BOS Strategic Plan Vision A thriving County, anchored by a strong economy and excellent education system, that honors its rural heritage, scenic beauty and natural and historic resources while fostering attractive and vibrant communities. PC has recommended that this vision statement be used in the Comprehensive Plan Update.

Goals 1. Provide excellent educational opportunities to all Albemarle County residents 2. Provide community facilities that meet existing and future needs 3. Encourage a diverse and vibrant local economy 4. Protect the County’s parks and its natural, scenic and historic resources in accordance with the County’s established growth management policies 5. Ensure the health and safety of the community 6. Promote individual responsibility and citizen ownership of community challenges 7. Promote a valued and responsive County workforce that ensures excellent customer service

What the Planning Commission has Concluded so Far As of May 22, 2012

DA Capacity and Expansion Area Requests 10/11/11 and 2/14/12

No need to expand DA for residential • existing capacity can support 20 year need

• existing infrastructure cannot fully support currently approved but unbuilt projects.

Agri-Tourism in RA 11/29/11

Comp. Plan should support • Transient lodging and food service • Distilleries and breweries • Low impact commercial recreation

at an appropriate scale and in the right locations. By-right “areas of assembly” need to be allowed after a threshold is established. Parity with farm winery events is needed for “special events”

Interstate Interchange Policy 3/20/12

• No change needed for rural interchanges • Add alternate language for industrial/employment uses at urban interchanges.

• Recommend land use for south side of Shadwell • Provide recommendations on interchange. size, scale, and constraints needed for additional rural uses as for mini-warehouses & contractors storage yards.

Industrial Land Expansions – After Target Industry Work 3/20/12

• Bring back acreage and location needs for target industries and businesses.

• Provide additional info on inventory and properties that can address needs of targets. • Consider area near NGIC and between Avon and Rt. 20 for industrial designation. • If larger parcels are needed, approach owners about consolidation of smaller parcels in industrially designated areas.

Neighborhoods 4 - 7 4/24/12

PC wants a Worksession. Staff will provide after Area B work is done.

Neighborhood Model 5/22/12

• Keep substance of the NM Principles • More multi-modal transportation • Emphasize centers • Relegated parking may need to be revisited esp. for Rt. 29 and Rt. 250

Entrance Corridors, and Community Facilities • More flexibility needed in EC Guidelines • Update the Guidelines • Concurrency statements are needed with community facilities • Support exists for proposed community facilities changes, including geo-policing • Retain statements about service expectations in the Rural Areas

Community Facilities • “... Those persons living in the Rural Areas should not anticipate levels of public service delivery equal to services provided in the Development Areas.”
