The way forward • Build knowledge, skills and Capacity • Newbuild housing is important – design  build  monitor  learn  design better

• Energy efficiency needs to go in first – Not a short term fix of bolt-on measures

• Government needs to set an “integrated” framework – This includes clarity on approach to risk and uncertainty
