2017 QHLL MANAGER SELECTION PROCESS INFORMATION Section 1 - MANAGERS SELECTION COMMITTEE: QHLL utilizes a Manager and Coach Selection Committee to review applications, verify qualifications, interview (as required), and present candidate selections to the President for nomination to the Board for approval prior to each season. Team managers and coaches shall be appointed annually by the President, with the consultation of the coaching coordinator and approval of the Board of Directors. The President will moderate the Managers Selection Committee but will have voting rights only in the event of a tie. The Managers Selection Committee shall interview and investigate prospective managers and coaches, and recommend acceptable candidates to the President, for appointment and subsequent approval by the Board of Directors. The Vice President of each division will act as the Managers Selection Committee Chairperson. The coaching coordinator shall be a member of the committee. Each division will have its own committee consisting of the Division Player Agent and two (2) other members of the Board of Directors (excluding the President), but appointed by the President and approved by the Board of Directors. Section 2 - MANAGER AND COACH EVALUATION AND RECOMMENDATION: All Managers and Coaches, in all divisions, will be reviewed by the Division Player Agent at the end of each spring season and fall season. It shall be the responsibility of the Player Agent to distribute to and collect from each Team Parent, the Manager and Coach evaluation forms at the mid-point of each spring season and the end of each season. The completed forms are to be reviewed by the Player Agent and to identify issues that should be discussed with Managers and/or Coaches in an effort to improve the quality of the experience in QHLL. In addition to the input received through the evaluation forms, Player Agents shall make an effort to reach out others, be they parents or Board members, to gather information on the performance of Managers and Coaches. After the conclusion of the spring season, the Player Agent shall deliver to the Coaching Coordinator a complete roster of Managers and Coaches indicating which should be recommended and which should not be recommended for the following season. Section 3 - PROCEDURES: The Manager/Coach Selection Committee adheres to the following procedures for the selection of managers and coaches: 1. All regular season appointments expire annually. 2. The power to appoint all managers and coaches has been granted to the League President since the inception of the program. 3. All managers and coaches are directly responsible to the League President. 4. The League President is responsible to the Board of Directors for the actions of all managers and coaches.

5. Reasons for not being selected as a manager or coach are not required to be given to an applicant. There is no appeal process for reconsideration. 6. Selection of managers, coaches and umpires is within the leagues’ jurisdiction and not subject to intervention from the District or Region. 7. No coaches shall be appointed until after the draft or player selection. This will avoid “red shirting” of players through selective coaching appointments. 8. When candidates are screened for minor league manager positions, they must agree to encourage every player to advance to a major league team. Managers who do not agree with this philosophy should not be appointed. The background check meets the requirements of Little League Baseball Int. Ability to manage and relate to children of Little League age. Similar experiences as outlined in applications, along with personal interviews. Correspondence and/or surveys received by the Board of Directors and/or its members. Treatment of and prompt return of equipment and uniforms. Attitude toward and past performance of field maintenance assignments. Attitude toward and past conduct on the field of play. Attitude toward and completion of umpiring assignments. Control and conduct of the coach, parents and spectators. Adherence to the rules and regulations of Little League Baseball, Incorporated Attitude toward and conduct of team practices. Past attendance at instructional clinics. Attitude toward and past support of league functions and fundraising. Overall volunteer efforts. Knowledge of the game of baseball and shows the ability to teach it to young children. The candidate has volunteered for the League in another role other than managing and/or coaching.
The Committee is looking for candidates who reflect the following leadership skills and qualities: 1. Reflect an understanding of the age group they supervise. 2. Be aware that they are setting and example to the players. 3. Cooperate with others in making the program of mutual benefit to all youngsters. 4. Show by example that they respect the judgment and the position of authority of the umpire. Instill in their players a respect for the authority of adult leaders in the league 5. Exercise their leadership role adequately, but leave the ball game in the hands of the players. 6. Provide an opportunity for each youngster to participate. 7. Encourage their players at every opportunity. 8. Strive to impart as much baseball knowledge as possible to each player, especially concentrating on base running and sliding, which produces the majority of player injuries. 9. Encourage good health habits, good grooming and care of the uniform and equipment. 10. Be instrumental in shaping acceptable behavior patterns whether the team wins or loses. 11. Attend Little League and District sponsored clinics. Learn the rules and regulations then pass them on to the players. You must also complete and sign the following forms and return them to the League at your scheduled managers interview. a. 2017 Little League Volunteer Application b. 2017 Supplemental Managers Application c. 2017 Coaching Agreement The Little League Volunteer Application must include a copy of a government issued picture identification (e.g. driver’s license, passport) and your social security number. 1. Applications will be reviewed by the Manager/Coach Selection Committee, Player Agent, and the League President as stated above. The applicant will be contacted for an interview and supplied references may be contacted to collect additional candidate information. The committee and President will use the aforementioned criteria in evaluating candidates. 2. The President, in consultation with the Manager/Coach Selection Committee, will prepare a slate of recommended managers and select the candidates who best represent QHLL and Little League’s values. 3. The President will notify selected managers.
