2016 Annual Report—Data Collection on Motor Vehicle Stops
The Texas Code of Criminal Procedure prohibits racial profiling by peace officers employed by Texas law enforcement agencies. Article 2.132(b)(6) of the Texas Code of Criminal Procedure requires collection of information relating to motor vehicle stops in which a citation is issued and to arrests resulting from those stops, including information relating to: (A) the race or ethnicity of the individual detained; (B) whether a search was conducted and, if so, whether the person detained consented to the search, and (C) whether the peace officer knew the race or ethnicity of the individual detained before detaining that individual. The Lubbock Police Department complies with the Texas Code of Criminal Procedure with the submission of this annual report to the Lubbock City Council and to the Texas Commission on Law Enforcement. Lubbock police officers made 19,331 motor vehicle stops in which citations were issued during 2016. The attached charts indicate the racial and ethnic breakdown of the drivers stopped, persons arrested and searches conducted subsequent to these stops.
