Robert Bectel serves as Chief Technology Officer, Senior Policy Advisor and Acting Director for IT Services for EERE where he helps accelerate the commercialization of new energy solutions and seeks to establish a uniform, efficient, agile, and user-friendly IT infrastructure which facilitates the performance of every employee’s work and the achievement of EERE’s mission. To do this, he brings a unique passion, focus and expertise on using cutting-edge technologies to enable the development of low cost and easily accessible distributable content, mobile applications, robust software and interactive solutions.

Dr. Daniel M. Gerstein Deputy Under Secretary Department of Homeland Security

Dr. Daniel M. Gerstein has served as the Deputy Under Secretary for Science & Technology in the Department of Homeland Security since August 2011. He is also an Adjunct Professor at American University in Washington, DC at the School of International Service (SIS) where he teaches graduate level courses on biological warfare and the evolution of military thought. Dr. Gerstein has extensive experience in the security and defense sectors in a variety of positions while serving as a Senior Executive Service (SES) government civilian, in uniform, and in industry.

Randolph Davis Chief, Data Management United States Holocaust Memorial Museum

Randolph Davis manages victim name and digitization projects as Chief of the Data Management branch at the United States Holocaust Memorial Museum's Survivors and Victims Resource Center.  Since joining the Museum in 2007, Randy has been developing technical solutions for accessing historical content from the Museum's holdings. Randy received a BA in History from the University of Maryland, Baltimore County, and an MA in Museum Studies from the George Washington University.   Randy is currently the content project manager for the World Memory Project, a private-public partnership between the Museum and Ancestry.com to create the world's largest free online resource about victims of the Holocaust and Nazi persecution.

Predictive Analytics Through Innovations in Big Data The massive amount of data that is being collected today contains a wealth of information that can be used to detect precursors to many events of interest.   This talk describes a framework for detecting precursors to significant events using big data analytics and discusses some recent innovations in analytics that enables these discoveries.   This framework allows for the seamless fusion of numerical and text data to provide a unified model for anomaly detection and prediction.

Dr. Gerstein also has extensive experience in international negotiations having served on the Holbrooke Delegation that negotiated the peace settlement in Bosnia, developed and analyzed negotiating positions for the Conventional Armed Forces in Europe (CFE) talks, and developed an initiative to improve cross border communications between Colombia and neighboring Andean Ridge nations. Additionally, Dr. Gerstein led an initiative to develop a comprehensive biosurveillance system for the Department of Defense (2010-2011), served on the leadership team for the Project for National Security Reform (PNSR) which was charged with developing a new national security act to reflect the changing security environment (2007-2008).

The Creation of Structured Biographical Data This presentation offers an example of the creation of structured biographical data of Holocaust victims through crowd sourcing efforts. The Museum has   partnered   with Ancestry.com in the World Memory Project, an effort to collaborate with volunteers to create structured data towards building the world's largest free online resource about victims of the Holocaust and Nazi persecution. The US Holocaust Memorial Museum holds over 192 million pages of primary source documents related to the Holocaust, and many millions of pages of these manuscript collections are known to hold information about victims. In addition the Museum stewards some 260,000 objects including photographic prints, threedimensional artifacts, oral histories, and moving image documents.

Previous Speaker Information Mark Livingston Ph.D. Research Scientist Naval Research Laboratory Mark A. Livingston, Ph.D. is a research scientist in the Information Technology Division at the Naval Research Laboratory.   He directs and conducts research on interactive graphics, including visual analytics, information visualization, augmented reality, and virtual environments, focusing on human factors and applications.   He received his doctorate in 1998 from the University of North Carolina at Chapel Hill.  His group has constructed a 234-megapixel display wall in their Visual Analytics Laboratory. He is Vicechair for Conferences of the Executive Committee of the IEEE Visualization and Graphics Technical Committee and a co-chair of the SPIE Visualization and Data Analysis conference. .

Amy Gaskins Assessment Specialist Private & Confidential

Ms. Gaskins, a Senior Analyst with TPGS Federal, is an Assessment Specialist. She has over 10 years of experience supporting the Intelligence Community in both strategic and tactical roles. She holds a Bachelor of Science degree in Political Science from Florida Southern College in Lakeland, FL; and a Master of Arts degree in International Commerce & Policy from George Mason University in Fairfax, VA. She is currently pursuing Master of Science in Marketing and Master of Business Administration degrees from Johns Hopkins University in Baltimore, MD.

Human Factors in Techniques for Big Data Visualization With the increasing size and scope of data sets, ever-more intricate visual representations of data are possible.  However, the usability of such techniques is not wellunderstood. We will review results and case studies of multivariate visualization techniques from the perspective of human factors.   Research has shown how the analysis task and even the visualization environment may affect the usefulness of the techniques. The talk will feature results from user studies and ground the interpretation of the raw data to perceptual and cognitive theories. We will conclude with directions for future work in this critical area.

Creating a Data-Drive Organizational Culture Changing organizational culture can be a formidable task, especially when your workforce is used to doing things a certain way. Talk of data analytics and optimization often strikes fear into the hearts of non-quants, but it doesn’t have to. What appears to be change resistance is often a lack of clarity and this presentation will examine various techniques to get your workforce onboard with datadriven initiatives. It will provide frameworks that enable leaders to create an environment where even the most skeptical employees can comfortably use data to empower themselves, improve operations, and develop strategy.
