MEN'S BASEBALL REGULATIONS Revised 11/16/2016 I.

LENGTH OF GAMES A.

Games to be seven (7) innings and played under the Official MLB Baseball Rules with the following exceptions: 1.

Games are to start on time. No grace will be allowed before a forfeit is declared. A team must have eight (8) completely uniformed players ready to play. (Scorekeepers are the official timekeepers).

a.

A manager may choose to play with only 8 players in his line-up for the whole game with no penalty.

b.

A manager may choose to put the 9th player in his line-up. . -- If that player arrives before the 9th batter comes to bat, there is no penalty and he may enter at any time. -- If he does not arrive before the 9th batter comes to bat, the team will receive an out. The player may enter the game whenever he arrives.

2.

Any team forfeiting will be charge a $140.00 fee. In the event of a third forfeit the team will be removed from the league with no refunds.

3.

Time limit for all 6:15pm weekday games is two (2) hours. All other scheduled games have a 2 hour and 15 minute time limit. Exception: No time limit applies for last game of the day or single games.

4.

a.

No new inning will be started after time has expired. Inning started before time has expired will be completed.

b.

A new inning time begins immediately following completion of the previous inning.

c.

If games are tied at the time limit, the game is to be continued until there is a winner. No tied games.

5.

Games called due to time limit shall constitute game regardless of number of innings played.

6.

When an umpire delays the game because of rain, the duration of "time" called by the umpire will be added to the game time. This added time shall not exceed 15 minutes or at umpire discretion.

7.

The game will be terminated and official if: Mercy Rule; any team has a 15 run lead after 3 innings, 10 run lead after 4 innings, or an 8 run lead after 5 innings. This applies to all men’s baseball leagues. Complete Game: any game called due to weather or darkness that has completed 4 ½ innings of play shall be considered a complete game.

II.

PRE-GAME PRACTICE A.

Warm up practice will not be permitted in front of dugouts, or in the home plate area. Warm up practice will only be permitted beyond the light poles at 1st and 3rd base.

B.

No batting practice will be allowed at any field.

C.

There shall be a ten (10) minute infield practice for each team before the beginning of each game unless the game officials feel it necessary to begin the game before the normal time. All infield will must be complete 5 minutes prior to the start of the game or it will not be permitted. 1.

Home team will always hold the first infield practice. (25-15 minutes prior to game time)

Visiting team will always hold the second infield practice. (15-5 minutes prior to game time)

Games canceled because of weather conditions will be re-scheduled as soon as possible. NOTE: Games which determine league champions will be given precedence.

In all games, the home team will use the first base dugout.

UNIFORMS AND HEAD GEAR A.

Teams must be completely uniformed. Each player must wear matching jersy’s or he will be ineligible to play. (Umpire will be held responsible for the above rule. Any manager or player not complying with the orders of the umpire will be declared ineligible.)

B.

The use of single or double flapped protective head gear (hard hat) while batting and running the bases is required and mandatory.

C.

The use of protective head gear (hard hat) by catcher while catching is required and mandatory.

D.

Aluminum/Titanium bats are illegal; wooden, baum or composite bats are legal.

BALLS A.

The men’s baseball advisory board will provide the league approved balls for all leagues. (After a third out is completed, the game ball should be given to the closest umpire. This is to help keep the game balls as dry as possible at all times).

DETERMINE LEAGUE CHAMPION

A.

The teams with the four best records will play in a championship playoff to determine who will represent the City of Lansing in the American Amateur Baseball Congress Tournament.

If two teams are tied for first place, tiebreakers are A. Head to head results B. Head to head fewest runs allowed in season C. Coin Flip Three or more teams tie, tiebreakers A. Head to head results B. Head to head fewest runs allowed in season C. Blind Draw

If a team withdraws or forfeits from the league, all opponents will receive a win for each scheduled game against that team for the remainder of the season. All games played against the withdrawn or forfeited out team will stand as played.

