Design Thinking SCHEMATIC DESIGN Project No. 115036 | February - April 2016

Introduction: Design Thinking The Schematic Design Process The Schematic Design is the result of several months of collaboration between the City of Buda Staff, Steering Committee, City Management, City Council, Design Team, Program Managers and Construction Team. The City of Buda conducted a Space Needs Assessment and Facilities Master Plan in May of 2014. The Page/ECM Team used this as a basis to establish a Program of Requirements for the new Municipal Facilities that was approved by City Council in October 2015. This Program included a collective vision for the Municipal Complex: its space needs and functional goals as well as what it needed to embody for the citizens of Buda. Six schematic design meetings were held with the City of Buda Staff and Steering Committee from November 2015 – March 2016. Extensive site and tree studies were undertaken to inform the placement of buildings and site elements around heritage trees and natural and enhanced drainage features. Block diagrams were studied to define relationships between departments which in turn led to floor plans and building massing. The City Staff guided the team of architects to draw from local architectural character and regionally sourced materials in the development of the architectural design. The design team presented multiple options for floor plans and exterior design that were analyzed and refined with input from the Steering Committee and staff. Workshops were held with the Buda Bond Advisory Committee and the City Council on April 4, 2016 to gain insight into the character and feel of the public spaces and new amenities that the City will be able to offer its citizens with the new facility. JEDunn, the Construction Manager at Risk, received continual updates of the digital architectural model to study costs of the design options. ECM, the Program Manager, and the Page Design Team collaborated with JEDunn to establish Target Values for each building element within the budget and to fine tune building design and system decisions. This process will continue through the next phase, Design Development, culminating in a Guaranteed Maximum Price in late summer 2016. The intention of this Design Thinking Book is serve as a summary of the Schematic Design process used to bring the aspirations for the Municipal Library & City Hall and Public Safety Buildings one step closer to becoming a reality in 2017.

The City Hall Design for Buda One of the main goals for the design of the new City Hall is to facilitate an accessible, easy customer service experience. Customer service for Parks, Utilities, Courts and Permits will be consolidated and centrally located off of the main commons on the 1st floor. This will improve the staff’s ability to attend to citizen’s needs efficiently and with higher level of service. The administrative offices and human resources will be located on the 2nd floor, open to and visible from the commons with a welcoming public sitting area overlooking the commons below. This open connection from the commons to the administrative offices is reinforced with 2-story volume, a wide stair and a clerestory window above bringing light into the center of the building to the 2nd floor offices and 1st floor customer service point.

From the entry into the building, the library is easily accessed. The high clearstory draws one into the open library space. The main library is an open, flexible space designed to house the children’s, teens and adult reading, collection and computer areas of the library. The space transitions from the busy/active spaces near the entry to quieter study and research areas deeper into the space. The library staff will have good visual control of the media lab, craft room and children’s program room along with the teen and children’s area which are all at the entry of the library. The quiet reading room, four group study rooms and the conference room are all located deeper into the library in order to enhance acoustics as well as the views out into the trees. The library is oriented to make great use of the north and south diffuse light; providing views and daylighting for all using the library.
