Town of Tupper Lake Water and Sewer District Consolidation Study What Exists: Cost of Services 2/9/2017 (updated 2/18/17)

Components of Water/Sewer Billing • Each Town Water/Sewer Customers is billed for water and sewer services based on the following factors: 1) Village Rates for Outside Users 2) Town Rate based on existing debt service for the district 3) Town Rate based on existing operation/maintenance costs for the district

Village Water Rates • Established by Village Code – §50-6, “Flat Rate Schedule” – §50-7, “Metered Service Rate”
• The only metered Town customer is the Wild Center, and they pay the same rate as a Village metered customer. • The Minimum Charge Per Month for Inside Village Water Customers is: – $21.20/ month or $254.40 per year, vs. $354.40 for Town Water Customers

Village Sewer Rates • Established by Village Code – §41-3, “Flat Rate Schedule” – There are no sewer flow meters in the system
• The Minimum Charge Per Month for Inside Village Sewer Customers is: – $22/ month or $264 per year, vs. $326.40 for Town Water Customers

Town Water District Debt Summary • 28 Town Water Districts • Includes 1 “district extension” with separately managed debt and 1“special case” – WD#8-2 is District Extension – WD#17 Other is special case where 30 parcels in the district were not taxed correctly for debt for several years; they are now back-charged for taxes owed
• 21 districts/extension are already debt free • 1 district, WD#15, will be debt free in 2017 9
Town Water District Debt Details • WD#3 will have new debt in 2017 • WD#7 has two outstanding loans from 2015 AUD – $46,746 owed; paid off in 2019 – $192,916 owed; paid off in 2031
• WD#8-2 – $48,279 owed; paid off in 2019
• WD#16 – $24,304 owed; paid off in 2019
• WD#17 • WD#17-Other – $248,000 owed; paid off in 2035
Total Outstanding WD Debt from 2016 AUD = $341,047 10
Town Sewer District Debt Summary • 25 Town Sewer Districts • Includes 3 “district extensions” with separately managed debt and 1 “special case” – SD#8-2 is a District Extension – SD#8-2 Other is a special case where two property owners paid off their portion of the district debt in full and are only taxed for the maintenance fee. – SD#17-1 is a District Extension – SD#17-2 is a District Extension
• 18 districts/extensions are already debt free • 2 districts, SD#8-2 and SD#16, will be debt free in 2019 11
Town Sewer District Debt Details • SD#5 has 2 outstanding loans from 2015 AUD – $213,333 owed; paid in 2021 – NYSEFC loan; $86,327 owed; paid off in 2035 • SD#8-2 has 2 outstanding loans – $25,989 owed; paid in 2019 – $2,000 owed; paid in 12/2017
• SD#16 – $10,975 owed; paid in 2019 • SD#17 – $53,875 owed; paid in 2035 • SD#17-1 – $136,698 owed; paid in 2035 • SD#17-2 – $59,881 owed; paid in 2035 • SD#23 – $1.85M owed; paid in 2038