Teams with highest seed will be home team for all playoff games..

STATE TOURNAMENT ROSTERS. Winner from previous year from City League playoff champions will determine their state tournament birth, representing the Lansing league.

PLAYER ELIGIBILITY & PROTESTS A.

A player must have completed their junior year of high school or be (16) sixteen years old to play in the men’s baseball league. Player must make a physical appearance at the park during his team's game six (6) times during the regular season to be eligible for the City play-offs. It is the duty of the player(s) not appearing in the game to check in with the scorekeeper before you leave the park.

Player Protests: at any time during a league game a manager questions the eligibility of an opponent the following procedure applies: 1. Manager notifies the game official of player eligibility protest (player is identified). 2. Game official requests the opposing coach to produce his roster. If no roster is presented, result is an automatic forfeit. 3. If roster is present, umpire checks to ensure player in question is on the roster. Player in question must produce photo ID to verify. If player is not on the roster, or cannot produce a photo ID, result is an automatic forfeit. 4. One (1) player protest per game allowed

Any special event or tournament sponsored by the department may have its own set of rules on roster’s used for that event or tournament, otherwise regular league rule applies.

SPEED UP RULES A.

Time between innings shall be 90 seconds. If the pitcher is not ready to pitch, a ball shall be called. For each 15 seconds thereafter, that the pitcher does not deliver a pitch, a ball shall be called. After the fourth ball, the batter shall be awarded first base. If the batter is not ready to bat, a strike shall be called. For each 15 seconds thereafter, a strike shall be called. After the third strike has been called, the batter will be called out. Once the pitcher has the ball from the catcher, the pitcher has 20 seconds to throw a pitch, when there is no base runners.

B.

Intentional walks are automatic.

C.

Courtesy runner may be used for pitchers and catchers. A courtesy runner is any roster player not in the line up and used at any time.

DESIGNATED HITTER A.

A hitter may be designated to bat for the starting pitcher and all subsequent pitchers in any game without otherwise affecting the status of the pitcher(s) in the game. A designated hitter for the pitcher must be selected prior to the game and must be included in the lineup cards presented to the umpire in chief. The designated hitter named in the starting lineup must come to bat at least one time, unless the opposing club changes pitchers. It is not mandatory that a club designate a hitter for the pitcher, but failure to do so prior to the game precludes the use of a designated hitter for that game. Pinch hitters for a designated hitter may be used. Any substitute hitter for a designated hitter becomes the designated hitter. The player who has the designated hitter may re-enter as designated hitter under the re-entry rule.

The designated hitter may be used defensively, continuing to bat in the same position in the batting order, but the pitcher must then bat in the place of the substituted defensive player, unless more than one substitution is made, and the manager then must designate their spots in the batting order. A designated hitter is "locked" into the batting order. No multiple substitutions may be made that will alter the batting rotation of the designated hitter. Once the game pitcher is switched from the mound to a defensive position the move shall terminate the designated hitter role for the remainder of the game. Once a pinch hitter bats for any player in the batting order and then enters the game to pitch, this move shall terminate the designated hitter role for the remainder of the game. Once the game pitcher bats for the designated hitter, this move shall terminate the designated hitter role for the remainder of the game. (The game pitcher may only pinch-hit for the designated hitter). Once a designated hitter assumes a defensive position, this move shall terminate the designated hitter role for the remainder of the game. A substitute for the designated hitter need not be announced until it is the designated hitter's turn to bat.

XII.

SLIDE RULE The league will utilize the NCAA Force-Play-Slide Rule and Collision Rule. Rule 8; Section 4 The intent of the force-play-slide rule is to ensure the safety of the defensive player. This is a safety as well as well as an interference rule. Whether the defense could have completed the double play has no bearing on the applicability of this rule. This rule pertains to a force-play situation at any base, regardless of the number of outs. a. On any force play, the runner must slide on the ground and in a direct line between the two bases. Exception - A runner need not slide directly into a base as long as the runner slides or runs in a direction away from the fielder to avoid making contact or altering the play of the fielder.

b.

