Completion of a Community College program in Transportation/Traffic Engineering Technology, or related discipline. Certified Engineering Technologist (C.E.T.) designation or candidate must be in the process of obtaining it. Minimum of 5 years’ experience in a traffic operations and/or signs and pavement markings. Demonstrated ability to coordinate, direct and supervise the activities of staff in a unionized environment. Demonstrated understanding of traffic engineering practices, including operations and maintenance involved with signs and pavement markings. Demonstrated understanding and interpretation of Collective Agreements, Occupational Health and Safety Act, Highway Traffic Act, Ontario Traffic Manual, and City by-laws, policies and procedures. Strong interpersonal, communication and leadership skills are required. Excellent organizational and problem-solving abilities along with the ability to function in a team environment. Proven ability to work with a broad range of stakeholders and ability to multi-task. Tact and diplomacy to deal with internal and external stakeholders, including the public. Computer proficiency in Microsoft Office and relevant software applications. Experience with INFOR Public Sector Application Software is preferred. Must be available for shift work in support of winter maintenance activities on a rotational standby basis, and for 24-hour on-call emergencies. Must hold a valid class Drivers Licence with a driving record in good standing and acceptable to the City. A Driver’s Abstract will be required.

PRIMARY RESPONSIBILITIES: Under the direction of the Supervisor, Signs and Pavement Markings, the successful candidate assists in the supervision of the staff and resources of the Signs and Pavement Markings Unit to ensure the effective implementation of traffic measures throughout the City’s road network in an effort to maximize traffic flow while ensuring the highest level of safety for of all pedestrians, cyclists and motorists. The position is responsible for the following: 

Assisting in the supervision of the staff and resources of the Signs and Pavement Markings Unit, including the organization of crews, equipment and materials, as well as contracted services, required to undertake sign manufacturing and maintenance, pavement marking activities, parking meter collection and maintenance, and speed and volume data collection. Dispatching crews including assigning and monitoring work on a daily basis. Monitoring and evaluating staff and contractor performance. Assisting in the provision of staff training in all aspects of sign, pavement marking and parking meter operations and maintenance in accordance with the Occupational and Safety Act, the Highway Traffic Act and the Ontario Traffic Manual guidelines. Ensuring that safety precautions are taken and that safety equipment is worn at all times. Monitoring operations and preparing daily time sheets and material/equipment records. Ordering materials/supplies to ensure productive performance of regular maintenance operations. Assisting in maintaining and tracking sign and pavement marking asset inventories including condition inspections and minimum maintenance standards. Assisting with site inspections and investigations and provide follow-up as required. Assisting in the preparation of reports or written responses on public complaints and traffic issues. Liaising with internal and external stakeholder as required.

 

Working shifts to support winter maintenance activities on a rotational standby basis, and being available for 24-hour on-call emergencies. Performing other related duties as assigned.
