ORWALL LOCAL LEAGUE RULES 50/70 Elite - SPRING 2017 All rules contained in the “2017 LITTLE LEAGUE -Official Regulations and Playing Rules” shall apply unless expressly changed by the rules contained herein. In such case, the rules contained herein shall apply. PLAYER DRAFT o
The order of the draft will be determined in a random fashion immediately prior to the draft. After draft order is determined, managers may choose to trade draft positions.
o
A snake type draft will be used.
o
All players must try out to be eligible for draft in PREMIER.
o
Managers’ sons will be frozen in the 3rd round if age 13; 4th round if age 12, 5th round if 11.
o
No more than 7 League Age 13 players are allowed on a team.
o
Only one person per team will be allowed in the draft room prior to the draft and trading period. Only the Division Director(s) of the division being drafted, the Information Officer, and Board President will be allowed in the draft room. Any other board member must have the consent of the Board President. Only critical outside communication, at the discretion of the Board representatives running the draft, will be allowed during this time. Unless designated as his/her child's team representative, no Board member may be present during a draft involving his/her child.
o
One minute will be allowed for picks in the first six rounds of the draft. Two minutes will be allowed for all subsequent rounds, time permitting. Failure to pick within the allotted time will result in forfeiture of the draft pick in that round. The last available “tryout” player will fill the missed draft pick. A break will be allowed after the sixth round.
o
In the event of a "sibling option", players will be selected in consecutive rounds. The sibling option is available only to siblings, step-siblings, or players living within the same residence.
o
A trading period will be allowed after all players have been drafted and during the remaining allotted draft time period. All trades must be within one draft round, one up or one down and shall be made with the approval of the Player Agent. Any trade following the draft will require Player Agent and ORWALL Board Approval.
o
The draft will continue until all eligible players have been selected.
Movement of Players between PREMIER and ELITE Leagues o
If a team falls below ten players through resignation or an injury that forces the player to miss the remainder of the season, the team may be allowed to select an eligible player from the ELITE league to replace the lost player(s). Such a replacement will not be allowed during the last two weeks of the regular season. A player registered post draft will be eligible for PREMIER league selection only after residing on an ELITE league roster for a minimum of two weeks. Each case will be handled on an individual basis by the Player Agent with the respective player's best interest at hand. Players will be chosen first from the ELITE teams that have the most players at that point.

o
Notification must be made to the player agent within 24 hours of the loss of the player. Notification of the choice of an ELITE league player must be given to the Player Agent within 72 hours after the loss of a player. Failure to notify the Player Agent in a timely manner may result in the forfeiture of a game or games by the Competition Committee.
o
After an ELITE league team has had a player drafted into the PREMIER League, no additional players will be allowed to be drafted from that team for the remainder of the season.
FIELD DECORUM o
A manager or coach may not leave an area within one arm’s reach of the dugout except to confer with a player or an umpire and only after receiving permission from an umpire.
o
Maximum of 1 manager and 2 coaches are allowed on the field and dugout for each team. No batboys, batgirls or siblings are allowed in the dugout during the game.
STARTING AND ENDING THE GAME o
9 defensive players are required to be on the field at all times. If a team fails to be able to field 9 defensive players (including injury), the game is considered a forfeit.
o
A maximum of five runs per inning may be scored by a team in the 1st through 6th innings. 10 runs may be scored in the 7th inning. 10 Run rule is in effect in accordance with rule 4.10(e) of the Little League Regulations, Playing Rules and Policies
o
No inning may start one hour and 50 minutes after the scheduled start time. It will be held that an inning starts the moment the third out is made in the preceding inning. Any inning started will be completed. . (Exception if time has expired, the inning will be completed only if the outcome of the game could be affected by completing the inning)
o
The home plate umpire may change the scheduled start time of the game only to start the game early provided both teams have all players available. Only the Director on duty may change the scheduled start time in the event of an anticipated or known delay. Such a decision must be made within 30 minutes of the actual start time, and must then be communicated immediately to the home plate umpire and managers of both teams.
o
Games played the full-allotted time limit will be considered a complete game regardless of the number of innings completed.
o
The umpire will allow a maximum of one minute between innings.
