Type of Event The Rapha Northwest Juniors Stage Race is a D ranked event run under USA Cycling permit 2016-XXX

Rider Check In & Packet Pick Up Rider licenses will be checked prior to picking up race packets, bib numbers, and other information. Everyone is required to check in at packet pickup. All juniors must have a parent or legal guardian sign a USAC release form before they will be permitted to race. One day licenses will be available at packet pickup. International riders with a UCI license from another National Federation will be permitted to race. Race Sign-in Riders are required to sign in 15 minutes before their stage 2 and stage 3 races.

Number Placement Race numbers shall be issued for the Rapha Northwest Classic Stage Race. Riders must ensure that their hair or camelbacks do not cover the bib number. Riders with race numbers that are altered (cut, folded), mutilated, badly positioned or covered shall be subject to penalties outlined in USAC Rule 1J7 and are further subject to the following time penalties:  1st offense: 10 seconds  2nd offense: 15 seconds  3rd offense: 20 seconds Stage 1 number placement – Right Stage 2 number placement – Right Stage 3 number placement – Right Proper Placement

Results Results will be posted on location at Stage 1, Stage 2, and Stage 3. The Stage 1 Time Trial Results Final General Classification (GC) results will be posted at the start of Stage 2. Protests Any protests other than on the order of finish must be submitted in writing, accompanied by $20, and filed with the Chief Referee. Protests concerning placing or order of finish must be submitted in writing to the Chief Judge. Protests must be presented within the following deadlines: (a) Concerning placing: No later than the close of sign-in for the next stage; (b) Concerning an incident during the race: No later than one hour after the finish; (c) Concerning the final general classification: Up to 15 minutes after the official announcement of posting the final GC results. It is the riders’ responsibility to check results and bring any issues up to the Chief Judge immediately.

Race Incidents A rider who suffers a recognized mishap in the Stage 1 Time Trial and is unable to complete the event will be given the same time as the last place finisher in their respective category and will be allowed to continue in the competition. A rider who suffers a recognized mishap after free laps have expired in the Stage 2 criterium will be given the same finish time as if the mishap had not occurred and will be placed at the end of any group with which he or she was riding at the time of the mishap. A rider who suffers a recognized mishap with 3k to in the Stage 3 Road Race will be given the same time of any group with which he or she was riding at the time of the mishap.

Rider Elimination Riders must complete the race distance to start the next stage. The exception to this rule is noted in the Race Incidents section above.

Equipment In the interest of fair play and a reduction in logistics for traveling riders, the following rules will apply to the Time Trial in ALL age categories in the Rapha Northwest Classic Junior Stage Race.    

No TT bikes No Aero Bars No Aero helmets No Disc Wheels; minimum of 16 spokes

Mass Start legal road bikes only. Deep V Rims are allowed at up to 60mm.

General Classification General Classification will be determined by the elapsed time for each stage plus any time penalties. Ties will be resolved as specified by USA Cycling Rule 3H4(c).

Awards Awards will be presented at the conclusion of all of the races each day. During the awards presentation riders are strongly encouraged to wear their team kit. The Stage 1 TT awards will be presented on Saturday at 1pm near the Start Finish Line of Stage 2. Stage 2 results will be presented at 6:30pm Saturday night. GC and Stage 3 results will be presented after all of the races have finished on Sunday.

Leaders Jerseys Leader jerseys provided by Voler will be presented prior to the Stage 2 Criterium. If a change is made, new jerseys will be awarded prior to the Stage 3 Road Race. GC leaders in each race category are required to wear a leader jersey in stages 2 and 3 and on the final podium.

Prize Money Pay-out Procedures Prizes will be distributed during the awards presentation each day. A minimum field size of 6 riders is required to qualify for published prize list. If field sizes are not met, categories may be combined and prizing will be adjusted at the discretion of the promoter. Any prize list adjustments will be noted prior to the start Saturday, via communiqué.
