2018 MISSISSIPPI DIXIE OPEN PLAYING RULES Local leagues may host tournaments during the regular season called Mississippi Dixie Open Tournaments which includes primarily teams composed of Dixie players but may also include some non-Dixie teams if they provide insurance certificates to the Host. These tournaments shall not interfere with the league’s local league schedule. These tournaments must follow Dixie safety rules and regulations. 1.

Mississippi Open tournaments will not be supervised by Dixie officials and all protests will be made to the Host Tournament Director only. The Tournament Director’s protest decision shall be final. However, District Directors will set a meeting date to determine tournament hosting schedule for participating leagues. Tournaments will be rotated between participating leagues. The Mississippi Open Tournament schedule will be determined at this meeting and other leagues shall NOT host a tournament that conflicts with the Mississippi Open tournament schedule. If it is discovered that any host site is not adhering to the Mississippi Open Rules, the host site will be removed from the tournament rotation schedule. Tournament entry fees: $50.00 per team Tournament Host will provide a minimum of $50.00 donation for the DYB Scholarship Fund for each tournament hosted. a. If a tournament is split between two sites, minimum of $25 per site for the DYB Scholarship Fund. Teams pay umpires at the plate before each game. (cash only – no checks) a. Umpire pay: i. O-Zone, 12U Majors and 10U = minimum of $35 PER UMPIRE ii. 8U and 6U = minimum of $30 PER UMPIRE Gate Admissions: a. One-day tournament: $7.00 i. Age 12 and under free b. Two-day tournament: $5.00 per day i. Age 12 and under free No outside coolers allowed. Mississippi Open Tournaments shall be open to any team provided they adhere to the rules and regulations of the Mississippi Open Playing Rules. Tournament host is responsible for trophies, medallions or rings for the champion and runner-up in each age division. Tournament classifications are: a. 12U MAJORS and 12U O-ZONE, 10U, 8U COACH PITCH, 6U COACH PITCH All teams should consist of a 10 player roster. Each team may start a game with eight players. The ninth & tenth positions in the batting order shall be declared an out each turn at bat. A ninth & tenth player may be added to the bottom of the batting line-up as soon as they become available. In case of emergency, a team may complete a game with a minimum of eight players with no penalty. Tournament host is responsible for scheduling umpires. Straight batting orders will be used in all age divisions. 12U and 10U games will be 6 innings or 1 hour 15 minutes time limit. a. This is not a drop-dead time limit. If an inning has started, it will be completed unless the home team is ahead after a ½ inning after time has expired, game is over 8U and 6U games will be 5 innings or 1 hour a. Each batter will be allowed 5 pitches or three strikes th c. If the batter fouls the 5 pitch, they will receive another, and another until the ball is put in play or the batter is declared out 8U and 6U will change sides after the batting team has scored 7 runs per inning or three outs Championship games will be played to completion, with the 10 or 15 run rules in effect Pitching regulations a. Each pitcher may pitch no more than 6 innings per tournament b. Any pitcher who pitches more than three innings in a game cannot pitch in another game that same day i. PENALTY: offending head coach will be removed for the remainder of that game

ii. The game will resume at the point the offense is discovered c. One pitch is considered an inning The only approved bats must be 2 5/8” and 2 1/4” and they shall have the USA BASEBALL MARK or wooden bats. Each team is responsible for providing 2 balls per game a. Tournament host should have a minimum of one dozen balls per age group b. Each team is responsible for retrieving foul balls during their turn at bat c. Tournament host will not be responsible for replacing or returning these balls Each team manager is required to check in with the tournament director (or their designate) before their first game. The following is the information required: a. Tournament entry fee b. Proof of insurance c. ROSTER must have; player name, local league name player is playing in, local league team name player is playing on, date of birth Each team must have the necessary birth records to prove each player’s playing age. If a player’s age is questioned and a coach cannot provide a birth record, the player will not be allowed further participation in the tournament. A copy of their birth certificate is acceptable. There will be a 15-run rule after 3 innings and a 10-run rule after 4 innings in all games. ALL OTHER PLAYING RULES WILL FOLLOW THE 2018 DIXIE YOUTH RULE BOOK. All tournaments may not offer each age division; however, all age divisions will have tournaments to participate in. RULE CLARIFICATION: THE PLAYERS YOU PLAY WITH ON SATURDAY ARE THE PLAYERS YOU SHALL PLAY WITH ON SUNDAY. IF, FOR ANY REASON, YOU WILL NOT HAVE ENOUGH PLAYERS ON SUNDAY, YOU MUST CLEAR THE REPLACEMENT WITH THE TOURNAMENT DIRECTOR. REPLACEMENT PLAYERS ARE NOT TO HAVE PLAYED ON ANOTHER TEAM DURING THE CURRENT TOURNAMENT. THE TOURNAMENT DIRECTOR WILL NEED THE FOLLOWING INFORMATION ON A REPLACEMENT PLAYER: a. Name of player unable to play b. Name of replacement player c. League name and league team name of replacement player d. Must be able to verify the player is of legal age for that division The Tournament Director will make the final decision if a replacement player is allowed to play. The recommended maximum number of teams per field is eight. Tournament slots will be on a first come first served basis. Tournaments will consist of 2 pool play games on Saturday and single elimination bracket play on Sunday. All teams advance to Sunday bracket play. Pool play will determine seeding for the Sunday bracket play. a. Seeding will be determined as follows: i. Won Loss Record ii. Least runs allowed for pool play iii. Most runs scored for pool play iv. Coin Flip

*All other contact information will be provided from the individuals listed below. *The tournament rotation may change from the sites listed; however, they will be played in that general area. *In the event a tournament reached the maximum number of teams, additional sites for that weekend may be provided. All tournament sites and dates will be determined by the District Directors. The District Directors and the State Web Site www.msdixieyouth.net will have tournament roster forms, also the tournament host site will have tournament roster forms for teams that need them. *BEST OF LUCK TO EVERYONE! **REMEMBER, WE ARE HERE FOR THE KIDS.
