2017 Pro Elite Baseball Summer Series Tournament Rules 7u - 12u Rules 1. Registration: All teams registered for the Summer Series must submit a completed roster form, waiver forms signed by each family and proof of insurance before playing or warming up. 2. Eligibility: A player’s tournament age is based on age as of April 30, 2017. Each team is responsible to keep a copy of the official state issued birth certificate for each player and be prepared to show it upon request of a tournament official. If a team is caught using a player that is older than the cutoff for the division the team will forfeit every game that player played in. It will be recorded as a 10-0 loss for seeding purposes. 3. Game Length/Time Limit: 7u-12u: 6 innings unless mercy rule comes into play. 2 hour time limit on all games. No new inning will begin after 2 hours. If an inning is started under the 2 hour time limit-the inning will be completed. Games can end in a tie in pool play on Saturday. 4. Mercy Rule: a. 15 runs after 3 innings b. 12 runs after 4 innings c. 10 runs after 5 innings 5. Called Game: If a game is called due to darkness or weather and is in the middle of an inning, the game will revert back to the score from the previous inning if the 3rd inning has been completed. A game is official after 3 innings. 6. A team shall forfeit if they do not have at least 8 players present 15 minutes after the scheduled start time. The umpires/tournament officials will be determine the official start time. A forfeit will be scored as 10-0 victory for the winning team. 7. Format Alterations: Pro Elite Baseball reserves the right to alter, change or abbreviate the tournament rules when necessary. 8. Playoffs/Tie Breakers/Seeding: The single elimination bracket to be played on Sunday will use the following seeding procedure: a. Head to Head Result b. Fewest runs allowed c. Run differential d. Runs scored e. Coin flip 9. Pitching: 9u-12u: 6 innings through 3 games. If a team plays a 4th game a bonus inning will be allowed for each pitcher. Once a pitcher is removed from the mound, they cannot pitch

again in that game. A second trip to the mound in the same inning must result in the removal of the pitcher 10. Balks: Balks will be called without a warning in the 11u-12u division. No balks in the 9u-10u division. 11. Intentional Walks: A coach must notify the umpire and the hitter will be granted 1st base. (4 pitches do not have to be thrown.) Intentional walks not permitted in 7u-8u Coach Pitch games. 12. Re Entry: Each team will be allowed unlimited substitutions in the field if batting the entire roster. If not batting the entire roster, substitution rules apply: Offensive: You may bat 9 players, your entire roster, or anything in between. After the start of the game, you cannot change the number of batters you have-it must remain the same for the whole game. If you bat your entire roster and a player should get thrown out of the game, you must take an out in that spot in the order. If a player has to leave the game due to injury no out will be recorded in that players spot. Once a sub bats or runs for a player in the batting order, those two players are locked into that spot in the batting order. A courtesy runner is allowed for the catcher with any number of outs in the inning. Courtesy runner must be the last recorded out. 13. Home: In pool play coin toss will determine home team. Higher seed is home team in elimination play on Sunday. 14. Scorekeeping: Each team must exchange a written copy of the lineup before the game with full name, uniform number and starting position. The official scorebook will be kept by the home team. Official score and innings pitch must be communicated and agreed upon by both team to the umpire after each game. 15. Slide Rule: Head first slides will be legal in this tournament. On force plays-runners must slide directly into the base and not past it. 16. Spikes: Metal spikes are prohibited. 17. Equipment: All batters must wear a helmet. All catchers must wear full catcher’s gear including a protective cup. A protective cup is recommended for all players. 18. Bat restrictions: There are no bat restrictions for this tournament. 19. Protests: a. Judgment calls by an umpire cannot be protested, only rules. b. The protesting coach must tell the umpire and the opposing team’s manager that he is going to protest the game at that specific point in the game. c. $100 cash protest fee must be presented to the Tournament Director. $100 will be refunded if the protest is upheld and the game will be replayed from the point of the protest. d. All protests are handled by the Tournament Director. 20. Refunds: No refund for withdrawal from the tournament. 0 games played: $250 refund 1 game played: $200 refund 2 games played: No refund

3 games played: No refund Ejections: No warning on ejections for fans, players or coaches. Upon ejection the ejected person must completely leave the premises. Failure to comply will result in the team forfeiting and local authorities being informed. An ejection is for the entire tournament. A fan, player or coach that is ejected will not be allowed back for the duration of the tournament. Umpires: 2 umpires will be used for each game. Field Dimensions: a. 7u-8u—Coach Pitch 60’bases (no leads, no steals, no bunting) b. 9u-10u--- 46’ mound 60’ bases (no leads, can steal once ball passes the batter) c. 11u-12u-- 50’ mound 70’ bases (leads and steals allowed, balks will be called, drop 3rd strike is in play) Awards: a. 7u and 12u: Individual awards for the champions and runner up in each division. Individual award for the Home Run Derby Champion in each division. Home Run Derby: $5 for 10 swings. A players may play as many times as they would like. Baseballs: Each team must supply the home plate umpire with 2 regulation baseballs per game.
