Dear Parents/Guardians: Parents play a vital role in the success of any youth sports program. We invite you to become an active participant in the Boiling Springs Midget Football Corporation. Your support and involvement are the most important ingredients in making this program the best it can be for our children. We hope that this handbook will acquaint you with our organization. We realize that not all of your questions will be answered, but hopefully this handbook will make you more familiar with our program. Please feel free to ask questions of any board member. You may also submit any questions or concerns to your Parent Representative to be addressed during the meetings. The Board of Directors meets once a month during the off season and twice a month during the season. If you have any questions or concerns about practice or games, please contact your Team’s Parent Representative. In turn, the Team Parent Representative will address the issue or concern with the head coach of your child’s team or squad. This chain of communication helps our coaching staff to concentrate on the team, their practice session and safety. The Parent Representative, Head Coach, Director of Coaching or the Board of Directors will reply to your concern in a timely manner. OUR PROGRAM The Boiling Springs Midget Football Corporation (BSMFC) involves approximately 150 children. Our association is a member of the CFA Football League (www.football-cfa.com). Children that reside within the territory of the South Middleton School District and surrounding communities, as designated by the CFA, are eligible to participate in our program. BSMFC acts as a “feeder program” for the high school football teams and cheerleading squads. However, it is not directly affiliated with the South Middleton School District or the South Middleton Township. Our program is run entirely by volunteers and receives no financial support from the school district or the township. Mission Statement BSMFC strives to provide a positive athletic experience. Our purpose is to develop good sportsmanship, character, attitude and teamwork in the participants, so that they become healthier and happier members of our community. Objectives 1. Educate our young people concerning football or cheerleading through instruction and organized participation designed to teach clean, wholesome sportsmanship, teamwork and leadership. 2. Provide an opportunity for the youth of the area to enjoy a safe, healthy and pleasant experience in an organized athletic program. 3. Sponsor competitive teams and squads for youth 5 to 13 years of age, in organized football and cheerleading. 4. Abide by the rules and regulations of the BSMFC and CFA and any other organizations that the BSMFC elects to join. 5. Assure that participation shall not be prohibited, restricted or impaired by virtue of race, sex, creed, religion, nationality or ethnic group. Registration Football players have a non-refundable early registration fee of $115 and a late registration fee of $135. Cheerleaders have a non-refundable early registration fee of $85 and a late registration fee of $110. A $10 discount is available for families with multiple participants. The payment must be made in full prior to the first practice. BSMFC must have a copy of the participant’s birth certificate and a physical with doctor’s signature within the current calendar year. BSMFC Rights BSMFC has the right to expect: 1. Knowledge of all health matters regarding the participants. 2. Participants to follow the guidelines set by the BSMFC, CFA and Parental/Participant’s Code of Conduct. 3. Participants to respect the property and privacy of others. 4. Participants to uphold the dignity of the BSMFC. 5. Participants will not use profanity, tobacco products, drugs or alcohol. 6. Participants to attend each scheduled practice, game and competition. 7. Participants to arrive on time at scheduled events, including practices and games. Page | 1

8. Participants to be prepared for each practice and game. Participants Code of Conduct BSMFC expects the participants to: 1. Be responsible for your actions at all times. 2. Follow the rules as defined by the organization, your home and your guardian(s). 3. Respect others. 4. Treat others as you would like to be treated. 5. Be honest. 6. Respect the rights and property of others. 7. Refrain from the use of all tobacco products, alcohol, drugs and profane language. 8. Maintain high standards of sportsmanlike conduct. 9. Work hard at school studies. 10. Stay out of trouble at school. 11. Promote the team concept. 12. Give your best at all practices, games and competitions. 13. Strive to become a positive role model. 14. Bullying will not be tolerated and every participant is required to acknowledge and sign a bullying policy. Foul language, emotional outbursts and/or throwing equipment are NOT allowed. Such behaviors can lead to the player/cheerleader being removed from a game or practice. If unacceptable behavior becomes chronic, the player/cheerleader can be removed from the team’s roster. Parental and Participant Rights Parents and participants within the organization, have the right to: 1. Competent coaches and board members. 2. Know the rules and regulations. 3. Good team/squad management. 4. Non-biased decisions. 5. The names of key board members and coaches to help in problem resolution. 6. Privacy. 7. Good communication in a timely manner. 8. A safe learning environment. 9. Access the bylaws of the organization. 10. Know other costs beyond the registration fee. 11. Voice suggestions and complaints through the Parent Representative. Disruptions to the team during practices or games by parents will NOT be tolerated. Parents are not permitted on the practice field unless escorted by a Board Member. Parents must remain within the outlined areas at the practice field. At games, the sidelines are restricted to players and coaches ONLY. All communication will be done through a Parent Representative. DO NOT APPROACH A COACH BEFORE SEEING A PARENT REPRESENTATIVE. The Parent Representative will arrange a meeting with the coach for any parent who wishes to discuss issues relating to their child at an appropriate time and in a private setting. Foul language, emotional outbursts and/or throwing equipment are NOT allowed. Such behaviors can lead to the player/cheerleader being removed from a game or practice. If unacceptable behavior becomes chronic, the player/cheerleader can be removed from the team’s roster.

Insurance BSFMC provides Sports Accident Insurance for all its football players and cheerleaders. The cost is covered by the registration fees. You should treat this protection as extra insurance coverage. The benefits provided by the policy are payable in addition to any other insurance and are paid in accordance with a schedule. For additional information regarding the policy or the claim process, please contact the President of the BSMFC. Inclement Weather Football is not a fair weather sport. Games and practices are rarely canceled due to cold or rainy weather. If a cancellation should occur, your child’s Parent Representative will attempt to notify you prior to the game or practice. If notification has not been received, your child is expected to report to the appropriate place on time. If a cancellation occurs, please stay close to the field and be prompt in picking up your child. Coaches will not be responsible for transporting your child home. Attendance Please have your child at practice on time and pick them up promptly at the end of practice. Attending practice is a mandatory requirement for participation in the program. Absenteeism may impact a football player’s positioning and playing time and a cheerleader’s cheer time on game day. If there is a problem getting your child to or from practice or to a game, please inform your Parent Representative. We encourage at least one parent to remain with younger players and/or cheerleaders during practice time or be able to be reached by phone in case of crying, injury, etc. It is the parent’s responsibility to notify his/her coach or Parent Representative of any absences (i.e. family vacation, illness, etc.) that may occur during the season. In the event of a known absence, please complete the form on page 8 and give it to your Parent Representative. This will permit the coaches to make necessary adjustments as required. Withdrawal from Program It is understood that, at times, withdrawal from the program may be necessary. Please notify the coach or Parent Representative as soon as possible so a substitution can be made. Registration fees are non-refundable. You are required to return all equipment and uniforms immediately. Uniform and Equipment Uniforms and all equipment issued to participants is the property of BSMFC and should be treated accordingly. The participant is required to care for their uniform/equipment and maintain it in good condition. Uniforms and equipment are to be worn only at the games unless direct permission is given by the Board of Directors or coaching staff. If direct permission is given, the black jersey is the ONLY jersey that can be worn to school. At NO TIME should the uniform or equipment be used as a costume! Wearing the uniform or equipment for anything other than the intended purpose of practices and games could risk the return of your equipment deposit. A uniform/equipment deposit of $175.00 will be collected from each participant. This deposit DOES NOT cover the replacement cost, if the items are not returned. If the uniform is damaged beyond normal wear and tear or if you fail to return any of the items, your deposit check will be endorsed and you will be billed the remaining balance of the replacement cost. All additional apparel that is worn by the player must be in the color scheme of the uniform. Including but not limited to: eye black (black ONLY), socks (black ONLY), mouth guard (any solid one color, with the exception of white and clear per the PIAA, must be attached to the helmet), under shirt (black, purple, white or gold), gloves (black, purple, white or gold), and cleats/shoe laces (black, purple, white or gold). No article of clothing or footwear should display any markings other than the Page | 3

brand of clothing or footwear, such as Nike, Under Armour, Reebok, etc. The CFA prohibits the use of eye black with wording on it. The CFA also prohibits the use of arm bands. Any variation of the uniform must be approved by the Board of Directors. If your child comes to a game with any part of their uniform not adhering to this policy, they will be asked to change. The player will not be allowed on the playing field unless the uniform is adhered to. Please direct questions you may have about this policy to your Parent Representative or a Board Member before you make a purchase. Smoking Policy The South Middleton School District and South Middleton Township strictly prohibit the use of all smoking, tobacco and related products on their property. Violation of this mandate could result in the BSMFC being prohibited from using the facilities and the individual being removed from the facilities. The BSMFC asks that no smoking or use of tobacco and related products take place on the grounds of the Boiling Springs High School and designated practice areas. Fundraising Events Our association cannot operate without sufficient funds to cover the cost of equipment (new and reconditioned), uniforms, insurance and league memberships. Registration fees only cover a small portion of the funds that are required. Thus, it is imperative that BSMFC fundraising events be successful. The Board of Directors requires each child to participate in one mandatory fundraiser by selling the minimum amount of products, as set forth by the Fundraising Chairperson. A “buyout” option will be offered for the pizza/sandwich fundraiser (only) of $75 per child, $50 for the second child in the same family, for a total of $125 maximum per family. If the requirements for fundraising are not met by the designated deadline, the player and/or cheerleader will be suspended from participating in practice and games until such obligations are satisfied. All fundraising paperwork (including payment in full) and buyout money must be turned into your Parent Representative on or before the designated deadline. Several other optional fundraisers may also be held throughout the season. Returned Checks (NSF) Any check that is returned for non-sufficient funds must be satisfied within 10 days of return from the financial institution. In addition, there will be a $25 service fee for each returned check. Failure to satisfy this debt will result in the matter being forwarded to the Pennsylvania State Police for enforcement. If a check is returned, that parent may lose the privilege of paying by check and will be required to satisfy all monies due in cash only. During the season, the child may not be permitted to participate until all monies due are paid in full. If this is not resolved during the season, the parent with outstanding money due may not be allowed to enroll their child(ren), in the next season, until these debts are satisfied. Concession/Gate During the course of the season and post season, each family will be asked to work in the concession stand/gate for at least ONE home game. The concession stand greatly contributes to the income of our organization. The Concession Chair will ensure that you will not work while your child is playing or cheering. If you are unable to work during your designated time, it is YOUR responsibility to switch times with another family or obtain a replacement. Any and all switches and/or replacements must be in the form of written communication to the Concession Chair ONLY. Verbal communication will not be sufficient. The written communication will be considered and approval MUST be made by the Concession Chair before the switch or replacement is granted. Concession stand workers must be at least 16 years of age. Your deposit check for equipment will be endorsed if you DO NOT fulfill Page | 4

your concession/gate obligation. You will be asked to sign up for the shift you would like to work.

Chain Gang During each home game, a chain gang consisting of three people to manage the yard and down markers is required. In order to volunteer, the individual must be at least 16 years of age and must maintain composure while on the visiting team’s sideline. If interested in volunteering, please contact a Parent Representative. Pictures Team and individual pictures will be taken following the distribution of equipment and uniforms. Team Parent Representatives will notify the players and cheerleaders of the date, time and location. It is imperative that all participants arrive on time. If your child does not arrive promptly at the scheduled time, it is possible that they may not appear in the team picture. Parents Day All teams and squads will host a Parent’s Day event in conjunction with a home game. Parents will be introduced and escorted onto the football field with their child. This is a special event to honor the efforts and support of the parents.

