Race to the Top – Early Learning Challenge Addendum – Activity 8.3 / CCR&R Enhancement / Project Extension

Introduction Nationally, North Carolina has been a leader in the early care and education field and it is with much appreciation that the North Carolina Child Care Resource and Referral (CCR&R) Council was granted the opportunity to partner with the North Carolina Division of Child Development and Early Education (DCDEE) to advance this system. At the end of CY15 a cumulative report covering CY13-CY15 for Race to the Top – Early Learning Challenge Grant Activity 8.3 –CCR&R Enhancement was submitted to DCDEE. DCDEE granted an extension for Activity 8.3 so this addendum will serve as the final report. It is important to note that the project extension was funded with only the remaining dollars from previous years. Therefore, some regions that had spent their original allocations were not funded during CY16. In addition, regions had significantly less funding than what had been allocated to them in previous years.

Activity 8.3: CCR&R Enhancement North Carolina has a regional Child Care Resource and Referral (CCR&R) system that provides the core of required trainings for professionals working in licensed child care, Head Start and Pre-K settings and technical assistance to licensed/regulated early care and education programs. North Carolina’s Race to the Top-Early Learning Challenge (RttT-ELC) application sought to utilize the strength and state-wideness of its CCR&R system to further enhance the training and technical assistance capacities of the workforce engaged in these activities both within CCR&R and across the early care and education sectors and also to embed the delivery of RttT-ELC funded newly developed CEUs within the CCR&R system to ensure the availability of these learning events for the near term and for the future. Through this initiative, professional development and technical assistance staff within the CCR&R system were encouraged to become certified and earn endorsements that demonstrate competence in professional development or technical assistance. In FY16, regional CCR&R staff continued to seek certification and endorsement which is now being tracked through NC CCR&R Core Services. Communities of Practice for staff providing technical assistance within local and regional CCR&Rs were established to provide a professional learning community that enhanced the quality of practice. In FY16, many regions continued to offer Communities of Practice (COPs) and in fact, there were 37 new COPs facilitated through the CCR&R system. Some of the topics/titles included: Focus on Quality, Adult Resilience, Digging Deeper into the Domains of NC FELD, Moving from Everyday Practice to Best Practice, Supporting Diversity, Supporting Family Child Care Homes, Techniques and Strategies to Enhance Professional Development,

Training and Professional Development for Child Care Providers, High Quality, CLASS and How Personality Styles Impact Technical Assistance. As a result of the professional development that was accessible to selected CCR&R staff, regional CCR&R staff received training on how to deliver new standardized trainings on five key topics: Cultural Competence; Early Learning Standards; Coaching, Mentoring and Technical Assistance; Curriculum and Instructional Assessment and CLASS (Classroom Assessment Scoring System. This addendum to the final report for Activity 8.3 / CCR&R Enhancement specifically provides an update to project outputs and outcomes.

It is with great pride that the NC CCR&R Council submits this cumulative RttT addendum on the status of RttT-ELC Activity 8.3, Child Care Resource and Referral Enhancement. The NC CCR&R Council will continue to work diligently to continue the efforts of this project and is grateful for the strong support and partnership of NC DCDEE. Through this project, the skills and

knowledge of the CCR&R professional development and technical assistance workforce have been enriched. Child Care Resources Inc., Child Care Services Association and Southwestern Child Development Commission appreciate the Division’s vote of confidence in the Council’s ability to provide guidance and leadership to the state’s regional CCR&R agencies and are thankful for the opportunity to continue to partner with NC DCDEE.
