PURCHASE DESCRIPTION FRAMES, PICTURE, WOOD This Purchase Description was developed by the Engineering Branch, Integrated Workplace Acquisition Center, Federal Acquisition Service, Arlington, VA 22202 and is based upon currently available technical information. It replaces Commercial Item Description A-A-3005A which has been cancelled. It is recommended that Federal agencies use this in procurement and forward recommendations for changes to the preparing activity at the address shown above. 1. Classification: Type:

2. Salient Characteristics. 1. Materials. All materials used shall be, as specified. The materials shall be free from defects which may affect the serviceability or appearance of the finished product. 1. Wood. Wood for the molding shall be any species domestically grown in the United States, dried to moisture content from 5 to 9 percent. The wood shall be smooth and free from defects, excluding any discoloration that will not affect the finished appearance of the frame. 2. Glass. The glass used shall be in accordance with ASTM C 1036, Type I, Class 1, Quality q1, q2, q4, or q5. Glass dimensions shall be the length and width as 1/2 specified by frame size. Frames sized 11 ”x14” and smaller shall have a glass thickness range of .071 inches to .084 inches. Frames sized 14” X 17” and larger shall have a glass thickness range of .085” to .101”. The dimensional tolerance of the glass shall be +/- 1/32 inch. 3. Paperboard. 1. Mats. Paper board used for mats in all style frames shall be an 8 PT, C1S coated cover insert. The board used for mats shall be .008” +/- .001 inch. The mats shall have a white matte finish on the front and be coated in black on the back; with the exception of mats for all 5 x 7” styles which are coated in white on the back. 2. Back. Binder board used for backs shall have a thickness of .050inches +/.005 inch for all styles of Type I frames. Binder board used for Type II easel back frames shall have a thickness range of .070 to .085 inch. 3. Construction 1. Frame. The frame shall have mitered butt joints at the corners. Any gap shall be less than .016 inch wide. The overlap at the miter shall not exceed .016 inch. Glass as specified shall fit within the style of the frame. The gap between the glass and frame shall not be more than O.150 inch.

Styles A, B and C frame joints shall be secured with at least two #7 sized v-nails into the back of each corner. Styles E and G frame joints shall be secured with at least two #10 sized v-nails into the back of each corner. Style F frame joints shall be secured with one #12 or one # 10 sized v-nail driven into the back of each corner. Staples, nails, or splines shall be flush +/- .015 inch. V-nail length measurements are as follows: # 7 = .266 inch; # 10=.386 inch; #12 =.464 inch

2. Holding Devices. Flex tabs shall securely hold the glass, mat, back, or easel back. There shall be a minimum of one flex tab per side for every 6 inches of length. When an easel back is used, there may be up to one less flex tab used per side, as permitted by space. 3. Display Options. 1. Hanging Devices, Sides 14 inches or less. Frames shall be provided with at least two die-cut saw tooth hangers for each frame, positioned to permit the frame to be hung level, with either the long or short side on top. 2. Hanging devices, Sides larger than 14 inches. Frames shall have at least four die-cut saw tooth hangers provided, with two on one long side and two on the short side. 3. Type II, Easel Back. Frames with an easel back will be designed to allow the frame to stand with either the long or short side on top, at the user’s option. They will also be supplied with at least one die-cut saw tooth hanger to permit either the long side or short side on the top. 4. Velcro. For frame styles Cherry, Oak and Gold, four pieces of Velcro will also be supplied for hanging on office panels. 4. Molding. The molding shall be constructed of wood as specified in 2.1.1. The molding profile shall be approximately as shown in Figure 1. 1. Style A Molding. The width of the molding shall be .765 inches to .797 inches. The thickness of the molding shall be .490 inch to .510 inch. It shall be shaped to receive the glass, display item and back. 2. Style B Molding. The width of the molding shall be 1.384 inches to 1.416 inches. The thickness of the molding shall be .445 inch to .465 inch. The molding shall be shaped to receive the glass, mat, display item and back. 3. Style C Molding. The width of the molding shall be 1.374 inches to 1.406 inches. The thickness of the molding shall be .435 inch to .455 inch. The molding shall be shaped to receive the glass, mat, display item and back. 4. Style E Molding. The width of the molding shall be .766 inch to .798 inch. The thickness of the molding shall be .803 inch to .823 inch. The molding shall be shaped to receive the glass, mat, display item and back. 5. Style F Molding. The width of the molding shall be .734 inch to .766 inch. The thickness of the molding shall be .740 inch to .760 inch. Style F molding is made from Oak or Ash. The molding shall be shaped to receive the glass, mat, display item and back. 6. Style G Molding. The style G molding shall be a manufacturer’s standard commercial molding profile provided it meets the requirements of section 3.4. 1. Cherry. The width of the molding shall be .984 to 1.016 inches. The thickness of the molding shall be .803 to .823 inch. The molding shall be shaped to receive the glass, mat, display item and back. 2. USMC. The width of the molding shall be 1.234 to 1.266 inches. The thickness of the molding shall be .803 inch to .823 inch. The molding shall be shaped to receive the glass, mat, display item and back.

