What is the 51st State? • The 51st State is a hypothetical new jurisdiction within the United States, free from any pre-existing solar or utility markets, including solar transactions, incentives, regulatory constructs, or rate designs. • SEPA has chosen this proverbial “blank slate” to allow all parties to come to the table and talk constructively about how the future of the solar and utility industry customer transaction could look over the long term. • Participants in the 51st State process can submit ideas about an equitable end point – equitable to utilities, customers, solar developers, etc. – and not be hampered by concerns about “flipping the switch” from an existing solar, utility, or market paradigm to this new one. Why SEPA Pursued this Initiative • Elevate the discussion of the DER market – Refocus the conversation in a more constructive manner

• Identify multiple market structures, transaction frameworks, etc., that are sustainable over the long term for all participants – Recognize that there is no one size fits all solution Helping Utilities Make Smart Solar Decisions 5

Notice of Intent to Submit • SEPA requested parties that had an interest in participating to fill out an Notice of Intent to Submit in mid-December • Over 40 companies and individuals, from across all parts of the industry, responded!

Submission Requirements • 20 page maximum, PDF format white paper/report • 1 PowerPoint summary slide (template available online) • Documents should be emailed to: – [email protected]

Guidelines DO:

DON’T:

• Focus on constructive suggestions • Allow for the continued growth of solar and other DERs • Provide for electric system cost recovery • Discuss how your proposal affects major stakeholder groups • Explain the underlying principles for rate structures (using Bonbright or alternative options)

• Attack other entities or industry positions • Promote a specific tool or product (no sales pitches) • Write a 75 page report with appendices • Forget the summary slide

Initial Review • SEPA will review all submissions to screen for eligibility • This is NOT a critique of ideas or a short-listing process – Intended to ensure that the submissions meet the guidelines and criteria laid out for the initiative

• All qualifying papers will then be posted to the 51st State website – Due to the volume of submitters, the timing of posting the papers online will be extended to late March Helping Utilities Make Smart Solar Decisions 13

Review Panel • The review panel consists of five leaders across all aspects of the industry: – – – – –

• The reviewers will receive all qualifying papers as well as the summary presentation of all summary slides provided Helping Utilities Make Smart Solar Decisions 14

Review Panel Focus • The review panel is being asked to identify the top 3-5 submissions that provide a broad spectrum of future structures – The final number and makeup of these are at the discretion of the review panel

• They will focus on: – – – – – –

51st State Summit • The 51st State Summit will be a forum where the selected ideas will be presented and discussed in a collaborative format by both the authors, the review team, and the audience – Invitees will span the industry, with a focus on key executives, decision-makers, and regulators – All submitters will receive an invitation to register
