ORDINANCE NO. ________ AN ORDINANCE TO AMEND CERTAIN SECTIONS OF THE INDEX OF SPECIAL LOCATIONS, SECTION 13.02 OF THE CODE OF GENERAL ORDINANCES OF THE CITY OF BELOIT, RELATING TO THE REMOVAL OF TRAFFIC SIGNALS AND THE ESTABLISHMENT OF STOP SIGNS AT THE INTERSECTION OF BLUFF STREET AND W. GRAND AVENUE IN THE CITY OF BELOIT The City Council of the City of Beloit, Rock County, Wisconsin, do ordain as follows: Section 1. Section 13.02 of the Code of General Ordinances of the City of Beloit, as it relates to signal intersections is hereby amended by deleting from Section VI (D) of the Index of Special Locations the following: “Bluff and W. Grand” Section 2. Section 13.02 of the Code of General Ordinances of the City of Beloit, as it relates to Four-Way Arterial Intersections is hereby amended to include, in alphabetical order, the following addition to the Section VI (C) of the Index of Special Locations: “Bluff Street and W. Grand Avenue” Section 3. This ordinance shall be in force and take effect upon passage and publication. Adopted this

Topic / Purpose for Presentation: An ordinance to remove the traffic signals at the intersection of West Grand Avenue and Bluff Street and replace them with stop signs. Background Information: Due to changing land uses and traffic patterns in the area over the past few years, Engineering Staff believed that the signals at the intersection of West Grand and Bluff may no longer meet warrants. Key Issues (maximum of 5): 1. During the June 26, 2017 Traffic Review Meeting, the committee voted 5-1 in favor of removing the traffic signals at the intersection of West Grand and Bluff and agreed that 4-way stop control should be the replacement traffic control device at this intersection. 2.

The signal controller equipment at the intersection of West Grand Avenue and Bluff Street has failed.

A traffic study was performed between March 6 and June 6, 2017. The signals were put in red/red flash during the study and have remained in flash since March 6, acting as a 4-way stop condition.

The study evaluated each of the 9 warrants outlined in the Manual on Uniform Traffic Control Device:

The study indicated that the signals at this intersection did not meet any of the 9 signal warrants.

Action Required / Recommendation / Evaluation: The Engineering Division recommends removing the signals and establishing stop signs for all directions at the intersection of West Grand Avenue and Bluff Street. The street lighting will remain at the intersection. Fiscal Note: If the signals remain, the intersection will stay in red/red flash until a new controller cabinet and equipment can be ordered and installed. The cost of a new controller cabinet/equipment is $15,000-$20,000. This is in addition to monthly electricity costs and annual maintenance costs.
