MARC Riders Advisory Council Meeting January 17, 2019 4:30 pm – 6:00 pm Hall of States Room 233 Summary minutes I. Call meeting to order (Steve Chan, Chairman): Called to order at 4:32 PM II. Introductions (Steve Chan, Chairman): III. Review of November Minutes (Christopher Field, Secretary): A. No changes reported. IV. Review of December performance data (David Johnson (DJ), MARC Chief Transportation Officer): A. Report attached. 1. The November performance and ridership reports were attached to the November minutes. B. Questions: 1. Ridership counts were taken 12 December 2018. 2. Question about comparison of Frederick and Monocacy. There is a large difference between the boarding counts for 2018 and 2017. Response is there appears to be an opposite shift in the Pont of Rocks counts that suggests in 2018 many Frederick and Monocacy passengers drove to Point of Rocks. V. Modifications to MARC waiting/boarding area at Union Station (DJ and Howard Carter, Rail Operations Manager, Amtrak Commuter Services): A. Removed railing between A and B zones to reduce crowding in front of the men’s room. B. Will shift large MARC display board to the right (into gate B area) to encourage movement into the Gate B area. C. Ticket machines to be distributed to reduce crowding. D. There will be a presentation at the March meeting by Amtrak on Union Station renovation (which will take about 18 months). Please try to attend, especially in person. E. Questions: 1. No questions. VI. Bike racks on Penn Line rush hour trains (DJ and Dean Del Peschio, MARC Deputy Director and Chief Mechanical Officer): A. Penn Line schedule has bike symbols added next to the train number of those trains that accept full size bikes. Most rush hour trains accept them. B. MARC III cars without toilets or the vendor space are the only ones that have bike racks, so only trains with those cars can accept bikes.

C. Initial funding covered most MARC III. Second round finished the MARC III and ordered kits for MARC II, which will be the next to be fitted. D. No on the wall bike mounting could be found for the MARC IV (the bi-level cars with the extra door) that didn’t unsafely obstruct passenger movement. Eventually 1. Bikes can be strapped to the wall on the mid (platform) level. 2. Passenger must bring own straps. If you forget, your bikes doesn’t get to ride. 3. It is unlikely that there will be green indicator on the outside. E. Questions/Comments: 1. There was a request to add signs on the platforms reminding people to walk bikes on the platform; not ride them. 2. How will bikes going to short platform stations be handled? The riders guide will be updated with reminders to check with the train crew before boarding a bike bound for a short platform. 3. How many bikes will be permitted on each MARC VI ? That is to be determined. VII. MTA is releasing a new web site on Saturday, 19 January. A. From an operational point of view, the largest benefit is all alerts will go through a single web interface. With a single post, a note is posted on the web page and email and twitter alerts will be sent. By simplifying alert posting, we are likely to get more and more timely information. VIII.

Old Business:

A. MARC tracker and the real time updates is a major focus of the administrator. Hope to have MARC data up by May. B. Halethorpe southbound elevator button and the close button lights are still not fixed. C. The grounds at Perryville are still out of control and the grass is very long. But it is now covered with snow so not as much of a problem. MARC response is “use the sidewalk”, but will look into it. D. Since November, a covered area has been added to the Camden Station area to provide some rain protection while waiting for the train during the new station construction. IX. New Business: A. Matt Sturgeon is taking over from Jeff Gaffney as General Manager at Bombardier in Baltimore. B. Matt Gross is the new CSX local operations contact. He has been with CSX since before it was CSX in a variety of roles. C. Danny Wanger has moved from CSX to Bombardier. D. Next to last page of packet is this Saturday’s schedule for the Women’s March. Extra train in each direction. There are also backup plans to provide additional trains if required.



