Beaver Falls Unit No. 4 Rewind
As indicated in the attached transmittal memorandum from Electric System Engineering Manager Jeremy Bynum, on Thursday, January 18, 2018 at 11 :42 AM , Unit No. 4 at Beaver Falls experienced an internal electrical fault. The electrical fault caused extensive damage to the unit's stator winding resulting in the unit being taken out of service. The unit required an evaluation to determine a path forward for repair or overhaul. On Friday, January 19, 2018, Delta Electric Motors, Inc. (Delta) of Seattle Washington was contracted and scheduled to evaluate the condition of Unit No. 4. Delta has extensive industry experience in generator winding inspection, repair, and overhaul; additionally Delta is familiar with KPU's system and they have performed three (3) previous generator rewinds for KPU Electric. On Wednesday, January 24, 2018, Delta inspected the unit and determined that the damage was too extensive for a temporary localized repair and indicated that a complete overhaul is necessary. Beaver Falls Unit No. 4 is a critical part of KPU's generating capacity and on average is responsible for twenty-two percent (22%) of KPU's total hydropower generation. Unit No.4 operated 8,540 hours and generated 17,588 MWh in 2017. The lost generation is currently estimated at $100,000 per month; this estimate is assuming that KPU does not have any additional constraints on the system. This unit is critical to KPU 's operation during this time of year due to weather conditions and load demand on the system from heating and freeze protection. This unit is essential to KPU's electrical system. The current estimate is $450,000 and will take fifty (50) days to complete from the Notice to Proceed. Staff is currently evaluating options available including a declaration of emergency and associated elements such as a no bid contract vs. competitive Staff intends to present recommendations to the City Council for procurement. consideration at its meeting of February 1, 2018.

Request Authorizing Declaration of Public Emergency for a Contract for Repair of Beaver Falls Generator Unit No. 4- Delta Electric Motors, Inc.
BACKGROUND Beaver Falls Powerhouse is located at 12860 South Tongass Highway Ketchikan Alaska. Beaver Fall Powerhouse has three hydropower generators; Unit No. 1 is 1.2 MW and Unit No. 3 and No. 4 are 2.5MW each. Unit No. 1 is used for standby and operated when there is appropriate water available. Units No. 3 and No. 4 are used year round for base loading within the KPU electric system and accounted for forty-five percent (45%) of KPU's hydropower generation in 2017. Units No. 3 and No. 4 were placed into service in 1954 and have been operating on the original generator stator and rotor windings for sixty-four (64) years.
