Update on AHIF
Notice of Funding Availability (NOFA) Housing Commission December 3, 2015

Why initiate NOFA Process? • Encourages more competitive applications •
Past experience with RFP for Arlington Mill and Buckingham was very positive
•
May help to enhance leveraging of scarce AHIF resources
• Concurrent review of funding proposals to improve decision making • Standardizes and clarifies process and schedule for all developers • Allows County to state priorities and preferences (e.g., senior or TOD housing) or to encourage pilot projects (e.g., Net Zero, Passive House, Living Building Challenge) • Response to public desire for new AHIF funding tools that address geographic distribution (see Implementation Framework)

Considerations of NOFA Process • Received some feedback from Housing Commission and Public •
How will the NOFA encourage additional affordable units?
•
How will the NOFA process drive geographic diversity?
•
How will the funding be split between 9% competitive tax credit applications and all other applications?
•
How will applications be scored?
•
Will the selection deadline leave enough time to go through the planning processes?
• Staff has listened to feedback and is initiating a process to address concerns. •
Will further engage the Commission/Public on NOFA benefits and considerations
•
Will move forward with either implementing a NOFA, continuing the same process, or implementing other process to reflect Affordable Housing Master Plan and Implementation Framework 3
NOFA Subcommittee • Formation of NOFA Subcommittee •
To potentially include Housing Commission members as well as other community stakeholders. Approximately 5-7 total members.

Will meet monthly and will periodically update Housing Commission
• Additional Issues to be discussed: •
How does a NOFA fit in with the Affordable Housing Master Plan and Implementation Framework?

How can a scoring process further AHMP goals? •
Feedback on scoring criteria
•
How do other communities administer NOFA/RFP processes?
•
How do we split the funding between competitive 9% tax credit projects and all other projects? 4
Schedule and Process • Staff have revised schedule to FY18 • Goal to have on Housing Commission agenda as an Action Item in November or December 2016 • If approved, will post application package to website January 2017 and begin receiving applications March 2017 • Will further refine timeline with NOFA Subcommittee •
To include periodic Housing Commission updates and public meetings to solicit feedback
