The NKFL (Northeast Kansas Football League) organization strongly believes in sportsmanship and developing young athletes for future challenges in athletics and in life. Any coach whose actions are detrimental to these beliefs can and will be suspended or permanently removed from his coaching duties. Remember, as a coach, you are not only responsible for your behavior but also for the behavior of your assistant coaches, players, parents and spectators. All spectators are to stay in designated areas at all times during the game. *********************************** KSHSAA Rules governing football will apply. Rule books can be purchased at the KSHSAA office. All coaches must be USA certified before they are allowed to coach in the NKFL. The following rules pertain to NKFL football and each division therein. All players must be registered with NKFL and fees paid in full by Aug. 15, 2017 or they will not be able to participate in any games until they are completed. Ages & Weights Ages Players must be of the proper age, not older than the following ages on August 1, 2017 for the grade division in which he/she expects to participate in. Grade 2nd/3rd 4th 5th 6th

1) Players will be weighed in BEFORE THE FIRST GAME OF THE SEASON. That weigh-in will serve as the player's recorded weight for the entire season. If a player does not 1

make weight the first time, he will be allowed to re-weigh one more time to make weight. NO EXCEPTIONS! 2) Players over the weight established for each division will have a marking on the back of his helmet. 3) Players over the weight established for each division MAY NOT advance the ball for the offense or be in the backfield but MAY advance the ball for the defense only. 4) Overweight players may not advance the ball on punts or kick-offs. The ball will be declared dead at the spot received. 5) All players will be required to have an NKFL player’s card before they are allowed to play in any NKFL game. Coaches from opposing teams will check other teams IDs before each game. EJECTIONS Unsportsmanlike penalties are always assessed to the head coach. A first unsportsmanlike penalty will be a warning. A second unsportsmanlike penalty WILL RESULT IN EJECTION OF THE HEAD COACH WITHOUT EXCEPTION. Any coach ejected from a game will be asked to leave the complex for the remainder of that day and will be suspended for the next league game. Any players that are ejected during any game will be suspended for the next game. Any coaches or players ejected more than once during the season will be reviewed by the NKFL board and the league will determine the penalty to be enforced. COACHES There will be a limit of four (5) coaches per team and 1 team mom. Only 5 coaches will be allowed on the sideline during games. This includes team moms, photo person, and stat person. THERE WILL BE NO EXCEPTIONS. The penalty for violation will be a 15-yard unsportsmanlike penalty. As stated above, a second unsportsmanlike penalty WILL RESULT IN EJECTION OF THE HEAD COACH. PRACTICE AND CONDITIONING All players are required to complete 10 hours of conditioning without pads (i.e. shoulder pads and pant pads). No players can be in pads until August 1, 2017. NO EXCEPTIONS! PENALTY FOR NONCOMPLIANCE WILL BE SUSPENSION OF HEAD COACH FOR THE FIRST 3 LEAGUE GAMES. SCORING Points:

OVERTIME 1) Coin toss will decide possession. (choices are offense, defense or defend a goal) 2) Play will begin on 10 yard line. 3) Each team will be given the opportunity to score. Field Goals to count and Extra point will be allowed if a team scores. 4) If only one team scores, they win. 2

5) After 3 overtimes, game will end in a tie. AWARDS Awards for League play will be as follows: 1st Place 2nd Place PROTESTS Protests will be a $50.00 cash fee at the time of the protest. If the team wins the protest they will receive their money back. Protests will need to be made to the White Hat officiating the game or the League Commissioner at the time of the protest (NO EXCEPTIONS). Only 1 protest per game will be allowed. No protests will be allowed after the game is over. POST-SEASON PLAY All teams will get in the league tournament or be given a Bowl game at the end of the season. Teams for any post-season play will be seeded in the following manner: 1) Season record 2) Head to Head 3) Defensive points allowed 4) Coin Toss BALL SIZE 1) 2nd- 5th grade 2) 6th grade

K-2, Pee-Wee, or Junior size Junior size or TDJ

GAME TIME AND RULES 1) Games will consist of four (4) 8-minute quarters with 8-10 minute half-times. Three one-minute timeouts per team are allowed each half. Two coaches may be on the field during timeouts. One of these coaches will serve as water provider. After three overtimes, game will end in a tie. 2) If any team is ahead by 32 points by at the end of the 3rd quarter, the clock will run continuously during the 4th quarter. The clock will run continuously until the spread is less than 32 points. The clock will stop on all kick-offs, extra point attempts, and injuries. 3) All players are to play at least 8 plays per game and only 2 can be special team plays. Players who do not show up to practice during the week of the game will not apply to this rule due to safety issues. 4) The home team will occupy the inside field and will supply personnel to run the chain gang. The home team will also supply the game ball, or each team MAY use their own regulation ball. Chain Gang members cannot talk to players, coaches, or officials during any game. 5) In the event that two teams have the same color of jersey, the visitors will wear colored caps over their helmets. These will be provided by SportZone. 6) The visiting team will supply a person to serve as ball boy.

