CALIFORNIS DISTRICT 35 JUNIOR – SENIOR INTERLEAGUE Made between Cloverdale, Coast Youth, El Molino, Ft Bragg, Healdsburg, Mark West Youth Club, Petaluma American, Petaluma National, Petaluma Valley, Santa Rosa American, Sebastopol, Westside, Willits. Purpose The purpose of this Inter-League Committee (hereinafter called the Committee) is to provide a schedule that allows for play between LEAGUES WITH IN DISTRICT 35 to provide a set of rules that will govern fair play. Managers and coaches shall be given these by-laws together with the same schedule and shall adhere to these by-laws. Membership The Committee shall consist of a minimum of 3 members. No league president shall be a member of the Committee. Committee members shall fill the positions of Chairperson, Secretary, Scheduling Coordinator, Protest and Grievance Coordinator with two other members, Information Officer, Pool Play Player Agent, Safety Coordinator. The Chairperson shall run and oversee meetings. The Secretary shall take and distribute minutes of each meeting. A protest sub-committee, and a grievance sub-committee shall each be created using three Committee members from separate leagues. The Committee shall have the right to remove members by a two third (2/3) majority vote for flagrant disregard of the LL Interleague Bylaws or total disregard of duties and responsibilities. All leagues will be advised of the impending vote in writing and will have the opportunity to meet with the Committee within three days before the final vote is taken. Other matters, which may serve as a basis for removal, will be brought to the respective league’s Board of Directors for action. 1) PRE DETERMINED CUT OFF DATE TO JOIN THE INTERLEAGUE AND TO COMMIT TO TOURNAMENT PARTICIPATION. (Past years we have had issues with commitments to play, which has caused scheduling nightmare with field availability.)
Rosters Each league shall provide the Chairperson with a roster of all players on their respective Division teams. Regular Season Schedule All game schedules and starting times shall be prepared by the Schedule Coordinator. Games or partial games that need to be rescheduled because of rain outs, ties, suspension or cancellation shall be rescheduled by the two managers involved. Playoff seeding will be calculated on total games scheduled. It is imperative that any game not played on the scheduled date be rescheduled as soon as possible. Any team refusing to reschedule within a reasonable timeframe will be issued a forfeit for that game.

Fielding a team All teams, with respect to the traveling required, will contact opposing team 24 hours in advance to confirm game. If a game cannot be played because of a failure of one team to place nine players on the field at the scheduled game time, the umpire shall wait the appropriate amount of time as per Official Playing Rule 4.15, and may then call the game. The managers of the affected teams shall contact the Committee chairperson with all of the information to be considered by the Committee. The Committee may declare the game a forfeit or consider rescheduling the game if the absences are approved due to a school function, illness, injury or other reasonable cause. If a manager knows, in advance, he may not be able to field a team he must contact the opposing team no later than twenty-four (24) hours in advance of the game. If the Pool Play option is exhausted and the committee, due to a school function, illness, injury or other reasonable cause approves the excuse for the absentee, then the opposing manager will be notified that the game has been cancelled and it will be rescheduled. . The two managers will re-schedule the game and notify the Committee a minimum of 72-hours before the rescheduled game.
Pool Play SEE POOL PLAY ATTACHMENT (1) The following two methods will be used to get a Pool Player when needed as the league no longer has a Player Agent. If your league has more than one team playing in Interleague, a list of pool players will be given to the Juniors Representative. When a pool player is needed, the manager will contact the representative and he will go down the list until an available player is found. In the spirit of good sportsmanship, the same player cannot be used over and over. If your league only has one team in Interleague, the manager of the team needing a pool player will contact the opposing manager as soon as possible and request a pool player from the opposing team. Pool Play During the Playoffs and Championship Game Cannot use Pool players during the play-offs or championship game. Umpires
The respective league hosting a 50/70, Junior or Senior Division baseball game is responsible for providing two umpires for said game. Fields
The respective league hosting a 50/70, Junior or Senior Division baseball game is responsible for operating their respective league facilities (i.e. snack shack). Rainouts Each team must assume a game is played as scheduled unless the manager has been notified by the respective player agent or Committee Chairperson. If a team fails to place nine players for a game that has not been cancelled by the Committee, it will be reviewed and could be subject to forfeit. Standings, Championship schedule and All-Stars All games count equally towards inter-league and own league standings. Any tie game will be completed as a win or loss according to Rule 4.11 (e). In the event of a tie in the standings, a

