UNION LITTLE LEAGUE CODE OF CONDUCT It is the goal of Union Little League to provide a safe, fun and enjoyable environment for our children to play and learn the game of baseball. It should be the primary objective of every Board Member, Manager, Coach, Spectator and Parent to insure that this goal is achieved and maintained in our League. In order to insure that goal, the Board of Directors of Union Little League has mandated the following Code of Conduct. All Board Members, Managers, Coaches, Volunteers, Parents, Players and Spectators will read this Code of Conduct and agree to it acknowledging that he or she understands and agrees to comply with the Code of Conduct. The Union Little League Code of Conduct is as follows: No Board Member, Manager, Coach, Official, Volunteer, Parent, Player or Spectator shall: At any time, lay a hand upon, push, shove, strike, or threaten to strike any official, coach, manager, player or spectator. Be guilty of personal verbal or physical abuse upon any official for any real or imaginary belief of a wrong decision or judgment. Be guilty of an objectionable demonstration of dissent at an official’s decision by throwing of gloves, helmets, hats, bats, balls, or any other forceful unsportsmanlike action. Be guilty of using unnecessarily rough tactics in the play of a game against the body of an opposing player. Be guilty of a physical attack upon any board member, official manager, coach, player or spectator. Be guilty of the use of profane, obscene or vulgar language in any manner at any time. Appear on the field of play, stands, or anywhere on the Union Little League complex while in an intoxicated state at any time. (Intoxicated will be defined as an odor or behavior issue) Be guilty of gambling upon any play or outcome of any game with anyone at any time. Smoke or chew tobacco while in the stands or on or around the playing field or in any dugout at any time. Smoking and consumption of any alcoholic beverage will not be permitted on or around Union Little League grounds. Be guilty of discussing publicly with spectators in a derogatory or abusive manner any play, decision or a personal opinion on any players during the game. Speak disrespectfully to any spectator, manager, coach, official or representative of the league. Be guilty of tampering or manipulation of any league rosters, schedules, draft positions or selections, official score books, rankings, financial records or procedures. Challenge an umpire’s authority. The umpires shall have the authority and discretion during a game to penalize the offender according to the infraction up to and including removal from the game. Engage in any other behavior judged by the board to be harmful to the league. Improper Conduct for which an Umpire/Official Shall Issue a Warning or Ejection: A. Verbal abuse of any player, manager/coach or spectator shall be grounds for a warning or ejection. B. Equipment throwing by any player, manager/coach or spectator shall be grounds for a warning or ejection. C. Physical contact with another player, manager, coach or umpire not in the spirit of the game by a player, manager/coach or spectator shall be grounds for ejection. D. Smoking at the field by a player, manager/coach or spectator may be grounds for a warning or ejection. E. Alcohol/Drug consumption during a game by a player, manager/coach or spectator shall be grounds for ejection.
It is the responsibly of each umpire and official scorekeeper to log warning and ejections. It is the responsibility of the chief umpire to present all warnings and ejections to the ULL Safety Officer, Division Representative, or ULL President, in writing within 24 hours. It is the responsibility of the ULL Board to decide if any deviation from the league's ejection policy is to be enforced, modified or revoked. Any inappropriate behavior by a spectator may be cause for the suspension of a game by the Umpire. Game suspension may continue until such time as the spectator leaves the park. The ULL Board will review all infractions of the ULL Code of Conduct in accordance with Article III, Section 4 of the Union Little League Constitution. The Board of Directors, by a two-thirds vote of those present at any duly constituted Board meeting, shall have the authority to discipline or suspend or terminate the membership of any Member of any class, including managers and coaches, when the conduct of such person is considered detrimental to the best interests of the Local League and/or Little League Baseball, Incorporated. The Member involved shall be notified of such meeting, informed of the general nature of the charges and given an opportunity to appear at the meeting to answer such charges.
