12.1 “Placerville, a Unique Historical Past Forging into a Golden Future” City Manager’s Report July 11, 2017 City Council Meeting Prepared By: Rebecca Neves, City Engineer Item#: 12.1 Subject: Adopt a Resolution: Approving a Paving Construction Contract for Placerville Drive with Doug Veerkamp General Engineering (DVGE), Inc. in the amount of $118,068 for the Annual Roadway Maintenance Project List (CIP #41818). Background: In November 2016, the voters of Placerville passed the Measure L sales tax in the general election, and on December 13, 2017, City Council certified the election, including approval of Measure L. On February 14, 2017, Council established the Measures H/L Sales Tax Committee. The Committee meets periodically, prepares recommendations for projects and oversees the uses of the Measure H (passed in 2010 by voter approval) and Measure L sales tax receipts. The Committee acts in an advisory role to the City Council, which ultimately approves the Committee’s recommendations. Discussion: One of the projects recommended by the Committee was the Street Slurry Maintenance-Annual Project List (Miscellaneous Streets with a PCI of 60 and above) project. During budget deliberations, it was initially considered to be a slurry maintenance application. However, due to the existing degraded state of various roads, the title is being revised to Annual Roadway Maintenance Project List which will be more representative of the various construction techniques that will be utilized to achieve roadway maintenance throughout Placerville. The intent of this CIP is to annually set aside $150,000 each fiscal year of Measure L revenue to deliver projects based on the Committee’s recommendations. Among the preliminary list of projects recommended for this year’s program, Placerville Drive was included. Staff will finalize the annual list of projects for the Committee’s consideration. The Committee will then decide which projects will be considered for recommendation to the Council for final approval. Staff continues to evaluate the road system to determine how to best use the approved funding and will present additional recommendations to the Measures H/L Committee for consideration. Those recommendations also include adding Woodridge Court and Martin Lane to the Year One Road Maintenance Program. In addition, $50,000 will be recommended for the Year One Road Maintenance Program that will be administered in-house by City crews and by additional contract work. In order to fund these projects, staff will be recommending to the Measures H/L Committee that $300,000 of the Canal Street Project for Year One be allocated to Road Maintenance. This will leave $200,000 to begin design work on Canal Street in year one. Staff is not asking for approval of these items at this time as this information still needs to go to the 1
12.1 Committee for their recommendation. We will return to Council with these recommendations as well as contracts for further work at Council’s next meeting. Staff solicited informal bids from local contractors and received one response from Doug Veerkamp General Engineering, Inc. in the amount of $118,068 for maintenance paving, inclusive of a 2” grind and overlay of the travel lanes only for Placerville Drive from Fair Lane to Armory Road. Cost: The cost of the proposed agreement with DVGE is $118,068. Budget Impacts: The City Council adopted the Fiscal Year 2017/2018 Capital Improvement Program Budget which appropriated $150,000 for the Street Slurry Maintenance-Various Streets (CIP #41818) which has been retitled the Annual Roadway Maintenance Project List. The proposed $118,068 construction agreement with DVGE is well within the $150,000 project budget. Options: 1. Proceed as recommended by staff. 2. Direct staff to revise the scope of the project or address a different project on the recommended list. Recommendation: Adopt a Resolution: 1.
