Temporary Traffic Control Committee San Antonio, TX February 22, 2014 Chair: Ben Capel Vice Chair: Tim Bradley Secretary: Reed Leidle ATSSA Liaison: Bob Felt The meeting was called to order at 9:00am by the Chairman, Ben Capel. It was determined that a Quorum was present. Consent Agenda: Chairman Ben Capel presented the February 2014 Board Liaison Report asked for comments on the minutes from the August 15, 2013 Midyear meeting, for which there were none. Jack Kulp made a motion to accept the minutes. Motion carried. Chairman’s Report: Mr. Capel called for Self-Introductions & circulated the sign-in sheet to both Members and Friends/Visitors. New members Eydie Case of MDI Traffic Control Products and Pete Johnston of 3m were introduced. Bob Felt was introduced as the new ATSSA Staff Liaison. Guest Speakers: Ted Trepanier from INRIX provided a presentation on “Tapping New Technology to Improve Roadway Safety and Monitor Work Zones”. Melisa Finley with TTI provided an update on their recent & ongoing research projects. LuAnn Thesis with TTI presented on the Evaluation of Warning Lights on Maintenance of Traffic Devices and Development of Possible Alternatives. Nate Smith provided a Government Relations update, discussing current law and funding expirations, revenue options for additional funding and reminded everyone of the April 2-3, 2014 Fly-In. Nate also asked to have the attendees review and follow-up with comments on the High Risk Rural Roads Report. Subcommittee / Task Force Reports: Membership – Jim Kalchbrenner reminded the committee that Membership reports are in the latest publication of The Signal and discussed the “ATSSA ‘Top 3’ Referral Form”. MUTCD/NCUTCD – Henry Ross provided an update on the decision to not “split the MUCTD into two sections”. He also discussed the 2016 Manual and encouraged members to review the draft document as the comment period ends later this year. Education – Steve Hayes reported the TTC has been asked to partner with the Guardrail Committee to provide guidance for placing Concrete Barriers. After some preliminary discussion, Ron Jones made a motion to partner with the Guardrail Committee to provide quality guidelines. Comments were made to consider including steel and water-filled barrier. After discussing Quality Guidelines vs. Handling / Installing / Placing barrier per Road Design Guidelines, the Motion carried. Traffic Expo Workshops – Melissa Finley reported several of this year’s Workshops came from ideas originating in the TTC. Ben Capel reminded the committee to follow up with Melissa on ideas for future workshops. 1

ADA in Work Zones – Jack Kulp reported the original task(s) have been completed. Much discussion followed about ADA in Work Zones; specifically the lack of uniform Specifications, Compliance and Enforcement. A Steve Hayes Motion to modify the subcommittee Tasks to include a “Get the Work Out” communication campaign and Implementation Guidance motion was passed. Quality Guidelines – Ben Capel reported the final documents would be presented for discussion at Midyear. ATSSA Policy Review – Task Complete. Tim Bradley motion to dissolve sub-committee was approved. Committee Work Plan – After reviewing and updating the Work Plan, a Steve Hayes motion to accept the updated Work Plan was approved. Distracted Driving / Infrastructure – Tim Bradley reported a draft statement has been prepared and forwarded to Government Relations for consideration, who will then forward to the Operating Committee. A Tim Bradley motion to dissolve the subcommittee was approved. Unfinished Business: Rule Making – Discussed in conjunction with Government Relations update. Update re: Illinois Tollway Letter – see Education Subcommittee Report.

New Business: Officer Elections – Chair: Ben Capel was elected to serve a second Term. Vice Chair: Tim Bradley was elected to serve a second Term. Secretary: Ben Capel appointed Reed Leidle to serve a second Term. ATSSA Leadership Program – Henry Ross provided a brief update with more details to be provided at the Opening General Session. Review TTC Participation Matrix – The Participation Matrix was updated and will be posted to the Committee website. Review and approval of the DRAFT Bid Specification Enforcement policy – A Henry Ross motion to support the Draft letter was approved. Update re: ATSSA’s Partnership Program “Connect the DOT’s” – Bob Felt provided an update and a handout on the Partnership Program. The presentation will be posted to the Committee website. Distracted Driving Council – Dave Cowan made a Motion to formulate a Distracted Driving Council as a means to advance roadway safety. Motion passed.

The next meeting will be held at Midyear, August 20, 2014 in Kansas City, MO. Meeting adjourned at 1:38pm.