THE PLAYERS o
Uniforms provided by the league are expected to be worn by all players assigned to a team.
o
All players may sit out no more than two innings per game. Free defensive substitution will be allowed. Players cannot sit out in consecutive innings.
o
Each player must play a minimum of one complete inning at an infield position (P, C, 1B, 2B, 3B, SS) by the end of the third inning
o
Players not starting the game on defense, unless absent, must start the next game. 50/70 – Elite Page 2 of 4
o
All players in attendance shall bat in a continuous batting order. A continuous batting order shall be furnished to the official game scorekeeper and opposing manager by the scheduled game time. Players withheld or sitting on the bench due to sickness, injury, or disciplinary action must be indicated on the lineup sheet.
o
Violation of the minimum play requirement will result in the following penalties: The manager shall for the : 1st offense - is a written warning; 2nd offense - suspension from next scheduled game; 3rd offense suspension for the remainder of the season.(Regulation IV- The Players)
o
A pool of players from existing regular season teams can be created with players that are willing to participate in extra games during the regular season when teams face a shortage of rostered players for a regular season game within their respective division. Regulation V
NOTE: Players may not be “borrowed” from an opponent. They must be assigned by the player agent/Division Director. The league’s player agent will create and run the pool. The league’s player agent will use the pool to assign players within their respective division to teams that are short of players on a rotating basis. Managers and /or coaches will not have the right to randomly pick and choose players from the pool within their respective division. When a player participates in a game on a team other than his /her own team, such player will not be permitted to pitch in that game. Pool players that are called and show up at the game site must play at least nine consecutive defensive outs and bat once. THE BATTER o
If the batter squares to bunt, he must either bunt the ball or take the pitch. In the event that the batter then swings, the manager is ejected from the game and the batter is out. The ball is considered dead and the runners must return to their original bases.
o
Bats may not be no more than 34 inches in length and no more than 2 5/8 inches in diameter.
o
Metal spikes are permitted.
o
In the event of a runner stealing home, a batter must take the pitch or bunt the ball. If the batter swings at the pitch, the batter will be called out and the manager will be ejected from the game. The ball will be considered dead and the runners must return to their original base.
o
Batters must keep one foot in the batter’s box throughout their at-bat during regular season games. If the batter leaves the batter’s box or delays play and none of the exceptions apply, the umpire shall warn the batter. After one warning on a batter, the umpire shall call a strike. Any number of strikes can be called on each batter.
PITCHER o
A pitcher may reenter the game as a pitcher once removed from said position, as long as they stay in the game at another position.
o
All pitchers will pitch from a distance of 50 feet.
o
A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of that day. 50/70 – Elite Page 3 of 4
o
Only turf shoes or tennis shoes will be allowed on the pitching mounds. No metal spikes or cleats are to be worn while playing the position of pitcher on the turf mounds.
THE RUNNER o
To reduce the delay between innings, a team may pinch run for the catcher. The pinch runner shall be the player who made the last batted out.
GENERAL RULES o
No soft toss with baseballs allowed against the fence.
o
Home team is responsible for keeping the official score book. Visiting team is responsible for running the scoreboard.
o
Responsibility of both teams to rake and line the field in order to get it ready for play. Managers should encourage parents and players to assist with these duties.
o
All bench areas shall be cleaned by the team following each game. Suggest assigning a player each game to have dugout duty to ensure we keep the park looking good.
o
No jewelry is to be worn during warm-up or games, except medical I.D.
o
No noisemakers (horns, bells, rattles) are allowed during play.
o
Home team is responsible for keeping the official score book including the official pitch count. Both teams are encouraged to keep the pitch counts, for both teams and verify pitch counts every half inning. If there is a discrepancy, the home team pitch count will be the official count on record. Home team managers are responsible for entering pitch counts and scores on the website within 24 hours after completion of the game. Visiting team is responsible for running the scoreboard.
