Why initiate NOFA Process? • Encourages more competitive applications •
Past experience with RFP for Arlington Mill and Buckingham was very positive

May help to enhance leveraging of scarce AHIF resources
• Concurrent review of funding proposals to improve decision making • Standardizes and clarifies process and schedule for all developers • Allows County to state priorities and preferences (e.g., senior or TOD housing) or to encourage pilot projects (e.g., Net Zero, Passive House, Living Building Challenge) • Response to public desire for new AHIF funding tools that address geographic distribution (see Implementation Framework)

Schedule and Process • Staff have revised schedule to FY18 • Goal to have on Housing Commission agenda as an Action Item in November or December 2016 • If approved, will post application package to website January 2017 and begin receiving applications March 2017 • Will further refine timeline with NOFA Subcommittee •
