Waterways Advisory Committee Meeting Minutes Thursday, June 15, 2017 at 9:00 am Commissioners Meeting Room 1500 Hwy 2, Suite 338 Sandpoint, ID 83864 Members Present: Molly McCahon, Terry Jensen, Jim Thorpe, Doug Cossette, Ed Jochum, Keith Sheckler & Ray Pipella Commissioners: Commissioner Dan McDonald Others: Bob Lizotte & Mike Brown

At 9:00 a.m. Terry Jensen opened the meeting and asked if anyone present needed assistance to hear, see or participate in these proceedings. I.

Public Comment -

Steve Klatt advised the WWAC that Rob & Jim are up in Priest Lake working and unable to make the meeting today. II.

Adopt Minutes from April Meeting Keith Sheckler made a motion to approve the May WWAC minutes. Ray Pipella seconded the motion. All in favor. The motion passed Old Business

A. Maintenance Report - Rob Stepp + Jim Aney - parks Steve Klatt advised that Rob & Jim were out in the field this morning. Waterways has a plow truck with a dump bed to move material to and from dock sites. Shared with parks facility. He provided updates on the following: - No parking and Striping at Hope Process of moving debris from BPW docks Moved the dock around - at Laclede

Hope dock closest to Sandpoint that was damaged has been repaired - damaged by someone's personal use. Substantial amount of damage due to contractors using the dock heavily. Personal negligence and no reports. Lake Pend Oreille mooring buoys are in River buoys need to be finished Cleaning and painting stripes at Coolin ramp Build light for Hope platform Garfield Bay light at Garfield bay Full inventory of platforms to be rebuih on priest lake as well as navigational aid

Ongoing campground maintenance Sidewalk at BPW

- New campsites Doug questioned the solar powered navigational lights? Steve commented that those would be part of the next budget year for an enhancement in fyl8 budget.

B. Priest Lake Study

Ongoing - The steering committee and stakeholder group is collecting data and

will be working scheduling first public meeting for our next meeting July 20* and that public involvement meeting will be in the afternoon. At the Inn at Coolin. In future we will hold that at the school. C. River Wake Awareness Committee

Molly - Flyers were distributed: - Boat inspection stations - Big lake Sunset

Poster development. There was a brief discussion regarding the design of the poster, should be complete by next week. Ordering keychains today. Total of 500 - emergency dispatch # on the back. There was a brief discussion regarding the no wake zone & distribution of the flyers. D. Five Year Plan - Future Projects & Needs Steve Klatt commented that this work needs to be done by the WWAC. There was a brief discussion regarding the 5 year plan and future projects and including the costs of projects: Dredging, 1. Low Water Access - Sandpoint 2. Sportsman's Access a.

Steve advised that these are just suggested items that came from our last meeting. There was a lengthy discussion amongst the WWAC and Steve Klatt regarding these locations and a proposed location in Bottle Bay near the state owned land. E. Priest Lake Ordinance - Priest Lake public meeting This will be discussed during the July meeting at the Coolin Inn Steve is working with Jermifer downstairs to create a draft. There was a brief discussion amongst the WWAC regarding the different topics to be addressed in this ordinance:

F. June Projects 1. Laclede Parking - Widened Shoulder 2. Navigation/No Wake Buoys Placements Steve Klatt provided an update regarding the material delivery for the Widening of the shoulder, we have permits and an agreement - just waiting for material to become available.

The Navigational buoys - This will be addressed at the meeting in Priest Lake as well. Ed suggested to place the temporary buoy right at the point going into Cavanaugh bay. Rocky point - same thing. II.

New Business

D. Ramp Closure - What is criteria for closing ramp; when to re-open? There was a brief discussion amongst the WWAC and Steve Klatt regarding this item.

E. Portable No Wake Buoy Locations There was a brief discussion regarding the 3 portable buoys amongst the WWAC and Steve Klatt.

F. No Wake Buoy Requests at Priest Lake There was a brief discussion regarding the 3 portable buoys amongst the WWAC and Steve Klatt. III.

Miscellaneous Business

D. Albeni Falls Dam Update - Betsy Hull Betsy provided an update on the following items: Lake Level

Parks are open Breach at the drift yard Commercial Use/Docks - Not allowed at USACE property E. Towing For Stranded Boats There was a brief discussion amongst the WWAC and Steve Klatt regarding this item. F.

Picnic Tables

There was a brief discussion amongst the WWAC and Steve Klatt regarding this item. (Possibly an Eagle Scout Project) IV.

Featured Facility Review - a regular discussion idea Operation of Small Facilities with Immediate Neighbors Berry Lane, Outlet Bay, Coolin launch Adjournment At 10:40 a.m. with no further business to come before the Board, Ed Jochum made a motion to adjourn the meeting. Molly McCahon seconded the motion. All in favor. The motion passed.
