must sign the scorecard that the home plate umpire has at conclusion of the game. Violation of the pitching rules will result in the ejection of both the manager and the player from the game. If this violation occurs, both manager and player must sit out their next scheduled game as well. Once a pitcher pitches one pitch, it’s considered an inning pitched. No pitches are required to be thrown for intentional walks. Balks are in effect for 9u and UP Upon second trip to the mound in the same inning, the pitcher must be removed for ALL divisions and may not return to the mound. A maximum of 9 defensive players in the field and a minimum of 8 required to play.
Manager may elect to bat 9 or 10 which includes their EH or entire roster. Manager must declare at beginning of game. SUBSTITUTIONS: If a team elects to bat the entire roster, any player who is removed from the game may be reentered to any position except pitcher. Once a pitcher has been removed from that spot he may not re- enter in that same game as a pitcher. If a team chooses to bat 10, starting players may be reentered into the game in their original spot in the lineup. Teams may run for the pitcher/catcher of record at ANY time with a player on the bench. If a team is batting 9 players, it must be the sub. If batting entire lineup, then it will be the last out. Once lineup is submitted, the number of batters may not change. Players not in the original lineup may only enter once and once removed can no longer re-enter the batting order. Offensive players that were in the original lineup and removed for substitution must re-enter lineup in the original spot they were removed from and may not be removed again. All substitutions must be made through the umpire, including pitching changes. Late arriving players may be added to the bottom of lineup upon arrival if batting entire lineup. HITTING: Bunting is allowed. Slash bunting allowed in 10u and up. 9u and below - Any player that attempts a slash bunt will automatically be called out, runners will not advance. COACHES: 4 Coaches allowed on the field per team.
Metal spikes are allowed in 12U and up. If a player is injured or sick and no substitution is available, the player will be called out only the first time he comes up, then the line-up will just reduce that spot.All players should wear a uniform. Uniforms must have numbers on the back (if a player does not have a number, please inform the director prior to first game). If a number is not present, it will be handled at the Tournament Director’s discretion. Must slide rule is in effect for all ages. Safety of the players is a priority. A runner must slide or attempt to avoid contact with another player. Any player that attempts to hurt or injure another player will be called out. If the umpire feels the contact was malicious the offending player will be ejected from the game. FORFEITS: If a team fails to show up for a scheduled game, that team will be removed from the tournament with NO REFUND of tournament fees. In the case a team forfeits the score will be as follows: 7-12u (10-0) / 13u and up (12-0).
MERCY RULE: 20 run mercy rule after 2 completed innings, 15 run mercy rule after 3 completed innings, 10 run mercy rule after 4 completed innings CODE OF CONDUCT: All managers are responsible for their fans, coaches and players. It will be their responsibility to keep their fans in line. If a parent or spectator is causing a distraction to the game or umpire, the manager will be warned and if repeated the manager will be ejected from the game. In the event the manager, coach, player, spectator is thrown out of the game they will be asked to leave the baseball compound. If he/she does not leave the field within 5 minutes his or her team will forfeit the game at that time. If a player is ejected from the game and no substitution is available an out will be recorded every time he/she comes up in the batting order. If a manager/player is ejected, they must also sit out the next scheduled game.
BAT RULES: No 2 ¾” Barrel Bats will be allowed. All bats must have the USSSA 1.15 stamp on it or the bat will not be allowed for play. 13U and up is BBCOR or wood bats only. NO EXCEPTIONS. Violations of rule will be an out the first time and ejection of player and manager on the second violation.
** 7/8u Division - Additional Rules** End of Each Half-Inning: When five (5) runs have scored or three (3) outs are recorded, whichever comes first. Until the 6th inning where there are unlimited runs allowed. Number of Players on Defense 7U - 9 or 10 (6 infielders, 4 outfielders) 8U – 9 Pitching: A. Rolling 6. Pitching distance for 7U is 38’ and 8U is 43’ B. No Balks on pitchers. C. Play is dead when the pitcher has control of the ball and is back on the dirt of the mound. This will be up to the umpires’ discretion. Hitting: A. Bunting is allowed. Slash bunting is not allowed. Any player that attempts a slash bunt will automatically be called out, runners will not advance. B. Infield fly rule is in effect. C. No dropped 3rd strike. Stealing: A. Stealing is allowed. Runner must remain in contact with the base until the ball crosses home plate. B. Extra bases are allowed on any wild pitch, passed ball or overthrow of an attempted steal. C. Runner at third base may steal home. D. If a runner leaves early the play is allowed to continue. If an out is recorded on the play, the out will stand. If the runner reaches safely, all runners must return to the base occupied before the pitch was made and no out results. Sliding: Head first sliding is not permitted. When a base runner makes a move back to a base he once occupied, diving is permitted. If a base runner slides head first into a base or home plate, the runner will be declared out.