7) Spectators and parents ARE TO REMAIN 20 FEET FROM THE SIDELINES AT ALL TIMES. Coaches whose parents do not follow this 20-foot rule can have a fifteen-yard penalty assessed against them. (See EJECTIONS above) 8) All players must have a completed physical form and signed emergency care consent on file with the League, and all fees must be paid by the first game or that player will be declared ineligible to play. That player will not be allowed to participate in NKFL activities until the matter(s) is/are resolved. 9) Only the platform can be used for extra points or field goals. No kicking tees will be allowed in these situations. 10) Players can only be on one league roster unless they pay league fees for both teams. NO EXCEPTIONS TO THIS RULE WILL BE ALLOWED. 11) Any player wearing a tinted visor will need to have a doctor’s form. 12) The NKFL will approve all Head and Asst coaches. Each team will only be allowed 5 coaches. 13) EACH TEAM IS REQUIRED TO HAVE AN ADEQUATE FIRST AID KIT AVAILABLE AT ALL GAMES AND PRACTICE LOCATIONS. 14) All players must register to participate in any league practices or games. Any violation of this rule will result in suspension of the Head Coach and the player. NO EXCEPTIONS! 15) All players will be required to wear a colored mouthpiece. COACHES CODE OF CONDUCT All coaches will abide by a Code of Conduct, which includes the following provisions. If any of these rules are broken, the League shall have the authority to impose an appropriate penalty. Coaches shall: 1) Not smoke and/or use smokeless tobacco on the field during practice or games. 2) Not criticize players in front of spectators, but reserve constructive criticism for later, in private, or in the presence of team/squad members if others might benefit. 3) Accept decisions of the game officials and judges on the field and in competitions as being fair and called to the best ability of said officials. 4) Not criticize an opposing team, its players, spirit participants, coaches, or fans by word of mouth or by gesture. 5) Not physically or verbally attack or threaten any board member, official, coach, player, parent, fan, or other persons. 6) Emphasize that good athletes strive to be good students and that both are physically and mentally alert. 7) Not allow any ineligible players to play on a roster or they will be suspended for the remainder of the season and could be banned from coaching in the league permanently.

PLAYERS CODE OF CONDUCT NKFL players are privileged members who should conduct themselves as responsible representatives of our organization. As a representative, it is imperative that members of teams always strive to serve as exemplars of high moral character. Furthermore, players should understand that participation in the NKFL Football Program is a privilege and not a right. We strongly encourage the promotion of teamwork, character development, and a sense of belonging. We want you to have fun and develop a basic understanding of football. We hope you have a productive and rewarding year! 1) The player must not use or possess any alcoholic beverage, controlled substance, or tobacco in any form. Violation of this rule will result in a one year suspension from the date of the occurrence. 2) The player must be on time, fully dressed and ready for all practices and games at the designated time. Violation of this rule may result in ineligibility to participate in that game or practice. 3) The Player must wear all of the required equipment including your jockstrap, cup and a colored mouthpiece to every game. Failure to wear any of these items will result in removal from the game by the league, or the game officials. 4) Disrespecting, arguing with, and talking back to coaches, parents or officials will not be tolerated. It is recommended that you respect your fellow players, coaches, parents and officials at all times without question. Violation of this rule may result in your removal from the game or practice. 5) We will not tolerate taunting; profane, hurtful, threatening or negative language, directed toward any persons such as; players, coaches, parents or officials before, during or after any game or practice. Upon the first offence, the player will immediately be removed from the game/practice, and be suspended for the next scheduled game. On the Second offence, the player will be suspended for one year from the date of the second violation and must reapply before reinstatement. If a third offence occurs, the player will be permanently banned from all Team Play in the NKFL. 6) We will not tolerate fighting, rude gestures, threats, or physical actions directed toward any persons such as players, coaches, parents, or officials before, during or after any game or practice. Upon the first offence, the player will immediately be removed from the game/practice, and be suspended for the next scheduled game. On the Second offence, the player will be suspended for one year from the date of the second violation and must reapply before reinstatement. If a third offence occurs, the player will be permanently banned from all Team Play in the NKFL. 7) All players are required to have a NKFL player’s ID taken. Coaches are required to have IDs at all games. If a protest is made and the coach does not have an ID for that player, that game will be forfeited. COACHES RESPONSIBILITIES 1) The Head Coach will be responsible for turning in the jersey number and rosters before Official weigh-in. 2) Heavy players whose official weight exceeds the maximum ball carrying weight shall be marked on their helmet. 3) A player’s official weight cannot be challenged due to pre-season weigh-in being the official weight for season. However, a coach can challenge an illegal ball carrier. This challenge is to be made directly with head official of that current game. No challenges following the game will be granted. Each challenge will result in $50 cash at the time of challenge. All lost challenges result in losing $50 and winning results in player being disqualified from that game. 4) Coaches shall check player’s equipment before each game. a) Helmets with NOC-SAE stamp or seal, face protector, and colored mouth piece b) Shoulder, hip, thigh, tail pads and knee pads c) Shoes with molded rubber soles. Screw-on cleats with rubber cleats are allowed. No metal tips are allowed at any time. (Ruling--if player is caught with metal tips he will be ask to remove his shoes). It is illegal to kick the football barefoot. 5