FOOTBALL SPECIFIC INFORMATION Requirements Each football player must have the following items prior to the start of practice: 1. Physical in current calendar year 2. Practice Jersey (2) supplied by the organization 3. Mouth Piece (one is issued with the equipment). Additional mouth pieces can be purchased from the Parent Representative for $2. Mouth pieces must be colored black or purple only, not white or clear. 4. Football Shoes - must be solid, molded plastic cleats (see section under uniform and equipment) 5. Black socks (provided by the organization) It is the parent’s responsibility to transport their child to and from each practice and game. Practice During the month of August, practice will be conducted Monday through Thursday from 6:00 PM to 8:00 PM for Pee Wee, Pony and Midget teams and 6:00 PM to 7:30 PM for Smurfs. When school begins, practice will be conducted Tuesday through Thursday for all teams. Later in the season practice times may vary due to darkness. Practice time will be adjusted with the daylight savings. Saturday practice is at the discretion of the individual team’s head coach. If practice is cancelled due to the weather, it is at the coach’s discretion to use Friday as a make-up day. Games THERE IS NO GUARANTEE OF PLAYING TIME. Every effort will be made to assure playing time for everyone. The players desire to learn the game, performance and effort made during practices and games, as well as, attendance and cooperation with the coaching staff and organization will all be factored into a player’s game time. There will be playing time rules designated for each level of play, with exceptions made for players safety, practice participation, special teams and post season play. The coaches’ decisions are FINAL. If parents and players have concerns, see your Parent Representative. Football Equipment Care Helmets: 1. Keep the helmet clean by using a sponge and hot soapy water, then rinse. 2. Once a week, use a Phillips Head screwdriver to tighten all screws on the helmet and face mask. 3. Do not apply stickers, masking tape or use any kind of paint on the helmet or face mask. Pants and Jerseys: 1. Wash all pants and jerseys in non-bleach detergent. NEVER USE BLEACH. 2. Spray full strength Simple Green or detergent on all grimy areas. Wash with your usual detergent in warm water. 3. Air dry pants and jerseys to prevent shrinkage and damage. DO NOT put in the dryer or iron. Page | 6

Coaches Coaches volunteer their time to teach our players the fundamentals of football. Coaches have the authority and responsibility for all players when they are on the football field. The Head Coach and his coaching staff will determine playing time, position and play selection. DO NOT coach your child from the sidelines, as it is not productive and it is unfair to the team. Parents shall not communicate with their child during the game or at half time, unless their presence is required by a coach. All BSMFC coaches are Heads Up certified and abide by their goals and ideals. All coaches are subject to criminal background, child abuse and FBI clearances. Coaches and Board Members are required by law to report any suspected child abuse to the proper authority. Football Player Expectations (in addition to “Participants Code of Conduct”) Football is a team sport and as such, participants should conduct themselves accordingly. General rules: 1. Be on time, in uniform and ready for practice or the game at the location designated by the coach. 2. Bring a water bottle labeled with your name. 3. No jewelry is permitted. 4. Wear proper cleated footwear. 5. No gum or candy (even on breaks). 6. Pay attention and stay in your position. 7. Refrain from socializing during practice and games. 8. Ask for help if you need it. 9. Please keep opinions and hands to yourself. 10. No horseplay. 11. When you know you will miss a practice or game, notify your coach or Parent Representative as soon as possible.

