EXISTING CONDITION OF PROPERTY The property is currently developed as a commercial shopping center with tenants like Christian Community Action (CCA), Lake Lanes Bowling, Big Lots, Texas Family Fitness etc. PRIOR ACTION/REVIEW (Council, Boards, Commissions) December 12, 2017 – The Planning and Zoning Commission voted (5-0) to recommend approval of the Site Plan amendment to allow significant architectural modifications and improvements to a portion of the existing commercial multi-tenant shopping center building located at 5000 Main Street within Shopping Center (SC) zoning district. OPTIONS 1. Approve as submitted. 2. Approve with conditions. 3. Postpone consideration. 4. Table item DEVELOPMENT REVIEW COMMITTEE (DRC) REVIEW The Development Review Committee (DRC) finds that the site plan amendment is compliant with the requirements of the Zoning Ordinance as outlined in the Staff Report. Staff Analysis Background Information The commercial center at 5000 Main Street located at the northeast intersection of S Colony Blvd. and Main Street/F.M. 423 is one of oldest and most visible commercial developments of the city to the west of SH 121. Over the years the anchor tenants and businesses have changed names and ownership structure. The Colony Walmart store was originally located in this site when it was the only major commercial/grocery store in town during the 2000s. One of the main difficulties in implementing physical improvements to this site is multiple ownerships of the building and the land. The retaining wall was failing at the back of this property, resulting in drainage and ground settling problems affecting the AT&T building to the north of this property. The fire lane and adjacent pavement at the back was in really bad condition. However, by working with multiple out-of-town owners, the city was able to issue permit and get the problems mentioned resolved by October of 2017. The scope of these improvements are listed as follows: 1. Repair Retaining wall

2. Repair and rebuild fire lane behind Building. 3. Rework pavement to drain properly behind the building 4. Adjust manhole and fire hydrant as required by the city Even though it took a lot of time, these improvements have encouraged further involvement from the property owners to improve this site. The current applciation shows significant investment to the building façade and exterior, giving a complete make-over to these buisnesses. The property owners of CCA and the Colony PPC have submitted this appication jointly. The owners are also planning to improve the parking lot in front of the building (except Big-Lots portion) and have started working on the engineering design. Plans for this next phase of development will be submmitted to the city for review and approval when they are ready. Summary of Request Applicant is proposing architectural improvements to a portion of the commercial building located at 5000 Main Street. The changes are going to improve the aesthetics of building as visible from Main Street. Businesses and tenants located at the northern half of the building, namely CCA, Lake Lanes Bowling, and other smaller tenants will receive modern, upgraded look. The scope of the project does not include Big Lots, Texas Family Fitness, and other tenants within the southern part of the commercial center. Existing Condition of Property The property is currently developed as a commercial shopping center with tenants like Christian Community Action (CCA), Lake Lanes Bowling, Big Lots, Texas Family Fitness etc. Platting Status The commercial center at 5000 Main Street is located on several lots with more than one property owner owning portions of the building and parking lot. The legal description of the property under the current site plan amendment application is Lots 1(PT), 2, 3R, Tract 3, Colony Park Shopping Center. 2

Adjacent Zoning/Land Use North - Shopping Center (SC) – vacant land South - Shopping Center (SC) and Single Family 4 (SF-4) – commercial strip center and First Baptist Church across S. Colony Blvd. EastShopping Center (SC) – vacant land and office building at 4805 S Colony Blvd. West- Shopping Center (SC) – O’Reily Auto Parts, Braum’s, Taco Bell across Main Street or F.M. 423 Land Use Analysis The proposed use is allowed within the Shopping Center (SC) zoning district. Infrastructure Improvements No additional public infrastructure improvements are planned for this area. Circulation and Parking The property will have direct access from Windhaven Parkway and Lake District Drive through two (2) driveways. Development Review Committee Review The Development Review Committee finds that the site plan amendment is compliant with the requirements of the Zoning Ordinance and other applicable ordinances and therefore recommends approval.