On the ground means either a head-first slide or a slide with one leg and buttock on the ground.

2.

Directly into a base means the runners entire body (feet, legs, trunk and arms) must stay in a straight line between bases.

Contact with a fielder is legal and interference shall not be called if the runner: 1. 2. 3.

Makes a legal slide directly to the base, or Is on the ground at the time of contact and the fielder move directly down the line between the two bases to attempt a play. Makes a legal slide and makes contact with a defensive player who is on or over, but not beyond the base.

c.

Actions by a runner are illegal and interference shall be called if: 1. The runner slides or runs out of the base line in the direction of the fielder; 2. The runner uses a rolling, cross body or pop-up slide and either makes contact with or alter the play of a fielder; 3. The runners raised leg makes contact higher than the fielders knee when in a standing position; 4. The runner goes beyond the base and either makes contact with or alter the play of the fielder; 5. The runner slashes or kicks the fielder with either leg; 6. The runner illegally slides toward or contacts the fielder even if the fielder makes no attempt to throw to complete a play. PENALTY for 1-6: 1. With less than two outs, the batter-runner, as well as the interfering runner, shall be declared out and no other runners will advance. 2. With two outs, the interfering runner shall be declared out and no other runners shall advance. 3. If the runners slide or collision is flagrant, the runner shall be ejected.

Rule 8: Section 7 The intent of the collision rule is to encourage base runners and defensive players to avoid such collisions whenever possible. a. When there is a collision between a runner and a fielder who clearly is in possession of the ball, the umpire shall judge; 1. Whether the collision by the runner was avoidable (could the runner have reached the base without colliding) or unavoidable ( the runners path to the base was blocked) or 2. Whether the runner actually was attempting to reach the base (plate) or attempting to dislodge the ball from the fielder. PENALTY: If a runner, a) could have avoided the collision and reached the base, or b) attempted to dislodge the ball the runner shall be declared out even if the fielder loses possession of the ball. The ball is dead and all other base runners shall return to the last base touched at the time of the interference. b. If the defensive player blocks the base (plate) or base line clearly without possession of the ball, or is not in the immediate act of catching the ball, obstruction shall be called. The runner is safe and a delayed dead ball shall be called. XIII.

The re-entry rule will be permitted.

Any of the starting players may be withdrawn and re-entered once, providing such player occupies the same batting position. A substitute who is withdrawn may not re-enter. Once starting pitcher goes to the bench that person cannot re-enter into the pitching position.

MEN'S SENIOR & 40 & Over BASEBALL RULES The Lansing men's Senior Baseball League & 40 & Over League will be played by regular City League Rules with the following exceptions: 1.

Only wood and wood composite bats are allowed

2.

Batting helmets are required.

3.

Age Requirements: All players must turn thirty (30) or forty (40) within the current calendar year.

4.

A team must have at least eight (8) players to start a game with no penalty. As soon as another player arrives he must be entered into the bottom of the line-up. You may also finish a game with (8) players if caused by an injury or ejection, when this occurs that batting order position will become an automatic out. Anytime a team drops to seven (7) players or less, the game is forfeited.

5.

Each coach will designate the two (2) players which will be pinch run for AT THE TIME THE OFFICIAL LINE UP IS TURNED IN. Player which made LAST BATTED OUT will be the pinch runner. Same rule will apply for injured players. In the event of an injured player who cannot run, at the managers discretion, one of the pinch runners will forfeit their designation. No more than two (2) runners can be used in any game.

6.

Each manager has the prerogative to bat as many players as he so desires in his initial line-up, with a minimum of eight (8). If a managers wants to bat twelve (12) players and during the course of the game the line-up falls below (12) the team will receive an automatic out in that players batting position. In the event of an injury the team will not receive an automatic out. Any dispute with injuries will be determined by the umpire. If the manager wants to add players at the bottom of the line-up, he may do so at any time. A team MUST play nine (9) players if nine (9) players are available to play.

