2017 AYSO Commisioners cup - Tournament Rules I.
Entry Form Signed Medical release forms will be required for all players at initial check-in along with 4 Lineup cards filled out in Numerical order. Teams will be required to keep medical releases on hand at all times. Tournament Entry Form Will also be required to be turned in. II. Referee Assignments ➢ Referee’s Must Check IN 30 minutes prior to Game time in proper Uniform. Missing an assignment will result in team loosing the opportunity to represent Pico in the Long Beach Area playoffs, and in if team has a tied score, they will be the loosing team. ➢ Teams that have no referee support will be allowed to make a $50 donation for the referee incentive program, the board will allocate certified referees to cover your assignments and the donation will be used toward referee incentives, such as gift cards. III. Game Guidelines and Procedures. a. A forfeit will be declared if a team cannot field and maintain a minimum of seven (7) players (11 v 11) or five (5) players (9 v 9) for the entire game, beginning five (5) minutes after the scheduled game starting time. b. The home team will change jerseys in the case of a color conflict. The home team will supply the game ball, unless supplied by the Tournament. c. Winners of division play will be selected on the basis of Double Elimination format. d. Teams must check in only once at check in tent for their first game, 4 lineup cards will be checked and the referee will check in the teams on the field for the other games. e. Home team provides 3 game balls and will take the initial kick off. Visiting team chooses field. f. A coin toss will be performed for “kicks from the Penalty Mark” to decide which team kicks first. g. Coaches and Players for both teams will be on one sideline, and spectators will be on the other sideline. Please have water for players on the coaches/players side. Parents on the sideline must be 3ft away from the sideline and home side setup for spectator will be Home(North/West), Away(south/East) h. Teams that are eliminated will receive participation medals. Championship game teams will receive championship medals, and winner will be awarded the Commissioners Cup. i. Championship games will have a ceremonial walk in for the start of the match. Referee team will organize the walk in. j. There will be a zero tolerance for referee abuse. IV.
Tournament Format
Lose twice and you’re out of the tournament, with exception for final game, there will be no “second final” for teams coming undefeated from the winning bracket. A forfeit will be scored as a 1-0 win There will be no tie game, all games must have a winner. No Overtime in case of a tied score, ALL tied games will go straight to “FIFA Kicks From The Penalty Mark”. Only the players that play the last quarter can be on the primary list of 5 kickers that will take the first shots. If needed, after the original five have taken a shot and still is a tied game in penalties, then can the remaining players that played last quarter can kick. The players that sat down last quarter must also be included if still there is a tied score and all players have taken a kick. Goalie may be substituted for Kicks from The Penalty Mark by any player after the end of regulation time, including benched players. Games will start on time. If the games start late the Commissioner will make a decision on the length of the game to keep on time. If they do start late for any reason the game will end no more than five minutes after the scheduled time. Championship games in all divisions shall be played to normal tournament bracket times. V.
Good Sportmanship PLAYER & COACHES CONDUCT
1. All players and coaches will be expected to demonstrate good sportsman like conduct. 2. Any player given a red card or any coach ejected will not be able to participate in at least the following tournament game. A stiffer penalty may be imposed for extreme violations (such as violent conduct) at the Commissioners discretion. 3. Coaches are responsible for the conduct of their players, substitutes and spectators. 4. All referee decisions are final. THERE WILL BE NO APPEALS, ARBITRATION OR RECOURSE. 5. If, in the opinion of game officials, a game must be terminated for misconduct of players, substitutes, coaches or spectators, the offending team could be suspended from further play, forfeiting that game and all remaining games.
SPECTATOR CONDUCT 1. Inappropriate conduct by your team’s spectators can jeopardize your coach and/or team. 2. At no time is there to be any alcoholic beverages at the tournament site. Violators will be prosecuted. 3. Pets are NOT allowed - anywhere. 4. After each game, please pick up the trash on your sideline and place it in one of the provided receptacles. 5. Please help us keep Games on time by immediately collecting your things and clearing your sideline after your game. This will allow the next team to move into position and prepare for the start of their game.
*Tournament Director/ Regional Commissioner has the final decision on any changes needed to ensure Fair Tournament Play.
