Terms of Reference 1. Background __ Inner Mongolia Autonomous Region Department of Transport (IMDT), as the executing agency (EA), is using an ADB loan to implement the IMAR Road Development Project in Hulunbeier Municipality. The project intended to develop the road network in Hulunbeier and provide support for cross-border trade, sustainable tourism, environmental conservation, and institutional strengthening and capacity building. The project has five main outputs: (i) Output 1: Highway upgrading and road safety improvements. This output comprises (a) upgrading 132 km of provincial highway from Manzhouli to Alatanemole from class III8 to half-class-I standard;9 and (b) improving safety on the provincial highway by introducing measures including road markings, signage, speed controlled junction design, barriers and underpasses for animals, designated parking, viewing points, and service areas. (ii) Output 2: Upgrading of rural roads. This output comprises upgrading (a) 66 km of a natural (unclassified) road from Xinboluke to Manzhouli to class III, (b) 127 km of a sand and stone unclassified road from Nuogannuoer through Wubuerbaolige to Alantanhadagacha to class IV, (c) 54 km of a sand and stone unclassified road connecting Baogedewula with Beiersumu to class IV, and (d) 45 km of a natural unclassified road from Amugulang to Wubuerbaolige to class III. (iii) Output 3: Cross-border transport improvement and trade facilitation. This output comprises (a) rehabilitation and upgrade of 82 km of the class III road from Alatanemole to Arihasate border-crossing point to class II, (b) rehabilitation and upgrade of 22 km of the class III road from Amugulang to Ebuduge bordercrossing point to class II, (c) construction of bus stops and terminals in Hulunbeier, and (d) cross-border trade facilitation between the PRC and Mongolia. (iv) Output 4: Support for community-based sustainable tourism and environmental conservation. This output comprises (a) construction of rest areas and installation of signage and information boards along the S203 to reduce uncontrolled driving and parking in environmentally sensitive areas; (b) development of an eco-cultural trail to enable tourists to experience grasslands, wetlands, and traditional lifestyle; and (c) support for the Dalai Lake NNR Management Bureau, including constructing a multipurpose protection center; providing equipment for protection, research, and monitoring; and assisting with development of the 10-year master plan for habitat management, eco-tourism development, and habitat restoration. (v) Output 5: Institutional strengthening and capacity building. This output comprises (a) project management and implementation support to ensure compliance with ADB’s policies and procedures; (b) capacity building of the project executing agency and implementing agency in road safety, operation, and maintenance; and (c) capacity building of Dalai Lake NNR Management Bureau staff to improve management of the nature reserve. Hulunbeier Bureau of Transport (HBOT) is the implementing agency (IA) and a project management office (PMO) was established in HBOT.

2. Objective(s) of the Assignment :IMDT will use ADB loan to finance Project Management Support Consultant. The consultant will work with IMDT,HBOT, the PMO and other relevant agencies to provide assistance and advice. 3. Scope of Services, Tasks (Components) and Expected Deliverables A. Project Management Consultant/Road Engineer/Team Leader (1 International Consultant, 3 person-months). The International Road Engineer’s main assignment is to undertake a comprehensive review of all relevant guidelines, standards, norms, and requirements at the national and local level which will have to be incorporated into the final design; and review all procurement documents and related ADB guidelines and documents and give help to PMO on the preparation of documents for ADB.(such as submission of a quarterly report, project performance baseline report) B. Road Safety Auditor (1 International Consultant, 4 person-months). The International Road Safety Auditor’s main assignment is to conduct road safety audits for all the roads in the project and should be done accordingly to the ADB Road Safety Audit for road projects – an operational took it, and prepare a Road Safety Audit Report. The specialist will also guide and assist PMO’s financial division to establish a financial and accounting system for the project; as well as to guide and assist PMO’s financial staff to prepare standard loan withdrawal documents including financial statements. C. Project Management/Financial Specialist/Deputy Team Leader (1 National Consultant, 6 person-months). The National Management/Financial Specialist will assist the Team Leader in reviewing and consolidating all specialists’ reporting submissions into integrated high-quality reports in accordance with agreed reporting schedules, including the project’s quarterly progress reports. The specialist will also guide and assist PMO’s financial division to establish a financial and accounting system for the project; as well as to guide and assist PMO’s financial staff to prepare standard loan withdrawal documents including financial statements. D. Road Safety Specialist (1 National Consultant, 4 person-months). The National Road Safety Specialist’s main assignment is to work closely in collaboration with the International Road Safety Auditor and the PMO for the preparation of Road Safety Audit Report. The specialist will conduct a road safety audit including a review of the road safety components, and advise on road safety issues of the road operations. The specialist will work with the international consultant to provide a second input to inspect the completed works before the facilities are opened and, where appropriate, recommend additional traffic engineering, particularly for lighting, hazard barriers, signage, and marking.

