AMENDMENT TO INCLUDE A PORTION OF 2438 MARY HILL ROAD IN THE SALE OF LANDS TO QUANTUM
EXECUTIVE SUMMARY The detailed plans for the Community Recreation Complex have resulted in the creation of a strip of land next to the ramp to the underground parking that is not required for the community recreation complex. The preferred use for this land is for it to be consolidated with the lands to the south proposed for seniors’ housing and a restaurant project. This report recommends that staff be authorized to enter into negotiations to sell the remainder portion of the lot to Quantum and that it be consolidated with “Precinct Parcel A”. RECOMMENDATION That staff be authorized to commence a direct sales process for a portion of 2438 Mary Hill Road for sale of the land to Quantum Properties and seek Council approval of a Purchase and Sale Agreement COMMENTS & ANALYSIS Council has entered into a Design-Build Contract for the construction of the new community recreation complex with Ventana and a purchase and sale agreement with Quantum to acquire the lands to be developed for residential purposes. When the negotiations for the community recreation complex project were in process, the appropriate boundary between the recreation complex and the seniors’ building was unknown. With the detailed planning process now underway, we have been able to confirm the location of the driveway to the recreation complex providing access to the underground parking. This driveway provides a logical separation between the public and private properties.

The proposed driveway is located on the north part of the parcel (Rem 4, Lot 3 & 4, Block B, DL 289 NWD Plan 1954 Ex Plan Bylaw Pl 6287), leaving a remainder area having a width of about 7 metres (20 feet). This area would need to be consolidated with the lands to the south to conform to lot area requirements of the Zoning Bylaw. Similarly, the remaining north portion of the lot needs to be consolidated with the City-owned property to the north and and the adjacent lane to the east, all forming the community recreation complex parcel. Should Council wish to proceed with sale of this additional area, a survey and lot consolidation plan acceptable to the Approving Officer would be required prior to Completion of the sale. The sale of any municipal land by a local government must take into account its potential value. While the City will normally obtain an appraisal prior to a land sale, due to the small area of land involved and the known value of land per the sale to Quantum, it is proposed that the value of the portion of 2438 Mary Hill Road be determined by a negotiation process for Council approval. Staff have discussed the value with Diane Delves, President of Quantum, and she has advised she is interested in purchasing the additional lands. Based on the value of the adjacent seniors’ housing parcel, the fair market value of the lands is $275,000.