E. Are there any fare increases planned? State law requires MTA fare review in 2020 with likely increases on all modes. F. Are there any schedule changes planned? There are no significant changes on Camden or Brunswick Lines. There will be Penn Line track work starting in April which will require schedule changes. G. Status of the West Virginia service given that once there was discussion about terminating the West Virginia service in summer 2019 if West Virginia didn’t’ contribute toward the cost? No changes planned at this time. There are still discussions with West Virginia about contributing to the service cost. A decision to terminate that service would be done at the MDOT level. H. Comments about the BWI station construction. 1. There are big potholes just outside the station. Hope they get fixed. 2. Because of the construction, the drop off area has been narrowed. Cars just stop in the middle of the road. Can something be done to improve flow? A higher police presence seems to improve flow, but is hard to maintain. I. At Kensington Station passengers have been observed crossing in front of or behind a train and were permitted to board train. This is against MARC policy. Will talk with the crews to try to rectify. J. November there was a meeting about the long bridge across the Potomac. There were displays of current and expected future passenger service which projected only 8 MARC trains, 4 in each direction. When asked the organizers said they were just “guessing” because they had not heard from MTA. 1. MARC is starting a study to try to understand how many of their Union Station passengers cross the river or otherwise would ride MARC trains south of Union if they run. X. MARC On Time Performance – Discussion  December 2018    Penn Line service continued to average OTP in the high 80’s.  The primary cause of delay was  Dispatching preference (Amtrak trains routed ahead of our trains).  There were several minor incidents,  most notably December 27 when three incidents occurred in one day (disabled MARC Train, major signal  problems near Penn Station, and a tugboat striking the Susquehanna River Bridge).  The chronic  performance problems of Train 511 have been addressed and this train is performing better.  Trackwork  near Martin Airport has been completed which has shown improved performance of trains which begin  or terminate there.  Several off‐peak trains (e.g. 610, 412, 414, 424) continue to experience 

delays between West Baltimore and Penn Station holding for Amtrak trains to proceed ahead,  but it should be noted that most of these trains operate on‐time between Washington and  West Baltimore.    Penn Line weekend service did not experience any significant issues, except for the first  weekend where there were several late trains.    Camden Line trains continue to struggle primarily due to CSX freight train interference and  ongoing CSX trackwork.  MTA Administrator Kevin Quinn has sent a letter to senior CSX  management requesting that they address the issue of poor Camden Line performance.       The Brunswick Line saw significantly improved performance this month (95.8% versus 88.10%).    An overall positive to note is that mechanical delays were down significantly in December versus  previous months (none on the Brunswick Line, 3 on the Camden Line, and 10 on the Penn Line).

Cecil County Transit, in partnership with MDOT MTA, has established Commuter Connection Route 5, which provides dedicated service between the Perryville MARC station and the Newark, Delaware SEPTA station. Schedules are coordinated to meet MARC and SEPTA trains. The bus fare is $2.00, exact change required. Seniors and qualified disabled passengers pay $1.00. One-way SEPTA Regional Rail tickets to Center City Philadelphia may be purchased for $6.75 at Newark Station, or on board the train for $8.00. There will be a Penn Line schedule change in December 2018 or January 2019 to reflect the introduction of Positive Train Control (PTC), a federally-mandated collision-avoidance system. IMPORTANT INFORMATION FOR PASSENGERS RIDING ON JANUARY 19, 2019.

• Parking lots, platforms, and trains will be crowded, so you should arrive at your station well ahead of your train’s scheduled departure. • All passengers must be in possession of a valid ticket (paper ticket or MTA CharmPass mobile device ticket) prior to boarding the train. No tickets will be sold on board the trains. All stations have MARC ticket vending machines and ticket agents are available at Penn Station, BWI, Odenton, New Carrollton and Union Station. • We strongly discourage large bags or other objects, including coolers. • Boarding will be stopped on trains when they reach a safe capacity. Having a ticket does not guarantee a seat or passage on a train; you may have to wait to take a later train. MARC Train does not have pre-reserved seating or ticketing for specific trains. Please allow extra time to get to your destination. • Amtrak and MARC Train staff and law enforcement will be on hand to assist passengers, provide information, and ensure crowd management. Please follow all directions given. • When boarding the train, please move inside and either upstairs or downstairs to the center of the car; do not stop just inside the doors. • In the afternoon at Union Station: O Trains begin boarding 15-20 minutes prior to departure. O Remain inside the station at the designated boarding gate until your train is announced for boarding. O Please follow directions from Amtrak and MARC staff at Union Station.
