79th Annual Texas District Pilot Convention Official Minutes Holiday Inn South Broadway – Tyler, Texas April 21-24, 2016 Thursday night ECR Dinner – April 21, 2016 The ECR dinner honoring Faith Stamps, Executive Committee Representative was held on Thursday night in the Rose Room at the Tyler Rose Garden and Museum after touring the museum and grounds. Janell Abbott, Texas District Governor welcomed everyone, introduced our ECR, Faith Stamps and made she had a few remarks. Betty Reese, District Chaplain gave the invocation then dinner was enjoyed. After dinner Janell made some announcements and we were excused to enjoy the evening. Friday April 22, 2016 The DAC met at 8:30 a.m. A luncheon honoring the 2015-2016 DAC, Coordinators and Appointees was held at noon in the Gemini room. Registration began at 1:30 and various committee meetings took place during the afternoon including a budget overview and banner practice. The Back to the 50’s Banquet and Sock Hop began at 7:00 p.m. and Governor-Elect, Bobbie King from the Pilot Club of Longview introduced Governor, Janell Abbott from the Pilot Club of Mineola who welcomed everyone to the 79th Annual Texas District Pilot Convention. Governor Janell Abbott asked the 2015-2016 Club Presidents to stand and be recognized for their leadership. Governor Janell Abbott introduced the 2016-2017 Texas District Anchor Officers which were: Amanda Dixson, President from the Anchor Club of Gonzales High School Diego Flores, Vice President from the Anchor Club of Quitman High School Diego Rojas, Secretary from the Anchor Club of Cuero High School Alba Sanchez, Treasurer from the Anchor Club of Sabine High School and 2016-2017 Anchor Coordinator, Bonny Dixson from the Pilot Club of Gonzales Governor Janell Abbott introduced Dale and Vicky Cummings and thanked her husband John and also the Pilot Club of Mineola for their support. Ann Justice, PIFF Representative explained the PIFF fundraiser for convention will be seven rounds of the “Heads or Tails” game we played at Pilot International convention. Each round will cost $5.00 for a ticket. The last person standing will be the winner. Prizes are donated by the 2015-2016 DAC and will have a retail value of $50.00 or more. We will play three rounds on Friday night, three rounds on Saturday, and one round on Sunday. Only seven rounds will be played during the convention. All proceeds up to $5,000.00 from this game, the Silent Auction, and the marketplace will be split between PIFF and our TBI Camp Foundation. Friday night “Heads or Tails” winners: 1. Governor Janell Abbott re-introduced Dale Cummings our entertainer for the 50’s Sock Hop who will play until 10 p.m. All were encourage to sing, to get up and dance. Saturday April 23, 2016 Governor Janell Abbott welcomed all to breakfast in the ballroom at 8:00 a.m. and Lt. Governor, Kelli Alexander from the Pilot Club of Winnsboro gave the invocation. At 9:00 a.m. Governor Janell Abbott recognized Convention Chair, Joyce Curry who asked all Delegates and Past Governors to be in their reserved seating. She rang the bell calling the convention to order. Joyce introduced Governor Janell and stated the 79th Annual Business Meeting of the Texas District Pilot International is now in session. Governor-Elect Bobbie Ding lead the pledge to the United States flag followed by the pledge of the Texas flag. Governor Janell Abbott introduced Shellie Arnold Director of Sales and Catering at the Holiday and and she gave a welcome to the body. Governor Janell Abbott introduced Henry Bell from the Tyler Visitors Bureau and he had a few remarks. Crystal Clements from the Pilot Club of Dallas moved to accept the report of the Registration Committee with a second from Diane Schaule from the Pilot Club of Canyon Lake. The motion carried and the report of the Registration Committee is accepted. The voting strength at this time is 94. After all Delegates stood, Parliamentarian, Carla Bryant from the Pilot Club of Odessa verified a quorum is present and the report of the Registration Committee will serve as roll call. Evening Longview moved to accept the Convention Rules as presented with a second from Andi Rigby from the Pilot Club of Nacogdoches. The motion carried and the Convention Rules are approved as presented. Governor Janell Abbott stated the Convention agenda consists of the approval of the 2015 Convention minutes, the report of the 2014-2015 Audit committee, the proposed District Budget, election of District Officers, the proposed changes to the TX District Standing Rules and the election of directors to the TX TBI Camp Board of Directors. Sherri Radford from the Pilot Club of Bay City moved to adopt the Convention Agenda with a second from Lori Raso from the Pilot Club of Dallas. The motion carried and Convention Agenda is adopted as presented. Governor Janell Abbott declared the Texas District Pilot International is officially organized to conduct business. Convention Chair Joyce Curry said there were no