Tournament Rules General Information: 1.

Tournament will run from Thursday, May 31st to Sunday, June 3rd

2.

This is a competitive tournament comprised of 11 teams from schools within the Newfoundland English School District.

3.

This event is open to Pee Wee and Bantam aged players (girls and boys Grades 7 - 9). Lead-offs and stealing bases are permitted, and pitchers use the same techniques that Major League pitchers do to hold runners on base. All players remain in the batting lineup and rotate equally in the field.

4.

Games are based on SJMBA Bantam Rules, but exceptions have been created specifically for tournament play. The rules used for this event are listed below under the Playing Rules section (see below).

5.

Games will be played at Airport Heights and Wishingwell fields in St. John`s.

6.

Each team in the Red and Black divisions will have 3 round robin games and each team in the Grey division will have 4 round robin games. The 1st place finisher in each division will be ranked 1st through 3rd for the semi-finals with a wild card making up the last slot. All over teams will be seeded 5th through 11th for consolation games with the 3rd place team in the Grey division automatically being listed as the 11st place finisher (that way everyone gets 4 games).

A 2018 Junior High Tournament division will be added to the left side menu of the St. John’s Minor Baseball website. Please check this webpage (www.baseballstjohns.ca) for daily updated tournament information e.g. schedule changes, weather delays etc.

Playing Rules: Game Duration 1)

Games will commence at the time indicated on the schedule.

2)

In the round robin, Home team will be decided by a coin toss prior to the start of the game. Home team in the crossovers, consolation and medal games are indicated in the schedule and is determined based on seeding.

3)

Games will be 6 innings in duration or 2 hours in duration, whichever comes first, 3 run max/inning, last inning is open.

4)

Please arrive 15 minutes before game time for pre-game warm ups.

5)

Pre-game warm-ups including infield practice may be cut short by the umpire in order to keep the tournament schedule intact. Therefore it is recommended that players warm-up off the playing field prior to each game as the playing schedule may not provide sufficient time for on field warms or infield practice.

6)

No new inning will commence after 1 hour 45 minutes from the scheduled start time.

7)

If an inning cannot be completed within the allocated time due to darkness, the score will revert back to the last full inning.

8)

If, after the 4th inning, one team leads by 10 runs or more, that team will be awarded the game.

9)

Score shall be kept by the coaches and confirmed with the home plate umpire at the end of each inning. It is requested that the game stats be texted/emailed to Kristyn Coley, 693-8287 or [email protected]. The coach must record the score and the number of innings played and pitchers used.

Please follow umpires instruction while on the field to ensure safety at all times.

Roster Size 11)

Teams must have a minimum of 11 players, and there is no maximum number of players.

12)

All players are in the batting lineup, whether or not they play in the field.

13)

Nine defensive players are permitted on the field.

14)

There are unlimited defensive substitutions.

Pitcher Arm Protection Rules 15)

Any player can pitch but all players must pitch from Bantam distance (54’).

16)

Pitchers can only pitch: a) 12 innings for the entire tournament (strictly enforced) in the Grey Division b) 10 innings for the entire tournament (strictly enforced) in the Black and Red Divisions

17)

Pitchers can pitch a maximum of 3 innings/game; the pitcher then can continue to play in the game at another position. A player cannot pitch and then play the catcher position but a player may catch and then be subbed in to pitch.

18)

Pitchers are NOT permitted to pitch on 3 consecutive days.

Playing Field 19) The distance between the bases shall be 80 feet. 20) The distance from the point of home plate to the front of the pitching rubber shall be 54 feet.

Uniforms and Equipment 21)

Teams are required to dress in full uniform, which includes grey baseball pants, and baseball cleats. Schools have the option to wear their own uniforms.

22) All players must wear a protective cup while assuming the catcher’s position. 23) All batters must wear helmets when on deck or at bat. 24)

All Bantam players (grade 8’s and 9’s) must use wood bats. Pee Wee players (grade 7’s) may use composite bats.

Game Play 25) Bunting is permitted. 26) Stealing bases is permitted. 27) All players should slide on a close play at home. 28)

Collision Avoidance Rule: This rule has been modified in the Bantam division to ensure the safety of the catcher and the base runner. The rule states: If a base runner is running to home plate and is halfway or closer to home plate, a force out situation is now created. The catcher, having possession of the ball, may touch home plate and the runner will be called “out” by the umpire.

29) Players are permitted to steal the next base when the catcher misses the ball. 30) Leading off the bases is permitted. 31) Advancing on a wild pitch is permitted. 32)

The infield fly rule is in effect. This rule results in the batter being called out when a pop fly is hit to the infield with runners on first and second, or first, second or third with less than two out. Runners may advance at own risk.

33) Runners may tag and run to the next base after a fly ball is caught at their own risk. Page 10 of 12

If the catcher misses the ball on the third strike, the batter will be called out.

35) Intentional walks are NOT permitted. 36)

Balks by pitchers will result in one warning by the umpire. The next infraction will result in the runners being permitted to advance to the next base.

37)

Players must run on and off the field between innings.

38)

Players and Coaches are representing their respective schools as per the terms of their schools athletic contract. Players and Coaches must abide by the terms of these contracts. Unsportsmanlike conduct, foul language and smoking are NOT permitted.

39)

BNL tie-breaking formula will be in effect for ties within divisions.

40)

There will be no tie-breaking games

41)

Tie-breaking formula for 4th place will follow these guidelines: a) The ratio of number of runs against per defensive inning for all games played b) If a tie still persists, the ratio of runs scored per offensive inning for all games played If you have any questions or concerns with respect to this tournament please contact:
