Approval of Letters to State Representatives Regarding Establishing Limits to Campaign Contributions for Individuals Seeking Office as Board of Education Members

Background: In recent years there has been an increase in spending on local school board elections by outside interest groups. In the May 2017 Los Angeles Board of Education election, for example, charter school supporters and unions spent nearly $15 million to battle each other, according to a May 21, 2017 article that appeared in the Los Angeles Times. Discussion/Issues: District staff has drafted letters to State Senator Anthony Portantino and State Assembly Member Laura Friedman seeking their support in creating legislation enabling local school boards to set and enforce campaign finance limits for school board elections. Fiscal Impact: None. Recommendation Matt Hill, Superintendent, recommends that the Board of Education approve the letters to state representatives Anthony Portantino, Senator (25th District), and Laura Friedman, Member of the California State Assembly (43rd District) requesting their support to create legislation allowing local school boards the ability to set and enforce campaign limits for school board elections.
