• Staff Analysis: Existing and Proposed Zoning: The subject parcel currently has two small commercial structures and residential structure on the parcel currently zoned Convenience Business District (B-2). The parcel is contiguous to Convenience Business District (B-2) and across the street from a General Commercial District (B-3) and Uzoned area. The applicant has requested a map amendment to a General Commercial District (B-3). Traffic Review: Present access to the property is by way of South Irby Street and Kimberly Lane. • Staff Analysis: The Florence County Code of Ordinances Chapter 21 Nuisance’s does not currently address or allow the county to take remediation action for properties which are left abandoned, trashed, and dilapidated. Amending Chapter 21 Nuisances of the Florence County Code of Ordinance will allow County Planning and Building Department Staff to: – Provide an avenue for correction if an owner is unavailable or refuses to take corrective action by allowing the County to contract with third parties. – Include language that allows abatement action to be taken by the county if the owner/violator fails to rectify a complaint. – Act in order to enforce removal or abatement and recoup all expenses by placing a taxable lien upon property. – Effectively address newly occurring nuisance violations while providing an “umbrella ordinance” for existing individual violations. 26

Other Business-Comprehensive Plan (5) Year Review •
South Carolina Local Government Comprehensive Planning Enabling Act of 1994. This Act establishes the framework of the planning process to prepare and periodically revise the comprehensive plan. • Although the Comprehensive Plan is a non- binding guideline document, it is legally required under the Act
•
S.C. Code Ann. § 6-29-510 (9)(E) requires the local planning commission to review the elements of the comprehensive plan as often as necessary, but not less than once every five years. The comprehensive plan, including all elements of it, must be updated at least every ten years. • Revised Tables, Combined into one complete document • Reduced almost 100 pages • Ten year update is scheduled for 2022