REQUIRMENTS FOR COACHING 1) Certification a) All head coaches and assistant coaches must attend mandatory rules meeting b) Certification requirements shall be established by NKFL. 2) Coaches a) Shall be of unquestionable moral character, and shall have the knowledge and capability to instruct players in the fundamentals of the game, sportsmanship, and clean play. b) Must adhere to the sportsmanship requirements of this program. c) Are required to support activities approved by NKFL and accept the responsibility for their team’s participation in these activities. Failure to support the policy stated above may result in the coach’s suspension for a time period to be determined by NKFL and the board. d) Must carry coaches pass at all times during games. 3) Head Coaches a) Shall be at least 21 years of age and 18 to be an assistant unless approved by the league. And shall have no more than five (5) coaches in the coaching box during games, including any stat person and camera person. Player Requirements for playing down Players playing down 1 grade must meet all the following requirements: a. Each player must submit a letter requesting NKFL board approval and approval must be granted by the NKFL Board. b. Player must be under required ball carrier weight limit for the grade they are playing down on. c. Player may not play a ball-carrying position. d. Player may not advance the ball. e. No more than 4 players on a team. (revised 8/4/17) *Team must be short players and unable to meet the 15 player minimum. If there are players available at the desired grade level they will be placed on the roster first. DIVISION-SPECIFIC RULES --2nd/3rd Grade Division-1) Players weighing over 90 pounds must be down linemen on offense. There are to be no more than 7 defensive linemen. (Only exception to this rule will be inside the 10yd line only)! (revised 8/4/17) 2) Blitzing of the quarterback will NOT BE ALLOWED. Linebackers must be 4 yards off the line of scrimmage.

No special teams allowed. “Punts”: The ball will be placed 35 yards from scrimmage if you do not elect to try for a 1st down on 4th down. If you do not make a first down inside the fifty (50) yard line, the ball will be placed half the distance to the goal. “Kickoffs”: The ball will be placed on the 20 yard line to start the first and 3rd quarter and after each score. Coaches must be outside the hash marks after they leave the huddle and the QB is under center. No play calling will be allowed once the QB is under center. First offense will be a warning the next one will result in a 15yard penalty. This rule will apply to all coaches in all divisions who are on the field.

--4TH GRADE DIVISION-1) Players weighing more than 105 pounds must be down linemen on offense. 2) There are to be no more than 7 defensive linemen (Only exception to this rule will be when the offensive team has the ball inside the 10yd line only).

The League strongly recommends that coaches’ field time be reduced as the season progresses. --5TH GRADE DIVISION-1) Players weighing more than 120 pounds must be a down linemen on offense only. 7

2) No rushing of the punter or kicker is allowed. All punts must be punted not kicked off any kind of tee or platform. On all punts the defense must have 7 linemen on the line until the ball has been kicked. 3) KSHSAA rules governing football will apply. 4) No coaches will be allowed on the field.

