BUILDING CODES & PROPERTY MAINTENANCE The Commonwealth of Pennsylvania has passed a statewide building code called the Uniform Construction Code. The most recent statewide code was based on a code issued by the International Code Council, which focuses on building and fire prevention codes. The ICC issues regular code updates, but the state does not generally change the statewide building code annually. The Uniform Construction Code for Pennsylvania (UCC) can be adopted by municipalities, which can promulgate stricter regulations but cannot weaken the state UCC requirements. Building codes In Central Pennsylvania are generally enforced by municipalities, too. To get advice about building code issues or to find out how to obtain a copy of the relevant building code, first ascertain the municipality concerned (municipal boundaries are different than zip code borders, so the postal address may not include the building’s municipal location). Contact the municipality and ask to talk to the official who deals with building permits and code enforcement. Counties are also involved in planning and often review plans proposed at the municipal level. Municipalities are encouraged to take into consideration feedback from county planners, but the municipality ultimately decides on whether to accept a plan. Many renovation projects may not require plans that have to be approved by elected officials, although fees are likely to be due for building permits; most smallscale repair and replacement work does not require a building permit. Always inquire when an extensive project needs to be undertaken, as municipal rules vary a great deal. Many Pennsylvania municipalities use eCode to provide online access to their building codes. RECYCLING Recycling and trash removal, like other services including road repair and snow removal, are often provided by municipalities. Business and multi-unit properties on roads that aren’t maintained by a municipality may not be eligible for curbside municipal recycling. Property managers, businesses or tenants may need to arrange for their own trash removal and recycling services with a registered private hauler. County waste authorities provide a variety of additional services and often answer questions people have about the type of recycling services available. Some counties provide special annual drop-off days so residents (there may be limits on businesses) can drop off items such as tires, certain chemicals and other items for disposal. Single-stream or co-mingled recycling allows all recyclables to be mixed in one container. Some recycling programs require recyclers to sort their items by category, separating newspapers from office paper and sorting glass by color, for instance, or sorting plastics by the type of plastic.

Preparing Recycling Single-Use Batteries Because the 1996 Mercury-Containing and Rechargeable Battery Management Act phased out the use of mercury in single-use alkaline batteries, people can dispose of them in small amounts in the regular trash. However, some programs will collect them and prefer to have them recycled. To prevent leakage in normal trash, secure the ends of each battery with masking tape. Do not put numerous single-use batteries in one trash bag, since the batteries may have enough charge left to catch on fire. Lightbulbs Smaller quantities of fluorescent and CFL bulbs can be dropped off at home improvement stores for recycling. Some recyclers provide bulk recycling of CFLs and other light bulbs. EasyPak (www.lamprecycling.com) provides containers that can be ordered with prepaid return shipping and online documentation of recycling shipments. Recycling Facilities by County:
