DOT 7A Type A casks – 80 units including 6-80-2, 8-120A,10-142A, 14170,14-190,14-195,14-210,14-215 and 21-300 casks models Type B Packages – 10 units (including 8-120B, 10-160B, 3-60B) IP-1 Packages - 4 units (including 18-450, 27-415 and IP-1 TCT cask models)
3-60B CASK UPDATE
Newly designed 3-60B Type (B) Cask was built within one year Most of lessons learned from fabrication of 8-120B casks were implemented No significant issues during fabrication, receipt inspection and dry runs were identified

CUSTOMER INTERFACE IMPROVEMENTS Establishment of EnergySolutions Web based Customer Portal https://customerportal.energysolutions.com which provides access to the following essential documentation: • Cask Manuals which includes cask related procedures • Safety Analysis Reports and Certificates of Compliance • Technical Bulletins • Position Papers • Newsletters on significant developments/events distributed to the cask users. In addition, EnergySolutions customer (s) are provided with Payload Qualification Verification Support for Type (B) packages
TYPE (B) CASK TRAINING FOR CASK USERS Hands-on training on 8-120B cask which includes: Handling of the cask and its major components Inspection of critical components of the cask Cask closure Pre-shipment leakage rate testing consideration Proper reporting of non-compliant components
BARNWELL LOGISTICS FACILITY (BLF)
Cask and cask trailer maintenance work is performed in the cask maintenance facility in Barnwell, SC Limited cask and trailer maintenance is performed at satellite locations located at EnergySolutions Bear Creek (TN) and Clive (UT) facilities.
TYPICAL MAINTENANCE ACTIVITIES AT BLF
Maintenance of the cask components ( fasteners, ratchet binders, tie-downs) Maintenance of trailers ( mechanical and electrical work) Refurbishment of the cask and trailers ( sanding, painting) Replacement of cask components with minor and medium weld repairs ( ex. changing Type (B) casks impact limiter skins) Change of cask seals and maintenance/ periodic leak tests Load tests of lifting attachment of the casks and components NDE inspections (VT,MT,PT,UT)
LICENSING UPDATE (8-120B CASK) In 2015: CoC Rev. 22 (Current): Include cladding tubes in 8-120B secondary lids as part of authorized configuration. In 2016 (In progress): Amendment request was submitted to add gross- dewatered resins as one of authorized payloads. Response to NRC RAI’s were provided on May 12, 2016 Anticipated acceptance of Amendment request by NRC is Fall of 2016 In 2017 (future work) Add additional payload specifications by introducing a family of shielded inserts for 8-120B casks
LICENSING UPDATE (10-160B and 3-60B CASKS)
10-160B cask (USA/9204/B(U)F-96) Rev. 22 of CoC was authorized via timely renewal process on August 14, 2015 with expiration date of October 31, 2020. No planned Amendment request for this CoC is expected at this time. 3-60B cask (USA/9321/B(U)-96) Rev. 2 of CoC USA/9321/B(U)-96 was authorized via timely renewal process on September 30, 2015 with expiration date of September 30, 2020. No planned Amendment request for this CoC is expected at this time.
SHORT AND LONG TERM GOALS
Purchase and refurbishment of trailers for Type (A) and Type (B) casks. Introduction of new casks into fleet/ refurbishment of the existing casks. Complete annual load tests and NDE for 8-120B casks that have 4 lifting points (fully comply with NUREG-0612 requirements). Purchasing of new cask ancillary components and keeping readily available inventory on hand (ratchet binders, gauges, manifolds, fasteners). Continuous improvement of procedures based on the latest regulatory and standards requirements, industry practices and customer’s input. Improvement of the user experience during pre-shipment leak tests in accordance with new revision of ANSI N 14.5-2014. Enhancing EnergySolutions Web based Customer Portal
PRE-SHIPMENT LEAKAGE RATE TESTING BASED ON ANSI N14.5-1997
ANSI N14.5 “ American National Standard for Radioactive Materials – Leakage Tests on Packages for Shipment” Certificate of Compliance for 8-120B/10-160B packages along with Chapters 7 and 8 of respective Safety Analysis Reports (SAR) and ANSI N14.5-1997 provide leakage rates test requirements. ANSI N 14.5-1997 requirements for training/qualification of users performing pre-shipment leakage rate test Section 8.5: Trained and qualified personnel shall perform leakage testing in accordance with written procedures and document the results. Section 8.8 : Leakage rate testing shall be performed in accordance with a written quality assurance program.
UPCOMING CHANGES FOR THE PRE-SHIPMENT LEKAGE RATE TESTING ASSOCIATED WITH ANSI N14.5-2014
NRC INFORMATION NOTICE 2016-04 : ANSI N14.5- 2014 Revision and Leakage Rate Testing Considerations, May 28, 2016 ANSI N 14.5-2014 Revision and Leakage Rate Testing Considerations by JoAnn Ireland, NRC presented at NMSS/DSFM REG CON on November 19, 2015 It is expected that ANSI N 14.5-2014 essential requirements will be incorporated in 8-120B/10-160B package CoC’s in 2017.
ANSI N 14.5-2014 requirements Main changes that will be imposed by ANSI N 14.5-2014 for pre-shipment leakage rate testing: Procedures/Equipment Procedure shall be qualified to ensure meaningful leakage test results Pre-shipment leakage rate resting procedures shall be approved by personnel whose qualifications and certifications in the NDT of leak testing includes certification by a nationally recognized society at a level appropriate to the writing and/or review of leakage test procedures (ASNT NDT Level III in Leak Testing). Procedure and equipment for pre-shipment leakage rate testing may be changed. Qualification to perform pre-shipment leakage rate testing Testing shall be performed by personnel qualified and certified in accordance with American Society for NDT (ASNT) SNT-TC-1A ( Level II).
EnergySolutions’ Initiative To Upcoming ANSI N14.5-2014 Requirements In anticipation of incorporation of ANSI N14.5-2014 requirement (in 2017): Effort is under development to qualify leakage test procedures for 8-120B and10-160B casks based on new requirements. Effort is under development to develop EnergySolutions NDT written practice ( based on SNT-TC-1A) to cover a pre-shipment leakage rate testing and qualify/certify EnergySolutions limited staff to perform a pre-shipment leakage rate testing on 8120B/10-160B casks (as NDT Level II with Limited Certification). Cask users will have a choice between qualifying their own NDT personnel that will operate under user’s QA program or using approved/qualified/certified subcontractors to perform a preshipment leakage rate test.