CHEERLEADER SPECIFIC INFORMATION Requirements Each cheerleader must have the following items, as designated by the organization: 1. Sneakers (white) 2. Bloomers (provided by the organization) 3. Uniform (shell and skirt provided by the organization and returned at the end of the year) 4. Body Suit (provided by the organization and returned at the end of the year) 5. Socks (provided by the organization) 6. Hair Band – with the hair pulled back from the face. 7. Hair Bow (provided by the organization) It is the parent’s responsibility to transport their child to and from each practice and game. Practice During the month of August, practice will be conducted Monday through Thursday from 6:00 PM to 7:30 PM for all squads. Once school starts, practice will be conducted from 6:00 PM to 7:30 PM for all squads Tuesday through Thursday. Later in the season, practice times may vary due to darkness. If practice is cancelled due to the weather, it is at the coach’s discretion to use Friday as a make-up day. Practice is supervised by at least two adults at all times. Each cheer squad is assigned an adult Cheer Coach. The Cheer coaches will supervise their squads throughout all games and associated activities. If you have any questions or concerns, please contact the Parent Representative who will then discuss the subject with the Director of Cheerleading. Please have your child to practice on time and pick them up promptly at the end of practice. It is of the utmost importance that every participant attends every practice and game. Many of our cheers and chants rely on the entire squad’s participation. One missing member can create a major problem in cheer formations, mounts and ripples, especially when preparing for Parents Day. It is imperative to have the cheerleaders at every practice two weeks prior to Parents Day, as the cheerleaders perform a half time routine during their game. Again, one missing member can cause difficulty with formations, dance routines and stunts. If there is a problem getting your child to or from practice or if the player will miss practice, please inform the Parent Representative. There will be a designated area for spectators at the practice field. Coaches Cheerleading coaches volunteer their time to teach the cheerleaders the fundamentals of cheering. Coaches have the authority and responsibility for all participants when they are on the football field. The Director of Cheerleading and her coaching staff will determine position and squad placement. DO NOT coach your child from the sidelines, as it is not productive and is unfair to the squad. Parents should not communicate with their child during the game. All coaches are mandated to have a criminal background check and child abuse clearance. Coaches and Board Members are required by law to report any suspected child abuse to the proper authority. Squad Placement In order to have equal numbers of cheerleaders participating on each squad, a child may be asked to cheer at a level outside of their age group. Placement is determined by age and/or Page | 8

experience, ensuring the squads are equal. The cheerleading staff will make the final determination of the child’s placement. It is extremely important to remember that all of our squads are treated with the same level of respect and importance. Requests to have a child cheer on a certain squad can be made to the Director of Cheerleading. Each request will be considered based upon the request and needs of the organization. The decision of the Director of Cheerleading is FINAL. Stunts and Mounts Stunts and mounting techniques will be taught at the discretion of the cheer staff. All participants will be instructed using proper techniques to insure safety. Cheerleader Expectations (in addition to “Participants Code of Conduct”) Cheerleading is a team sport and as such, participants should conduct themselves accordingly. General rules: 1. Be on time and ready for practice or the game at the location designated by the coach. 2. Bring a water bottle labeled with your name. 3. Wear sport/stretchy shorts or sweatpants to practice. Avoid snaps, buttons and buckles. No jeans or jean shorts. 4. Hair should be tied back and away from the face. 5. Only jewelry permitted is stud earrings. 6. Wear sneakers. No slip-ons or sandals. 7. No gum or candy (even on breaks). 8. Pay attention and stay in your position. 9. Refrain from socializing during practice and games. 10. Practice words and motions. The more you practice the better you will be! 11. Ask for help if you need it. 12. No stunting without the coaching staff. 13. Please keep opinions and hands to yourself. 14. No horseplay. 15. Always smile. 16. Be loud. 17. Make eye contact with the crowd. 18. When you know you will miss a practice or game, notify your coach or Parent Representative as soon as possible. 19. When you arrive, find your coaches and be prepared to stretch and practice. Please use restroom, get dressed, do hair, etc. prior to scheduled time of arrival. When done with a cheer and spirit, please turn to the field and pay attention to the game. At half time, we will do our Hello Cheer. After that, you can go to the restroom or to a family member; however, you must be back in line up before the game starts. 5. When a player is hurt, cheerleaders will stop cheering and take a knee.