7.

A manager may enter and re-enter players in the line-up as many times as he wishes, but they are locked into their original spot in the batting order.

8.

Any player in the line-up that is not a designated hitter or used in the field defensively will be known as an "Extra Hitter" (E.H.) The extra hitter will be considered a position player and is eligible to switch positions with a defensive player at any time, but they must bat in their original spot in the batting order.

9.

There will be no batting practice allowed on any field.

10.

There shall be a ten minute infield practice for each team before the beginning of each game unless the game officials feel it necessary to begin the game before the normal time. All infield practice must start 25 minutes prior to the start of the scheduled game time. Infield practice must be complete 5 minutes prior to the start of each game, no infield will be allowed after this point. a. b.

13.

Game time is forfeit time. No exceptions.

There will be a 25 player roster limit. Players will become eligible when appropriate player fees are paid. 40 & over player for roster limit is 22 players

15.

Deadline to add players to roster is September 1 in 30 & over and July 1 for 40 & over. Players MUST be dressed and play in at least 25% of the regular season games with their current team to be eligible for league play-offs. Any medical problems will be determined by league supervisor.

16.

Players may switch teams with no penalty with former coach approval. Without former coach approval, player must sit out two (2) games. No player may switch teams more than once per season.

17.

Time limit for all 6:15pm weekday games is two (2) hours. All other scheduled games have a 2 hour and 15 minute time limit. Exception: No time limit applies for last game of the day or single games. No new inning can start after time limit has expired.

18.

Teams who forfeit one game will have charged $140.00 to reimburse City fees Penalty for a 3 forfeit, team will be removed from the league, with no refunds.

19.

Play-Offs: Same as Men's Baseball League.

20.

All game balls will be provided by the Men’s baseball advisory board.

21.

Any player being ejected from a play-off game; penalty will be determined by League supervisor.

MUNICIPAL PARK GROUND RULES

1.

Backstop and netting - a batted ball going over the netting and coming down on the rear side of the netting is "dead". (A thrown or pitched ball doing the same thing is in play). A foul ball in flight striking the backstop or fence is "dead". Any ball lodging in the backstop, netting or fence is "dead".

2.

Dugouts - any ball not in flight which enters a dugout (ie. - traveling past the front lip) is "dead". Any ball merely striking a dugout is in play, with the exception of a foul ball in flight striking a dugout. Falling Into Dugout or Over Fence - If a fielder, after having made an allowed catch, should fall into a dugout or over a fence, the ball is "dead" and runners are awarded one base. However, if the act of falling causes the player to drop the ball, it is "no catch". In all cases where a fielder reaches into a dugout or over a fence, he does so at his own risk and no interference shall be called. If a fielder, attempting to make a catch near a dugout, is "held up" and kept from an apparent fall by a player or players of either team and the catch is made, it shall be allowed.

Bat, Helmets, etc. - Teams are to keep their bat in the bat racks (not lying on the ground). Helmets are to be kept on top of the dugout. All other equipment will be kept in the dugout. Any ball which lodges in or gets behind any equipment is "dead". The base runners are awarded two bases.

4.

Keep Man on Deck - This includes pitchers! ATTENTION MAN ON DECK: Hang on to all your bats. Don't let them lie unattended on the ground. Should a fielder be hindered by a bat or helmet or other equipment on the ground, interference may be called.

5.

Outfield Fence - Ball hit over in flight - HOME RUN. Ball bouncing over or through, rolling under or lodging in - DOUBLE. Any ball which rolls (or caroms) around the end of the outfield and gets behind that fence is "dead" and if a batted ball, is a DOUBLE. Light Poles - Poles in left center and right center are within the playing field. Ball hitting one of these two poles in flight above the level of the fence is a HOME RUN. Scoreboard - Ball hitting facing of scoreboard in flight is a HOME RUN.
