8.5 “Placerville, a Unique Historical Past Forging into a Golden Future “ City Manager’s Report February 14, 2017 City Council Meeting Prepared By: Steve Youel, Director of Community Services Item#: 8.5 Subject: Adopt a resolution 1.) Authorizing the Director of Community Services to purchase eight new bollard bike racks in the amount of $1,335.20 from Belson Outdoors; and 2.) Appropriating $1,335.20 from TDA Article 3 Fund for the purchase of these bike racks; and 3.) Directing City Staff to install bike racks at specified locations on Main Street, Town Hall and the Downtown Parking Garage.

Discussion: At the November 22, 2016 City Council meeting, Council assigned the Director of Community Services the task of installing bollard type bike racks at selected locations on Main Street, Town Hall and the Downtown Parking Garage. After consulting with local stakeholders within the cycling community, it was decided to install the popular bollard style racks along Main Street, at Town Hall and at the Parking Garage. Two bike racks will be installed at Town Hall and will accommodate up to a total of four bikes. Three bike racks will be installed at the Parking Garage and will accommodate up to a total of six bikes. (There is additional space at both locations should the need arise for additional racks in the future.) The remaining three bike racks will be installed at bulb-outs at different locations on Main Street. Analysis: Informal quotes for bollard type bike racks were received from six different venders including Outdoor Furnishings ($1,922.80), Game Time ($1,612.00), Belson Outdoors ($1,335.20), The Park Catalog ($1,708.00), KAY Park Recreation ($1,868.00) and Dero ($1,335.20). Consideration was given to color, weight, length, width, height, material, mount type and cost. Belson Outdoors provided the lowest quote that met commercial grade standards.

Options: 1.) Purchase eight new bike racks for installation on Main Street, Town Hall, and the downtown Parking Garage 2.) Do not proceed with the project. 3.) Reduce the number of bike racks to be installed. Cost: $1,335.20 Budget Impact: .This item has not been budgeted. Staff recommends a $1,335 budget appropriation from the Transportation Development Act (TDA) Article 3 Fund, which currently has an unencumbered fund balance of $8,907. The purchase price of $1,335.20 is within the $8,907 fund balance.

8.5 Recommendation: Adopt a resolution: 1.) Authorizing the Director of Community Service to purchase eight new bollard bike racks in the amount of $1,335.20 from Belson Outdoors; and 2.) Appropriating $1,335.20 from TDA Article 3 Fund for the purchase of bike racks; and 3.) Directing City Staff to install bike racks at specified locations on Main Street, Town Hall and the Downtown Parking Garage.
