UNITED STATES DEPARTMENT OF EDUCATION OFFICE FOR CIVIL RIGHTS THE ASSISTANT SECRETARY January 5, 2017 Dear Superintendent: I write to notify you that the Civil Rights Data Collection (CRDC) for the 201516 school year will open for data submissions beginning on January 17, 2017 for state educational agencies (SEAs) and on February 6, 2017, for public school districts and other local educational agencies (LEAs). Every public school district in the nation will participate in this survey from the U.S. Department of Education’s Office for Civil Rights (OCR). Your district’s submission of accurate and complete data is both mandatory and critical to OCR’s mission to ensure equal educational opportunity for all students.[1] In addition to your district’s own use of the data, the national data—as well as the data concerning individual districts and schools—have been relied on by federal, state and local policymakers, researchers, and national and local media. Results and reports from these and prior collections are available at http://crdc.ed.gov. Further, certain data reported to the 2015‑16 CRDC will be required to be used in the state and local report cards required by the Elementary and Secondary Education Act (ESEA), as amended in 2015 by the Every Student Succeeds Act. Specifically, the ESEA requires that, starting on December 31, 2018, SEA and LEA report cards include information from CRDC on measures of school quality, climate, and safety. In light of the importance of the CRDC data and the multiple ways it will be used, I encourage your school district to ensure the accuracy and completeness of all the data to be submitted for the 2015‑16 school year. In the coming weeks, you and your district’s primary and alternate points of contact will receive an email notification from the CRDC Partner Support Center (PSC), via
[email protected], informing you that the data submission system is open and a link to access the submission system, along with instructions on how to activate your account. Please note that you will not be able to access the submission system prior to receiving the email notification. In addition, you will receive emails from the PSC on a regular basis to make the data submission process as easy as possible and to highlight new features of the submission system that may be helpful to your school district. I encourage you to add both the

[email protected] email addresses to your trusted senders list to ensure these emails are not categorized as spam. I also want to share two exciting developments about the 201516 CRDC. First, in preparation of the 2015 16 CRDC, improvements have been made to the CRDC’s data submission system in order to lower reporting burden while improving the quality of data reported to OCR. I encourage you to take advantage of all the tools within the data submission system to help you to review your data as it is submitted throughout the data collection period. In addition, you have access to resources such as data collection templates and technical
assistance documents that will assist you in navigating the CRDC data submission system. Please reach out to these personnel if you have not done so already. Second, the SEA Data PrePopulation pilot program was so successful during the 201314 CRDC, that we integrated it into the submission process for the 201516 CRDC. Participating SEAs will be able to begin their submission of data on January 17, 2017, and then your district will have access to the submission system beginning on February 6, 2017. It is important that you ensure that all personnel within your district who contribute to the CRDC are aware of the 201516 CRDC opening and data submission requirements.