--6TH GRADE DIVISION— 1) Players weighing more than 130 pounds must be a down linemen on offense only. 2) KSHSAA rules governing football will apply. 3) All kicks will be live kicks

GENERAL RULES 1) All adults will be required to pay a $2.00 admission fee to all home and away games that are NKFL league games. All league tournament and Bowl game admission fees will $2.00 per adult 16 and under free. 2) No pets are allowed inside the complex. 3) No outside food or drinks will be allowed inside the gates except water. 4) Weather information and rainout information please check the Website @ www.isportzone.com

2017 NKFL Parents' Code of Conduct Pledge Parents are vital to the development of young athletes. Whether sitting in the stands or helping out as a volunteer, parents must set a positive example. Parents and adults involved in youth sports should be models of good sportsmanship and lead by example on and off the playing field.

NKFL has adopted the following Parent Code of Conduct as recommended by USA Football:



Give constructive criticism during a private moment, never in front of other parents, players, officials, spectators, etc.



Support your coach and refrain from excessive "sideline coaching" from the stands.



Refrain from using profanity.



Abide by a doctor's decision in all matters of players health and injuries and physical ability to play.



Accept the decisions of officials on the field as being fair and called to the best ability of the officials. Parents must stay off the field and remain under control in order to set a good example for players and other spectators.

Do not criticize an opposing team, its players, fans, coaches or team by words or gestures.



Support the coaches, players and officials and help teach the value of commitment to the teams, sportsmanship, ethical conduct and fair play.



Inappropriate behavior is cause for immediate ejection from the stands. Repeat offenses will result in being barred from future games and league sponsored activities.



Parents will not encourage their child or any other person to engage in unsportsmanlike conduct with any coach, parent, player, participants, officials or any other attendee.

2017 NKFL COACHES' CODE OF CONDUCT AND ETHICS The primary goal of coaches should be the development of boys and girls to become better citizens. The players must be taught sportsmanship and fair play, and these teachings should always govern their behavior while at practice and at games. Coaches shall be responsible for the conduct of all players, members of the coaching staff and spectators. This includes the time periods before, during and after league games and other events. Improper conduct, in the judgment of the game officials, on the part of the players, coaches or spectators may result in penalties, expulsion and suspension or forfeiture of the game.

NKFL has adopted the following Coaches Code of Conduct and Ethics recommended by USA Football:  The coach will not criticize players in front of spectators.  The coach will accept the decisions of officials.  The coach will not criticize the officials, the opposing team, the coaches, fans or parents through language or gesture.  The coach will emphasize that good athletes are good students, and both are physically and mentally alert.  The coach will strive to make every football activity serve as a training ground for life and as a basis for good mental and physical health.  The coach will emphasize that winning a game is the result of teamwork..  The coach shall not use abusive or profane language in front of anyone connected with the game.  The coach will refrain from “running up” the score against an opponent. This includes keeping in the first defense at all times.  The coach shall not be under the influence of alcohol or illegal drugs.

 The coach will set an example in personal conduct at all times.  The coach will not smoke or use any form of tobacco while on the field of play during games, scrimmages or practices.  The coach will treat each player, opposing coach, parent and commissioner with respect and dignity.  The coach will learn the strengths and weakness of his/her players in order to place them into situations where each has a maximum opportunity to achieve success.  The coach will protect the health and safety of his/her players by insisting that all of the activities under his/her control be conducted for their psychological and physiological welfare, rather than the interests of adults.

2017 NKFL Player'' Code of Conduct Youth football plays a vital role in encouraging physical, social and emotional growth of children. It is therefore essential for parents, coaches and officials to encourage their youth football players to embrace the values of good sportsmanship, discipline and character development.

NKLL requires that all participants commit and adhere to the following Code of Conduct. NKFL believes in the three “S’s” – Safety, Sportsmanship, and Scholarship and expects student participants to exhibit them both on and off the field. Any violation of the following Codes could result in disciplinary action by the KVL that may result in warnings or suspension. NKFL has adopted the following Player Code of Conduct as recommended by USA Football:

Players' Code of Conduct I hereby pledge to be positive about my youth sports experience and accept responsibility for my participation by following this Players' Code of Ethics Pledge. 

Be a good sport (win or lose);Be honest, fair and always show good sportsmanship to all coaches, players, officials, parents and fans by demonstrating good sportsmanship at every game and practice.

Learn the value of commitment to the team. I will attend every practice and game that I can, and will notify by coach if I cannot.



Put personal goals aside for the betterment of the team.



Show courtesy and respect to teammates, opponents and coaches.



Realize that athletic contests, including practice sessions are educational experiences and opportunities.



I will not engage in unsportsmanlike conduct.



I will not engage in rude behavior.



I will treat everyone, including coaches, parents, players and officials, with respect, regardless of race, creed, color, nationality or gender.
