SITUATION / RULING UPDATES NFHS 3-2-15 Penalty ******************************************************************************** SITUATION: The head coach is restricted to the bench/dugout area prior to the pregame conference. RULING: If the head coach is restricted prior to the game beginning, then they are no longer the head coach and an assistant will have to take their place at the coaches and captains meeting at home plate. The assistant will act as the head coach for the remainder of the game. SITUATION: 15 minutes prior to game time, team A has the equipment, bats, batting helmets, catcher’s equipment, etc., lined up outside the dugout bench area. As the umpires are walking away they notice in the team A dugout/bench area, there are several bats in student-athletes bat bags. The head coach is asked about the bats that are in the bags in the dugout, and he/she says they are not used during the game. RULING: The head coach of team A is issued a team warning and you mention to him/her to please get the bats out there for inspection or get them out of the dugout, in the bus or his/her car—not behind the dugout or backstop nor with a parent in the stands. SITUATION: 15 minutes prior to game time, team A has the equipment, bats, batting helmets, catchers equipment, etc., lined up outside the dugout bench area. The head coach says we are not ready yet. Issue a team warning and return in a few minutes to complete the inspection. The inspection is completed and as the umpires are walking away they notice in the team A dugout/bench area, there are several bats in student-athletes bat bags. The head coach is asked about the bats that are in the bags in the dugout, he/she says they are not used during the game. RULING: The head coach of team A has already been issued a team warning and you mention to him/ her to please get the bats out there for inspection or get them out of the dugout, in the bus or his/her car— not behind the dugout or backstop nor with a parent in the stands. Since he/she has already had a team warning, issue a second warning. This will require the head coach to be restricted to the dugout for the reminder of the game. SITUATION: Team A has their bats, batting helmets and catchers equipment lined up outside the dugout/bench area. Everything is OK and the head coach says there are bats that needs checked that the assistant coaches are using to hit fly balls to the outfielders. RULING: Get all bats that are in the outfield being used by the assistant coaches and have them brought to outside the bench/dugout area so the umpires can check the equipment. Advise the head coach you are issuing a team warning for not complying with 3-2-15 Penalty. SITUATION: Team A has their bats, batting helmets and catchers equipment lined up outside the dugout/bench area. Everything is OK and the head coach says the catcher is warming up the pitcher in the bullpen and she has a catcher’s mask that needs checked. RULING: Have the catcher’s mask brought to the outside of the dugout/bench area so it can be checked. Since the catcher’s mask was not in front of the dugout/bench area with the other equipment, the head coach is issued a team warning for not complying with NFHS 3-2-15 Penalty.

SITUATION / RULING UPDATES cont’d SITUATION: In the 3rd inning a student-athlete arrives to the game. The head coach brings her bat and batting helmet to the plate umpire and tells him/her that #21 just arrived as she was taking test and was not here to start the game so her bat and batting helmet were not here as well. The head coach notes her name and number is listed on the line-up card. Remember in NFHS, a student-athlete (player) does not have to be present at the start of the game to have her name listed on the line-up card. RULING: Check the bat(s), batting helmet and catcher’s mask (if available). If approved, ask the head coach for the line-up card so you can adjust the numbers accordingly. NFHS Approved procedure. SITUATION: Student-athlete warming up the pitcher between innings while the catcher is getting her equipment on. The student-athlete warming up the pitcher is wearing a batting helmet instead of a catchers mask. RULING: The plate umpire stops the pitcher from throwing anymore warm-up pitches and instructs the student-athlete she must have a catcher’s mask on to warm up the pitcher. The head coach is issued a team warning for non-compliance of NFHS rule 1-7-3. Should this be the 2nd warning, the studentathlete warming up the pitcher with the batting helmet, along with the head coach, is now restricted to the dugout/bench are for the reminder of the game. Also NFHS 3-5-1, 3-6-1 Penalty. NUMBER OF UMPIRES SITUATION: Prior to the game in which two (2) umpires were assigned, the one umpire calls the athletic administration or coach and says he/she is not going to make the game, reason is undetermined. Or during the game, one (1) of the umpires is hurt and cannot finish the game. RULING: Although the NFHS recommends two (2) for all regular season games, if only one (1) is available at game time or during the game, this complies with NFHS rules 10-1-1, 3, 1-2-1. COMMENT: No district, umpires chapter or league can circumvent this process.

NFHS RULE 3-2-11 PLAYER EQUIPMENT SHOES Are metal cleats permitted to be worn during PIAA play? The following is a direct wording from the Rules Book 3-2-11—This is for Varsity, Junior Varsity, Junior High, Middle School, etc. ART. 11… Shoes are required equipment. All players must wear shoes with plastic, nylon, canvas, leather or similar synthetic material uppers. The soles may be smooth, have soft or hard rubber cleats or rectangular metal cleats. Metal cleats shall not extend beyond 3/4 of an inch from the sole and shall not be round. Shoes with detachable rubber or metal cleats that screw into the sole of the shoes are permitted. NOTE: Metal toe plates are permitted.

HOUSEKEEPING ITEMS As we are approaching the start of the season, the following are a couple things to refresh our memories:  Remember during scrimmages we need to check the equipment using the new rule.  Remember during scrimmages we need to walk the field.  Remember during scrimmages we should follow the safe rules, procedures, etc., of the game.