3. Navy. The width of the molding shall be 1.234 to 1.266 inches. The thickness of the molding shall be .803 inch to .823 inch. The molding shall be shaped to receive the glass, mat, display item and back. 4. Army. The width of the molding shall be 1.234 to 1.266 inches. The thickness of the molding shall be .803 inch to .823 inch. The molding shall be shaped to receive the glass, mat, display item and back. 5. Air Force. The width of the molding shall be 1.234 to 1.266 inches. The thickness of the molding shall be .803 inch to .823 inch. The molding shall be shaped to receive the glass, mat, display item and back. 6. VA. The width of the molding shall be 1.234 to 1.266 inches. The thickness of the molding shall be .803 inch to .823 inch. The molding shall be shaped to receive the glass, mat, display item and back. 5. Mats. All frame styles shall be furnished with mats except Style A sizes 14”x17” and 20” x 24”. The material shall conform to the requirements as specified in section 2.3.1. The mat sizes shall correspond in length and width to those of the glass; with a tolerance of 3/16 inch. The mat cut-outs shall be centered and shall be the sizes as specified in table I. The edges of the mat cutouts shall be straight cut and smooth. Mats shall be coated on the back in black. When sizes other than those listed in table I are required, the display area (cutouts) shall be as specified in the contract or ordering document.

6. Finishing. All frame styles use water based materials and are sanded between top coats. The color of the finish shall be as specified below. The finish shall produce a smooth uniform surface without blisters, wrinkles, pits, runs, tackiness, or orange peel. 1. Color. 1. Style A. The color of the frame shall be black. Two coats of black aqua base stain shall be applied and finished with two coats of gloss black topcoat. 2. Style B. The exposed surfaces of the molding shall have a simulated grainwalnut vinyl film coating of vinyl, paper or vinyl-paper permanently adhered. The inside bead shall be gold laminated paper. 3. Style C. The color of the finish shall be walnut with gold hot stamp. A coat of aqua base stain shall be applied with 4 coats of aqua base topcoat. The inside bead shall be hot stamped gold foil.

4. Style E. The color of the finish shall be gold. A coat of aqua base stain shall be applied with 2 coats of aqua base topcoat. Gold hot stamped foil is applied to the outside ridges of the molding. 5. Style F. The color of the finish shall be light oak. A coat of aqua base stain shall be applied with 2 coats of aqua base topcoat. The color of all oak used in a single frame shall reasonably match in color. 6. Style G. The frame color shall be as specified in the contract or ordering document. 1. Cherry. The color of the finish shall be cherry. Two coats of aqua base enamel shall be applied with 2 coats of aqua base tint. 2. USMC. The color of the finish shall be blue with a gold and red hot stamp. A coat of aqua base stain shall be applied with 4 coats of aqua base topcoat. 3. Navy. The color of the finish shall be blue with a gold hot stamp. A coat of aqua base stain shall be applied with 4 coats of aqua base topcoat. 4. Army. The color of the finish shall be black with a gold hot stamp. Two coats of aqua base stain shall be applied with 3 coats of aqua base topcoat. 5. Air Force. The color of the finish shall be blue with a silver hot stamp. Two coats of aqua base stain shall be applied with 4 coats of aqua base topcoat. 6. VA. The color of the finish shall be cherry with a blue hot stamp. Two coats of aqua base enamel shall be applied with 2 coats of aqua base tint. 4. Identification Marking. Each frame shall be marked in a plain, permanent and inconspicuous manner with the contractor’s name or trademark contract number, or order number, item stock number, and year of manufacture. This data shall be applied in such a manner as to resist fathering and smearing. 5. Frame Size. The frame size is defined as the length and width represented by either the glass size, mat size or display item (nominal dimension). The frame display area is the actual area viewable from the inside edges of the frame without the use of a mat. The display area is less than the nominal frame size due to the molding overlapping the glass. Frame display areas sizes are shown in Table II and have a tolerance of +/- .032 inch. Table II. 6. Workmanship. The workmanship shall be of a quality to produce a serviceable frame of good appearance. The molding shall be accurately shaped. The miter joints shall be strong and true. The v-nails shall be completely inserted and the flex tabs securely attached. The edges of the mat cut-outs shall be straight and smooth. 7. Product Conformance: The products provided shall meet the characteristics of this item description and shall conform to our own drawings, specifications, standards and quality assurance practices. Products shall be the same product offered for sale in the commercial market. 8. Packaging/packing: Frames (amount determined by manufacturer) shall be packaged in accordance with ASTM D3951 and packed in boxes conforming to ASTM D 5118, class domestic, variety DW grade 200 minimum. Frames sized 11x14 inch and smaller will be packed inside an inner box separated by fiberboard pads and topped with a fiberboard tray. Frames larger than 11x14 inch will be packaged in bubble wrap prior to packing in a fiberboard box. The complete shipping box shall be closed and secured in accordance with ASTM D1974. Interior blocking and bracing shall be accomplished by normal commercial practice. 9. Markings. Markings for civilian destinations shall be in accordance with the latest revision level of Federal Standard 123. For military destinations, markings shall be in accordance with MIL-STD-129 (latest revision). Bar code marking shall be included for both civilian and military destinations. The shipping container shall be marked with all precautionary marking required by the National Motor Freight Classification and Uniform Freight Classification for picture frames with glass, including “Fragile” and “UP” marking.
