Jacksonville North Pulaski School District Regular School Board Meeting Jacksonville City Hall June 1, 2015 Call to Order

President Gray called the meeting to order at 6:30 pm.

Ma’Shala Pugh, fifth grade student at Dupree Elementary, led the group in the Pledge of Allegiance.

National Anthem

The Jacksonville High School Honors Choir, under the direction of Director Chris Cross, performed the National Anthem.

Special Recognition Philip Eierdam

Philip Eierdam, a fifth grade student at Dupree Elementary School, was recognized as the sixth best financial writer in the nation in the InvestWrite National Competition.

Ma’Shala Pugh

The Board recognized Ma’Shala Pugh, a fifth grader at Dupree Elementary School, as third best in the nation in the InvestWrite competition and as the state winner. Dupree is the first Arkansas school to have two national winners and the third consecutive year Dupree has had the state winner.

Minutes

Mr. McDaniel moved, seconded by Ms. Watson, approval of the minutes from the May 4, 2015 Board meeting. The motion carried unanimously.

Public Comments Angie Lyons

Ms. Angie Lyons, a PCSSD support staff employee, asked when a salary schedule would be proposed for support staff and what types of support positions would be needed. Superintendent Lester said the work on salary schedules was ongoing but hoped to have those ready to present to the Board at the July meeting. He went on to say the District would know more later about the areas of need.

Minutes June 1, 2015 Page 2 Adoption of Resolution and Budget of Expenditures

Mr. McDaniel moved, seconded by Dr. Price, to adopt the resolution with the attached proposed budget of expenditures with tax levy for fiscal year beginning July 1, 2016 to an including June 30, 2017 as presented. The motion carried unanimously. The tax levy included in the budget was 40.7, the same as is currently being collected. The millage structure is 25 mills for general maintenance and operation; 0.9 mill for dedicated maintenance and operation dedicated for technology; and 14.8 debt service mills. The 14.8 debt service mills will continue until the retirement of proposed bonds to be issued in the amount of $15,365,000 to purchase school buildings and other structures, purchasing new and used furniture or fixtures and constructing, refurbishing, remodeling and equipping school facilities.

Personnel

At 6:50 pm, Mr. Moss moved, seconded by Ms. Watson, to go into executive session to discuss personnel. The motion carried unanimously. At 7:10 pm, Mr. McDaniel moved, seconded by Dr. Price, to approve the employment of Jeremy Strickland Owoh as Assistant Superintendent for Curriculum and Instruction and Bobby E. Lester as Assistant Superintendent for Human Resources and Support Services. The motion carried unanimously

Adjournment

Consideration of Salary Schedules, Administrator Index Schedule, Stipends and Fringe Benefits for 2016-17

Rationale:

AR Code 6-17-201 requires school districts to have salary schedules for licensed and classified personnel. Over the past six months, much time and effort have been spent to determine a projected budget of revenue and expenditures for JNPSD. Creating a school district by detachment has not been attempted in this state until now. There remain many unknowns, particularly in the number of students residing within JNPSD. Based upon information currently available, salary schedules and stipends have been established. While these will not be effective until the 2016-17 school year, PCSSD employees working in schools within the JNPSD need this information to make future employment decisions that are best for them and their families.

Rationale:

When planning for construction of various school facility projects, school districts issue Requests for Qualifications to select qualified architectural firms and construction management firms to meet the district’s needs in the planning, design and construction of those projects. It is the intent of this RFQ process, and the documents required herewith, to assist JNPSD in determining qualification prior to the submission of proposals for future projects. However, neither the fact of pre-qualification, nor any pre-qualification rating, will preclude JNPSD from determining whether a firm has the quality, fitness, capacity and experience to satisfactorily perform the proposed work, and has demonstrated the requisite trustworthiness, after it has already pre-qualified. RFQs will run in the statewide paper July 12 and 19. Submitters shall be responsible for any and all expenses they may incur in preparing Statements of Qualifications.

At the June 1, 2015 school board meeting, the Board approved the hiring of Bobby E. Lester as assistant superintendent for human resources and support services. On June 19, Mr. Lester submitted a letter officially declining the position.
