TALKING PAPER ON AFA CONSTITUTION CHANGE 1: SILVER WINGS PRESIDENT Background. Arnold Air Society (AAS) and Silver Wings (SW) are sister organizations, working in tandem towards common goals for their communities and the United States Air Force. Arnold Air Society (AAS) is a professional, honorary service organization of AFROTC cadets advocating the support of aerospace power. Silver Wings (SW) is a national, co-ed, professional organization of mostly civilian college students dedicated to creating proactive, knowledgeable, and effective civic leaders through community service and education about national defense. AAS is headed by a cadet National Commander and SW is led by a student National President serving one-year terms. All AAS & SW members are also AFA members, and the two organizations have been affiliated since the 1950s. Discussion. For many years, the AAS National Commander has been formally designated a nonvoting member of the AFA Board and the SW National President was invited to attend Board meetings by the AFA Chairman. The proposed Constitution change formalizes what has been practice over several decades. Proposed Change to AFA Constitution, page 10: ARTICLE X BOARD OF DIRECTORS Section 1. Membership. The Board of Directors shall consist of the following. A. Voting Directors. * * * B. Nonvoting Directors. Board Members Emeritus, Chaplain, President, National Commander of the Arnold Air Society, National President of Silver Wings, and those members of the Association so designated by the Board of Directors or by the Executive Committee, shall be nonvoting members of the Board of Directors. The immediate past Chairman of the Board when not serving in an elected position on the Board of Directors shall serve for a maximum of two (2) years as a non-voting member of the Board. RECOMMENDATION: AFA Convention Delegates ratify this Board-approved change with a majority vote.
