The cohort of young people to whom Connexions Leeds provides a service is: • young people in education or training in Leeds • young people in employment who are resident in Leeds • young people not in education, employment or training (NEET) who are resident in Leeds All the figures in this dataset are for young people age 16-18. This does not include young people age 16 in statutory education. Headline figures for July 2010 are:Adjusted NEET: 9.4 % (1684 young people) Not Known: 4.9% (909 young people) The adjusted NEET figure takes account of the number of young people whose status is Not Known. A formula is applied to work out how many young people whose status is Not Known are likely to be NEET. This is added to the NEET figure to give the adjusted NEET figure. Young people are classed as Not Known if they have not had contact with the Connexions service within a certain period, how regular the contact needs to be depends on whether the young person is NEET or EET. The Not Known figure, therefore, includes young people who may be in contact with other services but whose record has not been updated on the Connexions database. There has been a reduction in NEET this year, in comparison with previous years. Further work is required to keep the number of young people NEET down, as the level of Not Known reduces. Significant work is required to meet the target of 6.8% as the quarterly average for January 2011. The level of Not Known in Leeds has fallen again in the past month (down from 5.0% in June). Reductions in Not Known are bringing figures in to line with statistical neighbours, work is still required to ensure that improved practice in tracking young people is embedded in to ongoing working practices. Reducing the number of young people whose status is Not Known is a key priority for Leeds.

The size of ethnic groups will impact on the percentage NEET and Not Known. Some of these groups have very small numbers in total so a difference of 1 young person NEET has a significant impact on the percentage NEET. The gender split demonstrates the difference between male and female NEET rates in different ethnic groups. For some ethnic groups there is a significant difference between male and female rates. For the White British group, which is the largest number of young people, the NEET rates do not vary significantly between the gender groups. In terms of the number of young people NEET it is the White British group, both male and female, that are the most significant group. Of the 1506 young people who are NEET, 1245 of them are White British. Of the 861 young people whose status is Not Known, 718 of them are White British.

The status of young people is identified using the following definitions: LDD Not Statemented School Action School Action Plus Statemented
A learning difficulty and / or disability has been identified by a health or education professional after the young person has completed compulsory education (post-16) When a teacher identifies that a young person has SEN and is able to adapt teaching to meet that young persons needs. When a teacher identifies SEN and requires support from outside specialists to meet the young persons learning needs. This category is used for young people who have a statement of SEN. The young person will have been subject to a statutory assessment by the Local Authority involving the school, an educational psychologist and other professionals involved with the young person. The statement is reviewed during the young persons schooling. Young people in this category will receive a Section 139a assessment during their final year in school. This is carried out by a Connexions PA, with other professionals, and sets out the support needs of that young person to move into further education, training or employment. This category would be used for young people with higher levels of SEN needs.

The size of ethnic groups will impact on the percentage NEET and Not Known. Some of these groups have very small numbers in total so a difference of 1 young person NEET has a significant impact on the percentage NEET. The gender split demonstrates the difference between male and female NEET rates in different ethnic groups. For some ethnic groups there is a significant difference between male and female rates. For the White British group, which is the largest number of young people, the NEET rates do not vary significantly between the gender groups. In terms of the number of young people NEET it is the White British group, both male and female, that are the most significant group. Of the 1506 young people who are NEET, 1245 of them are White British. Of the 861 young people whose status is Not Known, 718 of them are White British.

The status of young people is identified using the following definitions: LDD Not Statemented School Action School Action Plus Statemented
A learning difficulty and / or disability has been identified by a health or education professional after the young person has completed compulsory education (post-16) When a teacher identifies that a young person has SEN and is able to adapt teaching to meet that young persons needs. When a teacher identifies SEN and requires support from outside specialists to meet the young persons learning needs. This category is used for young people who have a statement of SEN. The young person will have been subject to a statutory assessment by the Local Authority involving the school, an educational psychologist and other professionals involved with the young person. The statement is reviewed during the young persons schooling. Young people in this category will receive a Section 139a assessment during their final year in school. This is carried out by a Connexions PA, with other professionals, and sets out the support needs of that young person to move into further education, training or employment. This category would be used for young people with higher levels of SEN needs.

This suggests that the biggest indicators that a young person is likely to be NEET are: that the young person is, or about to become, a parent; or that the young person is living in emergency accommodation. In terms of the numbers of young people NEET, the largest groups are female young parents and young men supervised by YOS (Youth Offending Service). There are also a significant number of young men and young women whose attendance was below 20% during statutory schooling, known as persistent absentees.