head-to-head play off will be used. In the 50/70 and Junior Division all teams will meet in the Interleague TOC to determine the inter-league Overall Juniors and 50/70 Champion. Seeding in brackets will be determined by season standings . In the Senior Division, all teams will meet in a single elimination playoff format to determine the inter-league Seniors Champion, with seeding in bracket to be determined by standings. Each league may schedule individual league championships. Each league will field their respective All-Star teams. CONDUCT: The conduct of players, coaches, managers and league officials will be closely scrutinized. The umpires will be in complete charge of all games once started. League Presidents and their Reps will support the umpire fully. Umpires will enforce all rules with special emphasis on good sportsmanship by all participants. Grievance Process The grievance process will be consistent with Official Playing Rule 9.05 (a) (b) (c). If a player, manager or coach is ejected from a game, the umpire must file a written report within four (4) hours addressed to the D35 Assistant UIC and given to any member of the Committee That player, manager or coach will automatically not participate in the next physically played game as per Official Playing Rule 4.07. Managers may make a report to any member of the committee. (see penalty) The Grievance sub-committee will deal with any matter for which disciplinary action may be necessary, whether occurring during a game or resulting from a game. If a hearing is held, the ejected party and the manager or coach must attend. The respective league president is invited to attend as well. After the grievance presentation, the sub-committee will meet in private and determine such penalties as they are justified. NOTE: The Protest and Grievance Committee includes 3 members of the committee & one alternate for conflict of interest. No one who’s team is involved in a protest or grievance can serve on that specific committee. All protest and grievances will be reviewed & approved by the District ADA.
PENALTY
a. If any manager, coach or player is ejected from a game by an umpire, the following minimum penalties will be applied (including play-off games): • • •
1st Offense: sit out next scheduled game played. 2nd Offense: sit out next two (2) scheduled games. 3rd Offense: removal from the team
CHARGING THE PITCHER & FIGHTING WILL NOT BE TOLERATED, Sit out the next five games including play-offs b. Harsher penalties may be applied for any offense at the discretion of the Division Committee. c. Any manager who violates a minimum play rule or maximum pitching rule will receive a
one-game suspension for the first offense. Penalties for a second offense will be harsher, including the potential for expulsion from the league. EJECTED MANAGERS AND COACHES AND PLAYERS SHALL NOT ATTEND GAMES The Committee will enforce these penalties through the league Presidents. Failure of any League to enforce these penalties may result in game forfeiture.

Protest Process The protest process will be consistent with Rule 4.19 (a) through (e) of the rulebook. The manager or acting manager must notify the umpire in chief in accordance with the rulebook. The manager must submit the protest in writing to the Protest sub-committee or any member of the Committee with in twenty-four (24) hours of the game. The umpire in chief shall also submit a report to the Protest sub-committee. This committee shall hear and resolve all protests. Both the umpire and manager will be asked to meet with the Protest sub-committee. Little League International and District 35 Safety Codes Safety First. All Committee members shall correct any safety issues through the Home Plate Umpire. At least one league board member shall attend each league home game. Manager shall adhere to the safety rules as outlined in their league’s approved Safety Manuals and Little League 2017 Baseball Official Regulations book. Rules All rules as set forth in the Official Playing Rulebook and the rules below will be adhered to. 1. The ten (10) run rule or Official Playing R u l e 4.10(e) is in effect. 2. The home team’s league is responsible for providing two (2) umpires and their compensation for each game. Umpires must have had professional training and be an active umpire for a league, District 35 or a recognized Umpire Association. 3. The home team is responsible for pre-game preparation and lining of the field as well as post-game dragging and field cleanup. 4. The home team will provide the official scorekeeper and scorebook. Official scorekeeper
shall NOT be inside the DUGOUT, but in a neutral location, accessible by the Umpires and both teams’ managers.
5. Each manager will report the final score and game stats to the official standings website following each game. Stats shall include but are not limited to: Scores, Pitchers with Pitch Count, Pool Players, and Injuries & Ejections. This information must be reported within 24 hours of the game . Failure to report info. before this deadline will result in the following punishment.. . a) First offense – Warning b) Second offense – One game suspension of Manager c) Any offense after the second will be handled by the Grievance Committee. 7. Each team will provide a pitching affidavit to the official scorekeeper at the beginning of the game. Amendments The by-laws may be changed with a majority vote of the Committee before the start of the season and must be approved by District 35 before being distributed. Proposed changes adopted by the Committee shall be posted for 30 days following the date of approval. Proposed changes shall be forwarded to the District Administrator, the Assistant District Administrator of Junior – Senior League and the participating leagues during the thirty (30) day waiting period. Changes made to the proposed rule by any District official or requested by any league and adopted by the Committee will not require an additional thirty (30) day waiting period.