Depending on the seriousness or frequency, the board may assess additional disciplinary action up to and including expulsion from the league. Code of Conduct Policies Overview: The Union Little League is concerned about the safety and well-being of the children participating in Little League Sports Activities. This includes both the Physical and Mental well-being of each participant. Managers, Coaches, Parents and Spectators need to have a positive influence on our players and will be evaluated accordingly. The Union Little League Board of Directors has instituted this Code of Conduct Policy that will help enforce an acceptable Code of Conduct for all participants in Union Little League activities. A Code of Conduct Incident may be filed by any Manager, Coach, Umpire, Board Members, Parent, Spectator or Player, and must be delivered to the ULL Safety Officer, Division Representative or President, either by email (posted on the ULL website), telephone, or in person. During the time between the incident and investigation punitive actions taken are at the discretion of the ULL President. Investigation An investigation will be conducted by the ULL Safety Officer and other members of the ULL Board within three days of the incident. This includes interviewing all participating individuals and 3rd party witnesses. All interviews will be documented by the ULL Safety Officer. The results will be presented to the ULL Board. Appeals from the alleged offending party will be heard at that time. Decision Making and Notification A 2/3 vote by the ULL Board is needed to enact punishment. The ULL Safety Officer will send via USPS mail or deliver in person a Notice of Conduct Infraction to the offending party with a description of the resulting penalty, and start date. Three Strike Policy: All participants and spectators in the Union Little League will adhere to the “Three Strikes and You’re Out” principle. The ULL Board of Directors will assign Strikes according to the severity of each incident. Depending on the incident, an infraction can carry more than one Strike as determined by the ULL Board. The table below is a guideline for assignment of Strikes by the committee. Strikes may only be filed against an individual if 2/3 of ULL Board Members determines that an infraction has been committed. All decisions made by the ULL Board are at their discretion and all decisions are final.
The Board, in evaluating and accepting Volunteers into our program, shall take into consideration previous strikes assigned prior to appointing any individual to a volunteer position.
Reference Chart and Actions Below is a non-exhaustive list of examples of applicable penalties, included solely as a reference. ONE STRIKE OFFENSES Foul Language from a Player, Umpire, Spectator, Manager or Coach Player abusing of ULL or other people’s property Player criticizing a participant in foul or abusive manner TWO STRIKES OFFENSES Manager, Coach, Umpire, Player or Spectator criticizing a Player or Umpire in a foul or abusive manner
STRIKE ONE ACTIONS All participants shall receive a Notice of Infraction Player shall be suspended for 1 Game (next played game)* Player shall be suspended for the next 2 consecutive games to be played STRIKE TWO ACTIONS Manager and /or Coach shall be suspended for the next 3 consecutive games to be played*
Any second offense of an infraction that would normally constitute a warning.
Party making infraction can be suspended* or expulsed from the league for remainder of the year.
THREE STRIKE OFFENSIVES Physical Abuse or fighting of any kind
STRIKE THREE ACTIONS Suspension from League for the remainder of the year and put on review for the following year(s)*
* Suspension means the individual may not be present at any Union Little League field or grounds as a manager, coach, any form of a volunteer, spectator or for any other reason.
Conclusion: As Board Members, Managers, Coaches, Parents, Spectators and Volunteers we are entrusted with the well-being of the participants in the Union Little League. It is critical that each child have a positive experience with his/her participation. Umpires, Volunteers, Parents, Spectators and Players all must be educated in Code of Conduct expectations and enforcement. The ULL Board of Directors must consistently enforce this policy to provide a healthy playing environment for all participants in the Union Little League. Intervention Guidelines (for Board members only) 1. Provide a verbal warning (up to 2x) citing infraction.* 2. Ask to leave ULL property for rest of day. If refusal, explain consequences. 3. Call authorities. *After the second verbal warning, a witness needs to be secured before escalating. The purpose is to provide 3rd party for incident documentation and for safety purposes. Witness should be a second Board member. If one is not immediately available, an umpire is next choice, followed by an uninvolved manager. Immediately following incident, Board Member is to document incident, include quotes, actions (or inactions), timeline, names of witnesses. This is to be sent to Safety Officer within 24 HOURS.