changes in the convention program. Governor Janell recognized the Convention Committee Chairs and thanked them for their work. Governor Janell Abbott presented the State of the District address. Governor Janell introduced Executive Committee Representative Faith Stamps from the Luncheon Club of Danville, Virginia, she served as the Virginia District Governor in 2009 – 2010 and, on the international level, and she served as Secretary from 2013 to 2015 and is currently serving as Pilot International VicePresident. Faith presented a message from Pilot International. Secretary Debbie Ray from the Pilot Club of Nacogdoches stated the 2015 Texas District Convention minutes have been approved by the DAC and these minutes were included in the 2nd Call to Convention, which was emailed to all club presidents, Past Governors, coordinators and appointees. Treasurer Doris Ritch from the Pilot Club of Dallas stated the 2014-2015 District Audit Report has been approved by the DAC and was included in the 2nd Call to Convention, which was emailed to all club presidents, Past Governors, coordinators and appointees. Governor Janell introduced the 2015-2016 Audit Committee which was appointed and approved by the DAC and they are: Ann Alotto , Chair, from the Pilot Club of Mineola Sharon Brooks, Co-Chair, from the Pilot Club of Quitman Joanna Horton from the Pilot Club of Winnsboro Texas District 501(c)3 consultant Sharon Brooks from the Pilot Club of Quitman gave an update on 501(c)3 status. District Treasurer Doris Ritch stated a copy of the Proposed 2016-2017 District Budget was included in the 2nd Call to Convention, which was emailed to all club presidents, Past Governors, coordinators and Appointees. It was to be distributed to all club members. A copy is also included on pages 12 and 13 of your convention program. The Proposed Budget is a pending motion; there was discussion and the motion is adopted. The 2016-2017 budget reflects a $10 increase in the Texas District dues which brings the 5
annual dues amount to $20 per member. Two rounds of Heads or Tails were played and Sherry Johnson from the Pilot Club of Quitman won the perfume and Rebecca Barker from the Pilot Club of won the travel bag. Nominating Committee Chair Bobbi Shirley from the Pilot Club of Livingston presented the following nominees: For the office of Governor-elect: Julie Fallin, Pilot Club of San Jacinto, Connie Hernandez, Pilot Club of West Chambers County For the office of Lt. Governor: Debbie Ray , Pilot Club of Nacogdoches Diane Schaule, Pilot Club of Canyon Lake Gail Wilson, Pilot Club of Baytown For the office of Treasurer: Doris Ritch, Pilot Club of Dallas For the office of Secretary: Susan Riedesel, Pilot Club of Victoria Each nominee read their vision statement. There being only one candidate for some of the offices the nominees are elected by acclamation. Bobbie King, Pilot Club of Longview, Governor-Elect automatically becomes Texas District Governor. Kara Ellerbee, Registration Chair reported there have not been any changes since the First Report of Registration Committee. Convention Chair, Joyce Curry announced everyone is to return to the ballroom at 12:00 for lunch after the breakouts. All non-delegates were dismissed and asked to attend breakouts at 11:15 a.m. which are: Presidents & Presidents-Elect, Treasurers, Secretaries and the Lt. Governors will present “How Drive, Vision, and Focus Shaped Pilot International”. Delegates received their instructions from Parliamentarian Carla Bryant and voted. Betty Reese, District Chaplain led the invocation which was followed by lunch. Governor Janell introduced Andra Watkins, author of Not Without My Father as our luncheon speaker. Joanna Horton and Betty Reese both Past District Governors announced Sharon Brooks from the Pilot Club of Quitman as the recipient of the Green Jacket Award. Another round of Heads or Tails was played with Linda Schabow from Pilot Club of Nacogdoches as winner of the Flamingo basket. 6
Governor Janell reconvened the business meeting and conducted the following business regarding:
PROPOSED AMENDMENT TO PILOT INTERNATIONAL TEXAS DISTRICT STANDING RULE ARTICLE 12, SECTION C It has been proposed by the Pilot Club of Dallas to amend Article 12, Section C to read: The Board of Directors of the Texas Pilot TBI Camps, Inc., shall provide to the Texas District Pilot International Membership yearly financial reports at the annual meeting of the Texas District Pilot International. The Board of Directors of the Texas Pilot TBI Camps, Inc., shall provide to the Texas District Administrative Council minutes of all meetings within 30 days of each meeting. Secretary Debbie read the rationale which is to have Texas District Pilot International Standing Rule Article 12, Section C be in agreement with the By-Laws of TX Pilot TBI Camp, Inc. Article VI, Section 4 relating to Financial Reports being submitted to the Texas District Pilot Membership at the annual meeting of the Texas District of Pilot.

