Washington Gas Line Replacement Preconstruction Meeting Minutes 7/18/11 On Monday, July 18, 2011, City Public Works Director, Daryl Braithwaite, and City Engineer, Ali Khalilian, met with representatives from Washington Gas and ULS , the subcontractor who will be doing the work associated with the gas line replacement. The expected start date is August 8, 2011. The contractor will begin work on Maple Avenue, starting at 7102 Maple Avenue. The contractor expects to work on 10 to 12 houses at a time. The contractor will excavate a 4 foot by 4 foot hole above the area estimated to be the location where the gas service line from each house connects to the gas main. This hole will remain open for several weeks while the work is completed. A metal plate will be placed over each hole. The metal plate will remain in place until the work on this section is completed estimated to take 4 weeks. There are a total of 13 openings that will have metal plates covering them in this first section of work. When the contractor has excavated the service line they will determine whether they need to replace or reconnect the service lines for which they did not have records and require field verification. For the remaining service lines, they will proceed with the expected work, either replacing the gas line from the meter to the gas main with a new line or reconnecting the existing service line to the new gas main. Once the service lines are ready, the contractor will insert the new gas main into the old gas main in the street. The contractor estimates it will take 4 weeks to complete the work on the first 10 to 12 homes. Once the first set is completed, they will move to 7116 Maple Avenue and work on the next set of 10 to 12 houses to the Tulip Avenue intersection. This section is expected to take 4 weeks as well. The contractor will continue the work down Maple Avenue, opening up 10 to 12 houses at a time. They estimate that it will take several months to complete Maple Avenue. The work hours for Maple are 9 AM to 3:30 PM. The contractor will follow these hours on every day except the day they insert the new gas main line - which will require 10 hours or more to complete. All other streets where gas line replacement is scheduled will have 8 AM to 4:30 PM work hours. Notification: - ULS will be delivering notices of the work to each of the houses between 7102 and 7114 Maple Avenue within the next week or two. The notice will provide a phone number for the resident to call to schedule the contractor (ULS) to review the gas meter location and schedule

the gas turn off and turn on. The contractor will provide notices to the residents along the next section of work about one or two weeks in advance. - ULS will be setting up 2 message boards for notifying drivers about the work on Maple Avenue. One message board will be located near the DC line and Maple Ave, the other near Philadelphia Avenue and Maple Avenue. - City staff will write up the meeting notes and post it on the website. Traffic Control - ULS will post no parking signs for work hours on the section where they are working and plan to close one travel lane and use flagmen to direct traffic. Vehicles will take turns using the single open lane around the work zone. Progress Meetings – City staff, ULS and Washington Gas will meet weekly during the project. The next meeting will be August 2. Paving on Maple - Once they complete each 10 to 12 house section, Washington Gas's paving contractor, Eastern Paving, will replace the concrete sub base that was removed by the excavations and they will place asphalt pavement over the concrete up to the level of the street surface. This will be done with hot mix asphalt and is considered a preliminary restoration. The City has required Washington Gas to mill and pave Maple Avenue from curb to curb. The milling and paving will be done after all the service line connections on Maple Avenue are completed. Since it is likely Maple Avenue will be completed in December or January - the paving will be done as soon as asphalt plants are reopen in the Spring. The City has been assured that the surface of the street, where the openings were patched, will be smooth and even with the surrounding pavement.