E. Environmental Verification Specialist (1 National Consultant, 5 person-months). The consultant will i. Help PMO to establish the environmental management system and compile relevant legislations; ii. Help PMO to setup administrative regulations for contractor environment performance management, which shall include (i) requirements for a detailed and specific contractor’s EMP prior to the commencement of construction activities; (ii) reward and penalty system for contractor’s environment management performance; and (iii) contractor environmental specifications as suggested in Project Administration Manual (PAM. Appendix 2, Annex 1); iii. Assist the PMO to review construction design on behalf of the PMO to identify if the construction design meets the requirements of EIA and EMP particularly with

regard to the site environmental management and impact mitigation measures required; iv. Prepare an Environmental Supervision Plan; v. Supervise site environmental management system of the contractors including their performance, experience and handling of site environmental issues, and provide corrective instructions. vi. Prepare the environmental training plan and conduct environmental institutional strengthening and training activities for contractors, operators, and other PMO staff (as needed): vii. Inspect and determine the effectiveness of impact mitigation measures and report to the PMO periodically; viii. Investigate public complaints and potential environment problems as well as necessary redress steps, recording and reporting; Order the contractor to make corrective actions and respond to the public on the redress measures agreed. If an environment accident or incident occurs, the environmental supervision staff must be involved in the coordination and treatment process; ix. Review the EMP implementation by the contractors, verify and confirm environmental supervision procedures, parameters, monitoring locations, equipment and results; report EMP implementation status to PMO; x. Verify the monitoring information in semiannual environmental monitoring reports (EMRs) and visit sites to ensure the EMP implementation. and xi. Participate in environmental inspection, monitoring, review and other relevant activities organized or called for by ADB project team, the PMO and the relevant government agencies; and participate in the environment and soil conservation acceptance reviews on completion. F. Social Safeguards Specialist (1 National Consultant, 5 person-months) The Specialist’s main assignment is to ensure effective implementation of ethnic minority development plan (EMDP), gender action plan (GAP) and resettlement plan (RP). The specialist will: (i) Assist in developing the PPMS relating to social aspects such as poverty, ethnic minority development, gender development, and resettlement, including indicators of (a) employment opportunity generated by the project; (b) disaster preparedness capacity building of local communities; (c) poverty reduction program and income-generation training; (d) gender-related improvements, including women’ engagement and employment both in project implementation and ecotourism development, participation in public affairs, training and economic well-being; and (e) satisfaction with resettlement issues of affected people; (ii) Assist in monitoring and reporting the process of implementing EMDP, GAP and RP; (iii) Identify key implementation issues regarding the above social aspects and propose recommendations; (iv) Review external EMDP, GAP and resettlement M&E reports and ADB’s comments on the reports, explain key issues to the PMO and the IMDT, and assist them in conducting follow-up actions to address the key issues; (v) Assist in organizing training programs relating to social aspects; (vi) Collect data on poverty reduction and economic improvement of project area; (vii) Assist the team leader in improving project performance relating to social aspects; (viii) Work closely with other specialists in the team and conduct training programs to the officials and the ethnic minority herders, particularly the women and poor; (ix) Monitor the community concerns of displacement and resettlement, and prepare measures and plans to mitigate these concerns; and (x) Monitor closely compliance with loan covenants relating to EMDP, GAP and RPs.

4. Team Composition &Qualification Requirements for the Key Experts The Project Management Consultant/Road Engineer/Team Leader will be qualified highway engineer with over 15 years’ experience in engineering sector. The road safety auditor will be a qualified road safety engineer with over 15 years in road safety design and road safety audit.

The Project Management/Financial Specialist/Deputy Team Leader should have at least 10 years’ experience in project management or finance for transport projects. The road safety specialist will be a qualified road safety engineer with over 10 years in road safety design and road safety audit.

The Environmental Verification specialist should have 10 years’ experience in construction environmental management, impact mitigation, training, and monitoring, and be fully familiar with environment laws, regulations and relevant standards. They will be familiar with the project works through review of the reports, including the project EIA and EMP. And below specific experiences is needed: i. ii. iii.

More than five years of environmental management experience on ADB or other MDBs projects; Familiar with ADB Safeguard Policies Statement and relevant operational manuals; Familiar with ADB requirements on environmental documents preparation, such as monitoring reports and due diligence reports.

The social safeguards specialist shall be a qualified social development specialist and have 10 years’ experience of ethnic minority development, and knowledge of minorities in the project area will be desirable. The specialist should be familiar with ADB Safeguard Policies Statement and relevant operational manuals and have at least five years of social development experience on ADB or other MDBs projects.

All the specialists for the tasks should (i) have Bachelor’s degree in relevant discipline; preferably with Master’s degree or equivalent; (ii) be fluent in English. The specialists with experiences of ADB roads projects in China will be an advantage. 5. Reporting Requirements and Time Schedule for Deliverables The Consultant will produce the following reports in both English and Chinese languages: (i) an inception report within 1 month of mobilization; (ii) project quarterly progress reports to the PMO for consolidation and transmission to ADB, within two weeks of the end of each quarter the progress reports shall cover all aspects of project implementation; (iii) a Road Safety Report to be submitted to PMO for consolidation and transmission to ADB; (ⅳ)a final report on completion of consultant inputs to be submitted to the PCU for consolidation and transmission to the PMO and ADB within one month of completion of consultant inputs; (ⅴ)The Consultant will also assist the PMO in preparing the Government’s project completion report within three months of physical completion of the project.

The consultant will prepare both overseas and domestic training plans for the project staff and assist IMDT to implement the plans. 6.
