Overview The Managing for Success programme is a management development programme evaluated and accredited by the Chartered Management Institute (CMI) leading to a recognised management qualification: Level 5 Diploma in Management and Leadership. The Diploma is also recognised as the benchmark qualification for full membership of the Institute, enabling you to progress towards Chartered Manager status. The Level 5 Diploma is a comprehensive qualification designed for experienced managers who wish to develop their core management skills and practices. It allows you to develop a range of competencies - from operational management principles and practices to the development and use of resource control. Subject areas covered include: decision making, personal development, leadership, management of resources and performance, financial control, risk management, recruitment & selection and project development and control. The Diploma demands a high level of commitment from candidates, but the result is worth the effort, not only because of the high value of the qualification to you and to the House, but also because of your improved capability as a manager.

Entry requirements: Is this programme right for you? The Level 5 Diploma is equivalent to a foundation degree level of qualification. There are no specific entry requirements for this qualification; however you are likely to have several years of management experience. Your management experience and knowledge as well as currently held qualifications will be discussed with you as part of the application process. The House of Commons offers two other management development programmes which may be more suitable for your requirements: Managing for Excellence: a blended learning programme available to all managers but particularly suited for staff in their first management role in the House. Also suitable for more experienced managers to update and refresh existing skills and develop new ones. Leading for Parliament: a programme for senior staff and those in key strategic roles is currently being developed.

Programme structure and time commitments: what is expected of the learner? The Diploma is made up of a number of core and optional units with each unit giving you credits towards the qualification. You must achieve at least 62 credits to gain the full qualification/Diploma. The units are comprised of a number of guided learning hours (the input) followed by an assessment (the output). Guided learning hours - these are typically broken down into two day workshops and up to two days of self study per unit. Self study includes research, handling projects, carrying out assessments on the job and individual study or practice. There will be support and mentoring available if required. The assessment - assessment is normally via practical work-based assignments and reports, (one per unit). However, for those that have specific needs other assessment methods can be used. Assignments must be 2500 – 3000 words per unit. You will also be required to submit a work-related business project report. The estimated number of guided learning hours for the whole programme is: 220-245 hours. Each unit’s guided learning hours are listed in table 1 below. You need to complete all core units from Group A and Group B and three optional units from Group C to a total of at least 62 credits to achieve the qualification. There is a possibility for exemption or partial exemption from a unit based on proof of previous learning and experience; see ‘Recognition of prior learning and achievement’. The following Group C units will not be run as part of the programme, however you may be able to select one or more of them if you have completed or plan to complete the equivalent/compatible training offered as part of the wider Corporate Learning calendar. Completion of this training may make you eligible for exemption or partial exemption from the input to the unit. Note: this does not allow you exemption from the unit assignment (output). 5011

A syllabus for each unit will shortly be made available on the (link) Corporate Learning intranet pages. It is likely that the Diploma will take 18 months to achieve. Although the intention is to support candidates to achieve the full Diploma, another qualification option is available: Level 5 Certificate in Management and Leadership. For the Certificate candidates need to complete any combinations of units to a minimum of 13 credits and a range of guided learning hours: 45-55.

Recognition of prior learning and achievement (exemptions) You may be able to claim recognition of prior learning which has not been formally assessed and accredited by the CMI. This will be discussed with the external verifier as part of the application process, and you will be informed if you can qualify for exemption from some or all of the learning inputs and assignments. This forms part of the application process.

Places and the application process The Managing for Success programme demands a high level of commitment from candidates. As noted in ‘Programme structure’, the qualification is equivalent to a foundation degree level and the estimated number of hours required is 220-245 hours over an 18 month period; this is a combination of attendance at workshops and self study. In addition, some people may require further time to complete the assignments. It is extremely important that you consider the implications of joining the programme. For example, you will need to ensure that you can allocate time to study outside your normal working hours. This programme constitutes a significant investment by the House. Consequently, the application and selection process is designed to ensure both you and the organisation decide that the qualification/programme is appropriate and benefits are gained by both parties.

Application Mandatory steps: 1. Review and consider the programme content and candidate input and time requirements. Discuss in detail with your line manager. You may also find it useful to discuss with family especially around time commitment. 2. Book a one-to-one discussion with the Programme Director (external verifier), Chris Ellis. The purpose of this meeting is to discuss whether the programme is right for you in terms of the level and your experience to date. You can also discuss any prior learning and training and find out whether you are eligible for any exemptions. This must then be authorised by your line 3. manager and Head of Directorate/Section. Applications forms are found at Commons Corporate Learning & Development Courses or via your departmental Learning & Development Advisor. 4. Send the application form to your departmental Learning and Development Advisor by the advertised deadline date for the cohort (programme).

Dates The full programme will run twice a year – typically starting in October and January. However, it is likely that a number of individual units may be available as ‘stand alone’ training courses for managers not on the full programme. Cohort dates and details (e.g. application closing date) will be found on the Corporate Learning intranet pages. These are currently in development; please contact your departmental Learning and Development Advisor in the interim.
