MEETING SUMMARY
I.
Call to Order: Bill Lovewell called the meeting to order at 10:10 a.m.
II.
Attendance and Determination of Quorum: Matt Shorb took attendance and determined that we had a quorum.
III.
Consent Agenda: Bill Lovewell reviewed the 2 items on the consent agenda: A. B.
Meeting Summary of February 2012 meeting Board Liaison Report
No questions were asked. The meeting summary was approved.
IV.
Chairman’s Report: Bill Lovewell asked everyone to introduce themselves and then he welcomed new committee members: Robert Voccia, Cosco, Inc. and Mark Bloschock, Gibraltar Cable Barrier Systems.
V.
Task Force Reports A. Membership Recruitment: Andy Artar reported on the activities of the membership recruitment task force. It was decided that for the 2013 Convention meeting we would focus on 9 state DOTs. The Conventions Department has agreed to provide scholarships for these 9 State DOTs to attend our meeting. The task force will focus on recruiting contractors in those 9 states. We plan to ask the State DOTs that confirm their attendance to give a 15 minute presentation on their State’s activities at our meeting. We will also do our Fall membership recruitment mailing. The task force requested 2 conference calls and $300 to conduct the mailing. These motions were approved by the Operating Committee. B. Education: John Durkos reported on the activities of the education task force. This task force is continuing its webinar series. The task force requested 2 conference calls. This motion was approved by the Operating Committee. C. Highway Hardware Issues: Bill Shorb reported that another set of FAQs had been published by FHWA. The task force provided significant input into these and all FAQs. The FAQs are posted on www.atssa.com. It was requested that ATSSA contact Dick Kerns’ son to determine if he’d like to participate with this group. A motion was made to make the Membership Recruitment Task Force, the Education Task Force, and the Highway Hardware Task Force into standing subcommittees. The Operating Committee approved this motion.
VI.
New Business A. Brainstorming Updates/Additions to our Work Plan: Bill Lovewell led a brief discussion on the committee work plan. Ideas for new project should be sent to Donna Clark. B. Presenters for Guardrail Committee Meeting at 2013 Convention: Bill Lovewell led this discussion. The following speakers were recommended:

State DOT speakers (9 invited) Rob Levey – Steel Update: Andy Artar will invite him TTI or Midwest: The latest in Crash Testing Guardrails and Motorcycles: Mark Bloschock: confirmed AFB 20 Recap and TCRS: Dick Albin or Keith Kota: John Durkos will invite them
The committee requested funding for 2 guest speakers at the 2013 Convention meeting. The Operating Committee approved this motion. C. Overview of M-180 Specification: Greta Smith of AASHTO gave a presentation on the M-180 specification. Greta’s PowerPoint presentation is posted on the committee page of www.atssa.com. D. Government Relations Update: Laura Perrotta provided an update of Map 21. Her presentation is posted on the committee page of www.atssa.com. Laura also discussed the timeline for the new transportation bill. The timeline is also posted on the committee page. A task force was formed to develop guardrail priorities. Bill Shorb will lead the task force. Task force members include: Will Burney, John Durkos, Priscilla Tobias, Paul Kelly, and Steve Conway. E. Reauthorization Task Force Formation: A task force was formed to develop guardrail priorities. Bill Shorb will lead the task force. Task force members include: Will Burney, John Durkos, Priscilla Tobias, Paul Kelly, and Steve Conway. Bill will use his conference call service to conduct these calls. F. IRF Webinar on Crash Cushion Classifications: John Durkos gave an overview of this webinar conducted by Mike Dresnez. G. Task Force 13 Activities: John Durkos provided the group with an overview of the Task Force 13 group and its activities. H. Recommended Safety Changes in Response to Fatal Motorcoach Accident: John Durkos led a discussion on this subject. VII.
