Cornell Cooperative Extension Orange County Board of Director’s Meeting April 28, 2014

Minutes In attendance: Andrea Nilon, Al Gibbs, Charlie Quinn, Mary Onken, Jim Presutti, John McCarey, John Russell, Michael Pillmeier, Nolly Climes, Paul Ruszkiewicz, Robin White. Absence: Bunnie Reichle, Melissa McCoy, Wilbur Higgins. Staff in attendance: Lucy Joyce, Peggy Kral, Denyse Variano, Jerome Christie, Karan Vanderley, Peter Kosciolek, Debbie Lester. Absence: Marie Ullrich Call to Order: Meeting was called to order at 7:05 PM by Board President Andrea Nilon followed by the Pledge of Allegiance. Additional Agenda Items: None Correspondence: None

Reading & Approval of Minutes: Motion by Charlie Quinn, seconded by Robin White, to approve the March 24, 2014 Minutes as presented. Vote taken, motion passed unanimously. President’s Report: Andrea Nilon  March 25th attended the Personnel Committee meeting  April 1st Campaign Committee meeting  April 2nd Hudson Valley SBN Board of Directors meeting  April 22nd Campaign Committee meeting  April 23rd Personnel Committee meeting  April 28th Finance Committee meeting Announcements by Andrea:  Great pleasure to announce a $10,000 pledge from Mr. & Mrs. Michael R. Pillmeier toward the Education Center & 4-H Park.  Invitation to Leadership Orange event on May 13th – CCEOC is the recipient of funds raised by the Leadership Orange class project and will be donated to our “CyberBullying” program.  Mary Onken is being inducted into the New York State Public High School Athletic Hall of Fame on July 30th in Lake Placid as the first Track Official.  Melissa McCoy is being honored as a Women of Tribute on May 14th. Executive Director’s Report: Lucy Joyce  Full report emailed  Produce open position – no update at this time.  Committees will report further actions. Report of Liaison Representatives:  Orange County Legislators - Paul Ruszkiewicz o Busy in the county. o Vote on Valley View this week. o Moving forward with renovations to the Government Center. o County developing an Ag Plan – moving forward with focus groups. Ag district have 4 applications. o Amy’s Kitchen -- coming for location in Orange County. o Budget short 60 million – looking at cuts in the next budget.  Orange County Executive’s Office – John McCarey o County Executive – major issue – Budget and cuts for next year. o Sharpen your pencils! Program Highlights: Debbie Lester, Horticulture Community Educator  New York Ag in the Classroom Project – established 1985.  CCEOC has been in the classrooms for the past 9 years with staff and volunteers reading to students – target second grade students.  Ag Literacy Week – March 17-21, 2014- Reading “Who Grew Up Soup”.  Reached 32 of the 44 public schools and 7 of the 13 private schools reading to 4,929 students this year.  Website: www.aginclassroom.org Committee Reports:  Personnel – Mary Onken o March 25th held interviews for the Equine/Livestock Resource Educator position. Three candidates were interviewed. Offer was made and accepted. New employee (Rachel Moody) will begin on June 9, 2014. o GAPs Resource Educator – interviews are completed – offer made and accepted. New employee (John-Erik Kocho-Schellenberg) will begin on Sept. 1, 2014. In the interim, Program Assistant (Gigi Jennings) has been hired part time to assist farmers with paperwork which needs to be completed now.



   



o Produce Resource Educator position is still not filled at this time. Interview was completed and offer made but no answer at this time. Decision to wait until April 30th and then if no respond, re-advertise and begin again. o Personnel Committee recommended to Finance Committee internal promotion – changing classification from Resource Educator at STEP 6 to Senior Resource Educator at STEP 2, effective May 15, 2014. o Charlie Quinn, chair of Finance Committee made a motion to accept the recommendation of the Personnel Committee, along with Finance Committee also recommending, internal promotion to be effective May 15, 2014. Vote taken, motion passed unanimously. o Motion by Mary Onken, seconded by John McCarey, to approve and adopt the new “Conflict of Interest &/or Commitment Declaration Form” per Policies 903 & 904 as presented and approved by legal counsel, to be in effective June 1, 2014 and to be renewed annually the first of January. Vote taken, motion passed unanimously. Finance: Charlie Quinn o Motion by Charlie Quinn, seconded by Al Gibbs, to approve and accept the 1st Quarter Financial Statement and Balance Sheets as presented. Vote taken, motion passed unanimously. o Audit of the Horse Leaders Association conducted by Peter and Pat Reineke. o Motion by John McCarey, seconded by Charlie Quinn, to have a letter sent from the board to the Horse Leaders Association requesting their funds to be brought into the Association to meet Cornell compliance. Vote taken, motion passed unanimously. o Eat Smart Grant – waiting for the RFP to be released. Will be a new approach to applying this coming year. o Community Foundation of Orange & Sullivan – Motion by Charlie Quinn, seconded by John McCarey, to invest $25,000 from our Operating Fund with Community Foundation to establish an endowment fund, with Treasurer Charlie Quinn reviewing the contract and Executive Director Lucy Joyce to sign the contract. Vote taken, motion passed unanimously. Strategic Planning – meeting to be scheduled. Marketing – no meetings besides the Campaign PR meetings. Nominating – no report. Facilities: Al Gibbs o Jerome reported Fairgrounds have no water. They are refusing to turn it on for CCEOC. o Holding MG Plant Sale at the Fairgrounds – bringing in Port-a-potties. o Holding Goat Fun Day with Port-a-potties and water being brought in. o Board would like the water turned on and a letter from Gurda as to why not. This is a violation of the lease by not turning the water on. o Carpets are scheduled to be cleaned next month. Campaign Committee: Robin White

o May 31st event is moving along – 500 invitations out – only 125 to be at the event. Board members need to sign up fast. o June is Restaurant Week. o July is 4-H Showcase Bar-B-Q sponsored by Kiwanis. o August is the Play Date. o September is the Barn Dance. o October is the Duck Derby. o Looking to board members to make some introductions to potential sponsors. o Board contributing – needs to be 100%. o Farm Toy Show sponsored by Edith Bush with all proceeds going to the Park – Nov. 22nd at Holy Cross.  Construction Oversight Committee: Jim Presutti o Jim & Lucy met with Supervisor and DPW recently discussing moving ahead. o RFQ for project manager – nothing. Peggy received 9 resumes but no one submitted quote after receiving specifications. Extended the deadline and still nothing was received. Board decided to have Stan Spencer continue as interim if willing until a full time project manager is hired. o Jim has made a connection at Caterpillar Inc. National Office. Program Reports:  4-H Youth Development – Jerome o Jerome will be attending the May 8th Horse Leaders meeting. o Working with a volunteer on the artistic drawings of the Education Center & 4-H Park project for marketing. o 4-H Showcase will be held at the Bergen Farm for 2014 – planning is underway. o Discovery Days at Otisville School – this Wednesday and next Wednesday – introduction to 4-H programming and activities. o Calf Sale and Bar-B-Q at Bergen Farm on May 10th.
