Spring 2015 Funding Round
The following 5 first priority projects are submitted for your consideration under the second round of the 2014-2016 Neighborhood Conservation Bond. All projects are shown in point ranking order by neighborhood. The NCAC points committee has also prioritized these projects and the ranking is presented on the Funding Recommendations Points Worksheet. The worksheet reflects project ranking based on adopted NCAC guidelines. The priority ranking is only a recommendation for funding. We recognize that the NCAC reserves the right to choose projects based on other criteria. The June NCAC meeting will include discussion and a vote on the first priority proposals, including a brief presentation by the representative of each sponsoring neighborhood and/or the project “block representative.” A representative and/or block representative MUST attend the NCAC meeting or your project will not be considered. The projects chosen by the NCAC this funding round are forwarded to the County Board for final funding approval at the September 2015 County Board Meeting. Projects are then assigned budget accounts and are forwarded to appropriate County departments for implementation.
**Please Note: Virginia Public Procurement Act, 2.2-4342 Public inspection of certain records states, “Cost estimates relating to a proposed procurement transaction prepared by or for a public body shall not be open to public inspection.” The Arlington County Department of Management and Finance has instructed the NC Program that this statement applies to NC projects that will eventually be bid (as opposed to projects using a County contract), and that our cost estimates for those projects need to be very general (discussing the project in its entirety or in % of the whole) rather than specific. This applies only to PARK projects.

PROJECT DESCRIPTION
5' wide concrete sidewalk on the east side of street, curb and gutter improvements/concrete maintenance on both sides, as needed. Stormwater drainage improvements, including bio-retention basins. Protect existing mature, healthy trees, where feasible. NC Landscape Architect may add street trees, if determined as possible upon hardscape completion. LED Carlyle-style streetlights to replace the existing Colonial streetlights. Asphalt street milling and paving, and any full-depth street replacement in some areas, if needed. This NC project will be coordinated with the DES/VDOT N. Pershing Dr Pedestrian facility improvement project at the N. Oakland St intersection (Valerie Mosley, Planner).

PROJECT DESCRIPTION
This is a pedestrian safety and street improvement project proposed to include curb, gutter and a 4-ft wide sidewalk on the south side of 13th St N. from Kirkwood Rd to N. Johnson St, extending up to property at 1210 N. Johnson St, curb and gutter only on the north side of 13th St N., and a 4-inch mountable header curb at the back of properties at 1302 and 1306 N. Jackson St, including possible retaining walls at properties 1301, 3301, 3316 and 1221. Improvements will include ADA compliant pedestrian ramps and driveway apron upgrades. A 6-ft wide pedestrian sidewalk refuge in the south side median on Kirkwood Rd and 13th St N; including a potential bio-retention in the median, ramp upgrade at the southwest corner of 13th St N. and Kirkwood Road. A drainage analysis will be performed during the final design and storm sewer structures and mains may be added accordingly. Full depth roadway replacement may occur as needed throughout the project limits and as determined through the detailed design. Milling and paving of the roadway will be completed where needed in all other areas within the project limits. Due to the topography of 13th St N. and the limited right of way, “signs warning about Narrow Street ahead will be designated” at 13th St N. and Kirkwood Rd, N. Johnson St and 13th St N. and at 13th St N. and on the SE corner of N. Johnson St. Parking on either side of 13th St N. will not be permitted

PROJECT DESCRIPTION
The street improvement project is proposed to include a new, continuous 5’ sidewalk, 2.5’ utility strip, ADA compliant pedestrian ramps, and curb/gutter on the north side of 23rd St S, between S. Nash St and Army Navy Drive. The existing 4' sidewalk on the north side of the street is at-grade with the roadway, and does not include a utility strip. The existing sidewalk and curb and gutter on the south side is proposed to remain as is; however, new ADA compliant pedestrian curb ramps will be installed at the intersection of S. Queen St, on the south side of the street. A drainage analysis will be performed during the final design and storm sewer structures and mains will be added accordingly. Driveway aprons within the project limits (on the north side of the street) will be replaced. Full depth roadway replacement is likely throughout the project limits.

PROJECT DESCRIPTION
The street improvement project proposes to include a new curb and gutter on the north side of 22nd St N., between N. Kentucky St and N. Lexington St. A traffic calming component is also included at the northeast corner of N Kentucky and 22nd St N. that will include a curb extension to narrow the street at the intersection. A bio-retention storm water management facility will be located within the area of the curb extension. Milling and paving of the affected portion of the roadway will complete the project.
