The intent of the Pool Player Application is to eliminate forfeits and NOT to supplement a team’s roster. Teams may request Pool Players if they expect a shortage of their normal rostered players that would place the team at eight (8) or fewer expected players. This is to aid teams that are having a difficult time fielding a team for a specific game (due to school functions, injuries or any other board approved reason) during the regular season, teams now will have the following option that will eliminate the need to forfeit a game due to lack of players. Pool Player lists will be submitted along with Team rosters no later than the April 2016 board meeting. Player Agent will maintain that division’s Pool Play List and report to the Division Director on a weekly basis on any Pool Players used in games. The Player Agent will also provide details on any Pool Players skipped in the rotation. Pool Players, who are skipped, due to sufficient reasoning, will be placed at the top of the list for the next game. Individual Pool Players can only be used a maximum of three (3) times each season. Upon playing a third (3rd) time, the Player’s name will be crossed off of the list. This will be immediately reported to the Division Vice President. Any Pool Player found to have been used more than three (3) times or the use a Pool Player not assigned by Player Agent and/or Division Vice President will be handled in the same manner as an ineligible player. League penalties will be applied at the discretion of the Protest and Grievance Committee for that Division. All Pool Player usage must be reported to the Player Agent and Division Director within 48 hours of the concluded game. Any team violating the Pool Player Program will lose Pool Player privileges.
Cave Spring American Little League Guidelines Regarding Pool Players 1. The League Player Agent will create and run the pool. 2. The League Player Agent and appropriate Division Vice-President will use the pool to assign players to teams that are short of players on a rotating basis. 3. The League Player Agent and/or appropriate Division Vice-President must be provided a 24-hour notice. A violation of this rule can result in the CSALL Board of Directors declaring a forfeit. 4. Managers/Head Coaches will not have the right to randomly pick and choose players from the pool. 5. Players used from the pool cannot pitch or play infield and must bat in the 9th position of the starting lineup, except during the players own regular season scheduled game. 6. Pool Players will wear their own team’s regular uniform. 7. If a rostered player arrives late or is at the game unexpectedly making the Pool Player unneeded, any confirmed player(s) that show up for the game will still play for that team. 8. The start of the game cannot be delayed to allow a replacement player to arrive. A game will be rescheduled or forfeited in accordance with Local Rule #5B under Games, Curfews, Schedules, Rainouts. 9. Pool Players should only be used when a team has eight or fewer players, and NOT when a team has nine, the required number to play. The idea is that we want all the kids on your team to play. Procedure for Assigning Pool Players 1. Players will be added to the pool in the order their applications are received. 2. As the Player Agent is notified of a shortage of players for an upcoming game, pool players will be contacted by the Player Agent on a rotating basis. 3. If a pool player is asked to participate in a game and is unable to do so on that date, that player will be bypassed and the next available pool player will be invited to participate.