Governor Janell thanked the Awards Committee for their dedication and hard work in judging both Pilot and Anchor Awards. The committee was led by Chair, Marilyn Culpepper from the Pilot Club of Hereford. Members of her committee were: from the Pilot Club of Hereford: Peggie Fox, Tammy Brown, Shirley Carlson, Brenda Thomas, Jody Branum, and Martha Rickman and from the Pilot Club of Lubbock: Jackie Kennedy, Sharon Miller, and Katie Pierce. Governor Janell thanked the District Officers, Coordinators and Appointees along with the members of the Pilot Club of Mineola. Installation program District Secretary Debbie read two congratulatory letters out of three letters that Bobbie received. Carla Bryant 2013-2014 Texas District Governor and Verlene Mikulenka 2012-2013 Texas District Governor installed the 2016-2017 Texas District Officers. Faith Stamps, Executive Committee Representative recognized Bobbie as a member of the Pilot International Administrative Council. Bobbie King presented her installation address. The exchange of banners took place followed by the Code of Ethics that was read by Betty Reese 2001-2002 Texas District Governor. A reception for the outgoing and incoming District Administrative Council was held in the Prefunction area.

Sunday, April 24, 2016 Governor Janell asked Betty Reese to give the invocation before breakfast and breakfast was served. Governor Janell asked Chaplain, Betty Reese present the Memorial Service which followed. Governor Janell reconvened the business meeting at 9:15 a.m. Kara Ellerbee, Registration Chair stated there were no changes in the Final Report of Registration. Marilyn Culpepper, Awards Chair gave a short presentation. Pilot International Founder’s Fund Representative, Ann Justice gave her report. The Yellow Rose project raised $285. The final round of Heads or Tails was played and Mitzi Pearce from the Pilot Club of Mineola won the Coach purse. A report on 100 Club Presentations and Update on Texas TBI Camps was given by Board President, Joanna Horton. It was reported Heads or Tails raised $3125, 26 items from the Silent Auction raised $1971, 14 Marketplace vendors paid $345 for booth space. District Treasurer, Doris Ritch presented a $2500 check to Joanna Horton for the TX Pilot TBI Camps and a $2500 check was presented to Ann Justice, PIFF Representative for the Pilot International Founder’s Fund as part of the proceeds from Heads or Tails fundraiser and Silent Auction items. Incoming Governor, Bobbie King announced that the 2016-2017 Texas District Focus will be the Texas Pilot TBI Camps and Stroke Awareness and Education. Bobbie also announced the 2017 Convention Site will be at the Granbury Resort & Conference Center in Granbury, Texas on April 27-29, 2017. Governor Janell gave her final remarks. Governor-Elect Bobbie presented Janell with a Past District Governor pin/necklace. Convention Chair, Joyce Curry announced the following: The 2015-16 DAC will meet in the Aquarius Boardroom following the close of convention. The 2016-17 DAC will meet in the Aquarius Boardroom following the 2015-2016 short meeting. Please fill out your convention evaluation and leave it on the table or give it to a member of the DAC. Chaplain, Betty Reese gave the Benediction followed by the singing of “Sail on International” by the Convention body.
